Task Order Office of Human Resources and Professional Development HR Operations Employee Relations and Policy Support Services

1.0 Background

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a law enforcement agency within the U.S. Department of Justice. Its unique responsibilities include protecting our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. ATF partners with communities, industries, and law enforcement agencies and public safety agencies to safeguard the public through information sharing, training, research, and the use of technology. The Office of Human Resources and Professional Development (HRPD) supports the Bureau’s primary mission by strategically assessing and aligning human resource needs with mission priorities, recruiting a diverse and qualified employee population, providing timely support to fill workforce vacancies with appropriate staff, implementing programs that promote the retention of high-performing employees, and equipping the workforce with the knowledge and skills needed to fulfill ATF’s mission responsibilities and develop employee careers.

1.1 Offices to be Supported Under Work Order

1.1.1 Human Resources Information Center (HRIC). A division level office that serves as a centralized focal point for providing HR information and responding to inquiries about workforce policies, procedures, systems and programs from ATF personnel. Services under this contract are to directly support the Policy and Liaison Branch within the HRIC.

1.1.1.1 Policy and Liaison Branch (PLB) directly provides information and responds to inquires from ATF personnel about workforce policies, procedures and systems to include the Bureau’s learning management system and personnel management system. The branch also administers workforce programs such as workers compensation, management/employee relations and telework.

2.0 Objective. The purpose of this task order is to acquire contractor support for daily operations of the HR services defined below. Task requirements for each of the service categories are defined in section 3.0 of this Task Orders as well as the expected qualifications of contractor personnel providing the services (section 4.0).

Service areas are to be supported by personnel appropriate to the needs of the service area. For example, 1. Employee Relations Specialist for employee relations services; 2. Workers Compensation Specialist for workers compensation administration services; 3. HR Policy Specialist or HR Management Specialist for HR policy liaison services.

3.0 Tasks by Service Category.

3.1 Employee Relations Support. Contractor personnel shall provide the following service tasks for this support category:

3.1.1 Develop recommendations to managers on statutory, regulatory, policy and procedural requirements related to employee relations and employment law, discrimination, and workers’ compensation.

3.1.2 Develop recommendations to managers concerning grievance processes and policies.

3.1.3 Collect, analyze and discuss facts of inquiries and cases with supervisors, and

3.1.4 Collect, analyze and discuss facts of inquiries and cases with relevant supervisory staff, and attorneys to evaluate situations and determine credibility to refer to alternative offices for action.

3.1.5 Coordinate employee relations and human resources activities with other related ATF HR, employee support programs, and legal offices.

3.1.6 Track referred cases to appropriate ATF offices using automated tracking and record systems.

3.1.7 Manage documentation of the branch administration and resolution of inquiries from

3.1.9 Develop job aids, briefings, and training to improve efficiency and enhance awareness

3.1.11 Perform administrative, evaluative or technical work concerned with creating and maintaining effective relationships with ATF employees, supervision and management.

3.1.12 Provide customer service via telephone, face-to-face contacts and email

3.1.13 Prepare routine reports related to the status of work output, progress on special projects, or the results of assessments or studies.

3.1.14 Perform routine and repetitive document management and clerical duties for all aspects of assigned work functions.

3.2 Workers’ Compensation Administration Support. Contractor personnel shall provide the following service tasks for this support category:

3.2.1 Interpret and apply Federal Employees’ Compensation Act (FECA) laws, regulations,

3.2.2 Provide information to ATF employees, supervision and management on the interpretation of laws, regulations and policies related to workers’ compensation.

3.2.3 Review and evaluate workers’ compensation claims to determine if all of the necessary documents have been provided by all applicable parties prior to submission to the Department of Labor.

3.2.4 Liaison between employees, supervisors, managers and Department of Labor staff to resolve issues pertinent to individual claims or ATF interpretation of the FECA or Department of Labor policies.

3.2.5 Coordinate with employees, applicable ATF offices, and medical providers to determine if an employee is unable to return to work or if alternate work assignments are necessary accommodations.

3.2.6 Gather and analyze data and/or information to identify problems and/or deficiencies in submitted claims and develop alternative courses of action.

3.2.7 Write correspondences with employees, applicable ATF office supervisors and managers, Department of Labor staff, and other germane individuals to coordinate workers’ compensation efforts and resolve identified issues.

