RFP Attachment #2 Cost Formats Instructions for the various cost formats required to be submitted as part of the Cost/Price Proposal are provided herein. Each of the cost formats is explained below.
Cost Format A. Cost Format A shall be used to prepare a cost matrix in which the total proposed price for all five provided base period task orders is identified by cost element and Contract Year. An Interdivisional Transfer (IDT) refers to work provided by other business units within the prime’s organization. Direct Labor Hours, IDT Labor Hours, and Subcontracted Labor Hours should sum to the total hours proposed.
Cost Format B. Cost Format B shall be used to prepare a cost matrix that presents the total proposed price for each of the five provided base period task orders by organization: prime, interdivisional transfers, and subcontracts. (Cost Format B is not required for vendors; vendors supply unmodified COTS products.) G&A, fee, and other appropriate indirect rates applied by the prime to subcontracts and IDTs should be reflected in the Prime Contractor column as applicable per RFP Section B.
Cost Format C. Cost Format C shall be used to prepare a cost matrix in which the total proposed base period price is identified by cost element and WBS element. The WBS levels shown should be consistent with the WBS structure provided in the Cost Format template. WBS structure should be established at Level 5 or lower, and at Level 7 or lower for WBS element 1.3.1 (Enhancements.) A separate Cost Format C shall be provided for each Contract Year. Hours reflected in the Cost Volume shall match hours proposed in the Basis of Estimate Volume.
Cost Format D. Cost Format D shall be used to prepare a cost matrix that presents total labor hours (identified by organization and labor category) by contract month (CM) for all provided task orders through the base period.
Cost Format E. Cost Format E shall be used to prepare a cost matrix that presents the total direct cost of labor by WBS element. Labor categories included in Cost Format E shall reflect those categories proposed by the prime, IDTs and subcontractors.
Cost Format F. Cost Format F shall be used to prepare a cost matrix that presents the total direct cost of labor by Labor Category and Contract Year for the base period. Labor categories included in Cost Format F shall reflect those categories proposed by the prime, IDTs and subcontractors.
Cost Format G. Cost Format G shall be used to prepare a cost matrix that presents the total price of materials by WBS element. Under the “Purchased By” column, identify the prime or the name of the Subcontractor or IDT procuring the item. The “Purchased From/Source” column shall identify the organization name. If materials are provided by an OEM (original equipment manufacturer), identify the reseller. Under “Type of Contract” identify whether the item is purchased, provided under an annual license, etc. The “Unit Cost” identified shall include shipping, handling, and delivery charges. Please note: after commencement of a contract, the Government reserves the right to direct purchase of the required material(s) via existing Enterprise licensing agreements should it be beneficial to the Government.
Cost Format H. Cost Format H shall be used to prepare a summary of applicable corporate/business unit indirect rates by Contract Year for the requested years. Historical actuals for the indicated prior years are also required. Cost Format I requires that you identify the base (i.e., cost element name(s) to which each indirect rate is applied). Examples are provided.
Cost Format I. Cost Format I shall be used to populate a rate table of fully-burdened labor rates for the designated labor categories and experience levels per Contract Year for the entire 10-year contract term, for application to all task orders on the contract. Offeror must provide adequate justification in the Technical Volume for the proposal of any additional labor categories not specified or requested by the Government.
Cost Format Submission. All formats are to be delivered in Microsoft Excel 2007. Formats shall be unlocked and provided with data that can be manipulated, with the formulas used in generating the proposal displayed.
