• The proposal files, appendices on demonstration video are quite large. Does the FBI have an electronic “drop box” or SAFE method to receive proposal files?

All proposal and appendix material shall be in 12 point font, and not exceed the respective page count for each section of the proposal. Other than a link to the demonstration website and respective demonstration login credentials, there should be no other digital media—e.g.— demonstration videos.

• Will the FBI run actual credit card transactions and receive actual deliveries in the demonstration site during evaluation?

The demonstration site shall be fully functional at the time of proposal submission. There is no funding allocated for a demonstration and thus, no actual purchases will be made. As noted in the RFP, the site should be fully functional at time of proposal deadline.

• Are transactions funded by allocated funds (non-GPC) to be processed and fulfilled when ordered by a user, or once funds are added to the contract by the contracting officer with a Delivery Order?

The orders shall be fulfilled upon receipt of weekly delivery orders, providing funding for the collected requirements of the respective week.

• The NAICS code for this procurement is 339920, Sporting and athletic goods manufacturing. Are only manufacturing bidders qualified, or does the non-manufacturer rule apply and distributors are permitted?

Non-manufacture rule applies—small business distributors/resellers are allowed to submit proposals.

• Many of the products requested in the solicitation are manufactured by large businesses. As this is a small business set-aside, has the FBI requested and obtained waivers of the non-manufacturer rule from the SBA to permit small businesses to deliver goods manufactured by a large business? Can the FBI provide information about such waivers?

The FBI will not seek a waiver from SBA. This requirement is not brand name. Additionally, there are products in the matrix manufactured by small business.

• On Page 4 of the SOR, would the Government provide an explanation of what is required by, Product Review Submission Area (internal to FBI use only)?

For analogy, this is similar to a product review portion for a particular product on amazon.com.

However, this product review shall be only viewable by the FBI, as a means of sharing product suggestions.

• With respect to credit card purchases on the website, is the FBI requiring the use of Pseudonyms for credit cards? If not, name of cardholder will be known. If so, purchases will not pass fraud prevention measures. Please advise.

The pseudonyms are in relation to subordinate employee “profiles” whereby actual employee names should not be listed. Login credentials should also be pseudonym type. Factual information must and will be provided at checkout for payment and for delivery information.