3.2.8 Perform routine and repetitive document management and clerical duties for all

3.2.9 Contribute to the design, standardization and streamlining of initiatives to maintain, reengineer or improve ATF workers’ compensation processes through assisting in the development or revision of policies and drafting standard operating procedures.

3.2.10 Develop job aids, briefings, and training to improve efficiency and enhance awareness

3.2.11 Provide briefings or formal instruction on workers’ compensation to ATF personnel.

3.2.12 Prepare routine reports related to the status of work output, progress on special projects, or the results of assessments or studies.

3.2.13 Provide a high level of customer service via telephone, face-to-face contacts and email correspondence ensuring that the image of the branch is upheld or strengthened as a result of the positive nature of the contract.

3.3 HR Policy Liaison Support. Contractor personnel shall provide the following service tasks for this support category:

3.3.1 Respond to written and telephonic inquiries from ATF employees, supervision and management on questions related to the identification of primary contacts, acquisition or utilization of HR directives, related forms and reference materials, or the interpretation of ATF, DOJ and Federal Government human resource laws, regulations, and policies.

3.3.2 Research applicable Federal laws and regulation, executive orders, and DOJ and ATF policies to identify relevant information related to inquiries or the development or review of HRPD policies and operating procedures.

3.3.3 Plan and conduct analytical studies related to HRPD policies and procedures or identified trends determined through the historical tracking of employee inquiries.

3.3.4 Write correspondence to ATF employees, supervisors and managers to facilitate and document assigned work processes.

3.3.5 Coordinate and track the review and authorization of new or revised Bureau policies using ATF’s computer based tracking systems.

3.3.6 Work with applicable offices within HRPD to develop and write new or revised Bureau policies and standard operating procedures.

3.3.7 Proof read and format draft policies, standard operating procedures, reports, and

3.3.8 Provide a high level of customer service via telephone, face-to-face contacts and email correspondence ensuring that the image of the branch is upheld or strengthened as a result of the positive nature of the contact.

3.3.9 Contribute to the design, standardization and streamlining of initiatives to maintain, reengineer or improve strategies to strengthen HRPD services and communication with the ATF workforce through assisting in the development or revision of policies and drafting standard operating procedures.

3.3.10 Develop job aids, briefings, and training to improve efficiency and awareness on a

4.0 Service Category Qualification Requirements

4.1 General Qualification Requirements for All Service Categories

4.1.1 The Contractors shall have excellent written and verbal communication skills and experience developing detailed formal reports for submission to supervision; facilitating collaborative workshops; providing telephone support; and providing briefings and presentations.

4.1.2 The Contractors’ experience shall be such that they are considered an expert in their field, can assess expertise-related problems and recommend viable solutions, and can work independently on assignments with minimal guidance or oversight.

4.1.3 The Contractors shall be proficient in the use of Windows-based computer platforms (Microsoft Windows 7 and 8) and have experience using the Microsoft Office Suite (Office 2007 or 2013).

4.2 Employee Relations Support Qualification Requirements (Employee Relations Specialist)

4.2.1 The Contractor shall have at least 5years specialized experience in Federal employee relations which includes advising management officials on the application of Federal employee relations statues, regulations and case law to the operating environment; and assisting management officials in resolving complex operational problems and controversies.

4.2.2 The Contractor shall have experience providing research, analyzing and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach.

4.2.3 The Contractor shall have experience facilitating positive resolutions to employee relations issues prior to needing formal interventions.

4.2.4 The Contractor shall have extensive experience interviewing employees and supervisors, and collecting and analyzing facts for cases to identify obscure or underlying causes of misconduct or poor performance to develop options for practical solutions.

4.2.5 The Contractor shall have experience coordinating and facilitating workgroups and studies to explore solutions to complex issues and establish or revise work processes and policies.

4.3 Workers’ Compensation Administration Support Qualification Requirements (Workers’ Compensation Specialist)

4.3.1 The Contractor shall have at least 2 years specialized experience in administering Federal worker’s compensation claims to include advising management officials on the application of FECA laws, regulations, statutes and Department of Labor policies and guidelines.

4.3.2 The Contractor shall have experience researching, analyzing and evaluating issues related to claims, determining applicable precedents, recommending innovative methods and strategies to resolve complex workers’ compensation problems, and determining the approval or denial of claims.

