• The current incumbent contractor is listed as the manufacturer of lines 336 and 337 on the FBI RHINO PRODUCT MATRIX Attachment. Will the Government accept that bidders may not be able to provide reasonable pricing for these items? Alternatively, will the Government provide the bill of materials and original manufacturer for these items as Atlantic Diving Supply is a Non-manufacturer?
The following is a list of materials included in the IFAK kit listed as manufactured by Atlantic Diving Supply in the Product Matrix. The items are not manufactured by ADS, however, they are “kitted” by ADS. The two products are kits which include the following items in a vacuum sealed package, and then sold with and without a multicam blowout medical pouch.

• We are noticing a lot of products from the product list that are either discontinued with no replacement or out of stock indefinitely due to issues with manufacturer supply chain due to Covid. Do you have a specific way we should reference the replacement items? Is a reference in the product matrix itself with the replacement product details sufficient?
For instances in which an offeror submits a product that is different that what was listed in the Product Matrix, it may be beneficial to the FBI for the offeror to highlight in the matrix those products deemed best to fulfill the requirement.
• The current incumbent contractor for this contract, is part owner of other supply companies named in the FBI RHINO PRODUCT MATRIX Attachment, for example London Bridge Trading Company (LBT). Can items from these companies be removed from the evaluation or can you provide specifications so that alternatives can be provided?
Please consult Section C.4.1. in the RFP to address replacing a product with a like/similar. Items will not be removed from the product matrix.
• Is the Government able to provide a copy of the Tactical Program Sourcing Solution (TPS²) contract?
No.
• Section L.5.1 of the RFP requires the contractor provide a completed Standard Form 33, which might be in Section Aa; however, we are unable to locate Section Aa in the RFP. Will the Government provide a Standard Form 33 for the contractor to sign or should we fill out a blank Standard Form 33. Is Section Aa missing from the RFP?

• The solicitation is currently under the NAICS Code: 339920 - Sporting and Athletic Goods Manufacturing – Would the government consider a more appropriate NAICS that better represents the efforts under this contract?

• Could you please identify the small business or competition advocate/ specialist for this effort? Is below the correct contact?

The previous employee fulfilling this role for the FBI reviewed this requirement. Additionally, the requirement was reviewed by legal counsel at the FBI and Department of Justice.

• The proposal requirements reference a “one-page certification in the proposal acknowledging requirements in the attachments and indicating ability to meet or exceed these requirements” o What volume should this be included in?
o If in the technical volume, is it included in the 20 page limit?
Please include the one-page certification in Volume 3- Technical Proposal. This single page document will not be considered towards the 20-page limit for Volume 3.
• Can you please provide the Standard Form 33 for the contract? It does not appear to be in the solicitation documents.
The SF-33 has been uploaded to beta.sam.gov.
• After reviewing the part numbers provided in the FBI RHINO Product Matrix, we have discovered that some of those part numbers are not specific. For example, a search of Part Number 74369, 5.11 Stryke Pant, return a list of 144 different variations for those pants, multiple colors and sizes. In order to meet the program’s goal or modernization, efficiency, and provide purchasing trends and track, a complete/accurate list of the UPC’s is needed for us to load product information and pricing into our website. Does the FBI have an accurate list of the UPCs and manufacturers part numbers which should be quoted?
For products in the matrix, it is in the interest of the offeror to provide all colors and sizes for the products chosen [by the offeror] to fulfill the Government’s requirement.