4.3.3 The Contractor shall have experience facilitating and coordinating with employees, supervisors, medical providers, and Department of Labor representatives to determine resolutions to workers’ compensation claims.

4.3.4 The Contractor shall have experience coordinating and facilitating workgroups and studies to explore solutions to complex issues and establish or revise work processes and policies.

4.4 HR Policy Liaison Support Qualification Requirements (HR Policy Specialist or HR Management Specialist)

4.4.1 The Contractor shall have at least 5years of applied experience specific to the administration of human resource functions in the Federal sector and the research, interpretation and application of human resource related Federal laws, regulations, executive orders, and policies set forth by the Office of Personnel Management, DOJ and ATF.

4.4.2 The Contractor shall have experience independently composing and editing correspondence, memorandum, policy documents, and publications for internal and external audiences while ensuring grammar, spelling, punctuation, writing styles and document formatting are correct and meet guidelines.

4.4.3 The Contractor shall have experience analyzing and evaluating information, interpreting guidance verbally and in writing, drawing conclusions, coordinating studies or projects, and providing effective management/program support.

4.4.4 The Contractor shall have experience coordinating and facilitating workgroups and studies to explore solutions to complex issues and establish or revise work processes and policies.

5.0 Contract Management.

5.1 Contract Administrative Positions. The following roles will be assigned to personnel to facilitate the administration of the agreement.

5.1.1 Federal Government. The following will be Government points of contact during performance of the contract:

5.1.1.1 Contracting Officer (CO). The CO is responsible for the contract administration. The CO is the only person authorized to approve changes in the terms, conditions, overall delivery schedules, technical requirements or price, as set forth in the contract. Any changes not made expressly by the Contracting Office will be considered to have been without authority. In such cases, the Contractor is operating at their own risk. No adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof. During any absence of the CO, identified for this contract, other warranted COs from ATF may authorize work under the contract.

5.1.1.2 Contracting Officer's Representatives (COR). A COR will be designated on authority of the CO to monitor all technical aspects and assist in administering the contract. The types of actions within the purview of the COR's authority are to assure that the Contractor performs the technical requirements of the contract; to perform, or cause to be performed, inspections necessary in connection with performance of the contract; to maintain both written and oral communications with the Contractor concerning the aspects of the contract within his/her purview; to monitor the Contractor's performance under the contract and notify the Contractor and CO of any deficiencies observed; and to coordinate Government furnished property availability and provide for site entry of Contractor personnel, if required. The CO may work with multiple CORs in the administration of the agreement based on the defined service areas and ATF organizational elements being assisted.

6.0 Contract Management. The following are intended to facilitate the overall administration of the contract, facilitate and document communication between those in administrative roles, and provide for the regular documentation of planning decisions and the service outcomes provided.

6.1 Kick-Off Meeting. Attend a kick-off meeting with ATF personnel (Directorate, Division, Branch), including assigned COR to discuss approach, policies, and procedure. The Contractor will provide a briefing on their technical approach for accomplishing work required in this SOW.

6.2 Monthly Status Report. Monitor and evaluate Contractor personnel activities and report to the Government, the technical, financial and operational status in a Monthly Status Report. This report shall include accounts of workload performed during the period. The Monthly Status shall include hours expended, workload supported (e.g., number of position descriptions developed, HR actions processed, special project progress and completion, etc.), deliverables submitted during the month, problem areas, work planned for the following month, and deliverables for special projects planned for the following month. The Monthly Status Report shall be due to the COR for the period prior on the 15th of each month.

6.3 Meetings/Meeting Minutes. Provide administrative and technical support for contract management meetings as required. Coordinate scheduling and meeting notifications, if required. Prepare agendas, and other supplementary materials. This may be anything from meeting agendas, slides, handouts or other supplementary materials.

7.0 Reserved

8.0 Period of Performance. The period of performance under this contract is one (1) base year with four (4) option years of services. The period of performance for each task order shall be identified on each task order.

9.0 Hours of Service. Unless otherwise directed, all work will be performed between 7:00 a.m. and 5:00 p.m. EST, Monday through Friday, excluding Federal holidays. These are the established Service Hours as designated by ATF. Contractor employee(s) will be expected to work no more than 40 hours per week, with no overtime requirements.

10.0 Place of Performance. The place of work shall be at ATF Headquarters, 99 New York Ave., NE, Washington, DC 20226.

11.0 Contract Type. The task order will be awarded as Firm Fixed Price.

12.0 ATF Policies, Procedures and Standards

12.1 The contractor shall conform to the following ATF guidelines, security requirements, and federal regulation and legislation throughout the life of the contract. ATF reserves the right to amend/upgrade these standards and internal guidelines, processes and procedures based on technological advances.

12.1.1 ATF H 7250.1A, Rules of Behavior and Customer Agreement for Computing Devices

12.1.2 ATF Publication, 7500.1 Rules of Behavior and Customer Agreement for ATF Workstation Users

12.1.1 Minimum Database Security Requirements as prescribed by the ATF Information Systems Security Office (ATF ISSO)

12.1.2 ATF O 3040.1A, Operations Security Program

13.0 Central Contractor Registration (CCR). The selected contractor must have an active registration in the CCR database prior to award in accordance with Federal Acquisition Regulation 52.204-7.

14.0 Key Personnel Selection

14.1 Qualification Expectations. The Government reserves the right to reject proposed Contractor personnel if they do not meet the qualifications defined in this agreement or if they fail to perform as expected. The government also reserves the right to reject proposed personnel substitutions if they do not meet qualification requirements. The Contractor shall absorb any costs resulting from substitutions of personnel if they are deemed unsuitable. If a Contractor employee hired under this contract resigns or is released, the COR shall be notified immediately. The COR will provide the contractor a copy of ATF out-processing checklist for clearing the building. The employee must complete this checklist prior to final out processing.

14.2 All Contractor personnel providing key services must be reviewed and approved by ATF. The Contractor must submit to ATF detailed resumes for key contractor personnel for consideration. After resume review, acceptable candidates will be interviewed by ATF personnel prior to selection at no cost to the Bureau. For each proposed candidate, the resume must:

14.2.1 Summarize past employment and expertise in the area in which support will be provided.

14.2.2 Indicate years of experience the candidate has in the support area.

14.2.3 Provide information on relevant education and training.

14.2.4 Provide a list of contacts/references from jobs completed within the past 5 years.

14.3 If a resume does not satisfy the criteria established for minimum qualifications defined in this agreement, a personal interview will not be required and the person will not be accepted.

14.4 In the event that none of the proposed candidates are deemed acceptable through either the resume review or the interviews, ATF reserves the right to request additional candidates from the Contractor at no cost to the Government.

14.5 Security background investigations shall not begin until ATF has made selections from the provided pool of Contractor candidates.

15.0 Training

15.1 Government Mandatory Training for All Personnel. Key contractor personnel are required to complete all ATF required training (i.e., information security awareness, occupant emergency preparedness, etc.). Failure to complete all required training within allowed timelines may jeopardize access to ATF information, systems and facilities and prevent key contractor personnel from the completion of duties. Payment of Contractor fees will reflect lost productivity due to failure to train and may warrant either a request to replace key contractor personnel or the termination of the agreement by the Government.

15.2 Contractor Employee Training and Development. The Contractor is required to manage and maintain the skillsets of all Contractor employees assigned to the contract. Augmentation of skillsets may be required as industry standards and new technology is introduced. For the most part, ATF shall not be responsible for training Contractor staff on technology presumed essential to their job functions but commonly available. However, ATF shall be responsible for any ATF-specific training needed to support development efforts (i.e., ATF applications and systems training). ATF desires to be a forerunner for new technology in the Federal space. New technology training may be updated as part of each contract renewal period. ATF may require contractor personnel to sustain technical skills. A record copy shall be maintained by the Contractor on the up-to-date training and qualifications for key personnel for ATF review.

16.0 DOJ and ATF Policy Violations. A Contractor employee, who is in direct violation of a policy established by DOJ or ATF, may immediately be denied access to ATF facilities, proprietary information and data, including automated information systems, without being offered an opportunity to mitigate the information.

17.0 Unsuitable Contractor Employees

17.1 Should the Contracting Officer or COR become aware that an existing contractor employee under this contract becomes unsuitable or unfit for duties in this regard, the Contractor shall be advised by the Government that such employee cannot be assigned to work or continue to work under this contract. The Contractor shall immediately remove any such employee and begin the process to replace him/her with a suitable substitute.

17.2 The Government is not required to defend or provide the reason for requiring the removal of the unsuitable contractor employee. The Government shall not be responsible for any costs incurred by the Contractor as a result of removing such employee from the subject contract.

17.3 ATF reserves the right to request a replacement Contractor employee or to terminate the contract if an acceptable replacement cannot be provided within 30 days. The replacement Contractor employee must have the equivalent skills to the original contract employee and must successfully pass an ATF background investigation.

18.0 Ownership of Information and Deliverables. All products and documentation developed under this contract will remain Property of the Government. Regarding technology products, all source code, data and assets developed under this contract will remain property of ATF. All materials furnished by the Government, together with all plans, designs, reports, materials, programs and the documentation thereof, and all other items pertaining to the work and services to be performed pursuant to this contract shall become and remain with the Government upon completion. The Government shall have the full right to use each of these for its purposes without compensation or approval on the part of the Contractor. The Government shall have access to and the right to make copies of the above mentioned items. The Contractor is prohibited from utilizing any products, documentation and any other furnished materials for the purposes of any other production, contract or project. ATF prohibits the dissemination of any products, documentation and any other furnished materials to non-authorized Government personnel or members of the public in any manner without the written approval of ATF.

19.0 Teleworking. Teleworking by a Contractor employee may be considered as an option, once a qualified period of performance is successfully met (generally 90 days). The Contractor employee shall abide by all regulations, security requirements, and policies established by OPM and ATF regarding Telework policies and procedures. Teleworking is granted at the discretion of the COR overseeing the Contractor employee’s efforts.

20.0 Non-Displacement of Qualified Workers Under Service Contracts. Executive Order 13495, January 18, 2013. (Note: The format for this section has been taken directly from the executive order.)

“NONDISPLACEMENT OF QUALIFIED WORKERS

"(a) Consistent with the efficient performance of this contract, the contractor and its subcontractors shall, except as otherwise provided herein, in good faith offer those employees (other than managerial and supervisory employees) employed under the predecessor contract whose employment will be terminated as a result of award of this contract or the expiration of the contract under which the employees were hired, a right of first refusal of employment under this contract in positions for which employees are qualified. The contractor and its subcontractors shall determine the number of employees necessary for efficient performance of this contract and may elect to employ fewer employees than the predecessor contractor employed in connection with performance of the work. Except as provided in paragraph (b) there shall be no employment opening under this contract, and the contractor and any subcontractors shall not offer employment under this contract, to any person prior to having complied fully with this obligation. The contractor and its subcontractors shall make an express offer of employment to each employee as provided herein and shall state the time within which the employee must accept such offer, but in no case shall the period within which the employee must accept the offer of employment be less than 10 days.

"(b) Notwithstanding the obligation under paragraph (a) above, the contractor and any subcontractors (1) may employ under this contract any employee who has worked for the contractor or subcontractor for at least 3 months immediately preceding the commencement of this contract and who would otherwise face lay-off or discharge, (2) are not required to offer a right of first refusal to any employee(s) of the predecessor contractor who are not service employees within the meaning of the Service Contract Act of 1965, as amended, 41 U.S.C. 357(b), and (3) are not required to offer a right of first refusal to any employee(s) of the predecessor contractor whom the contractor or any of its subcontractors reasonably believes, based on the particular employee's past performance, has failed to perform suitably on the job.

"(c) In accordance with Federal Acquisition Regulation 52.222–41(n), the contractor shall, not less than 10 days before completion of this contract, furnish the Contracting Officer a certified list of the names of all service employees working under this contract and its subcontracts during the last month of contract performance. The list shall also contain anniversary dates of employment of each service employee under this contract and its predecessor contracts either with the current or predecessor contractors or their subcontractors. The Contracting Officer will provide the list to the successor contractor, and the list shall be provided on request to employees or their representatives.

"(d) If it is determined, pursuant to regulations issued by the Secretary of Labor (Secretary), that the contractor or its subcontractors are not in compliance with the requirements of this clause or any regulation or order of the Secretary, appropriate sanctions may be imposed and remedies invoked against the contractor or its subcontractors, as provided in Executive Order (No.) 13495, the regulations, and relevant orders of the Secretary, or as otherwise provided by law.

"(e) In every subcontract entered into in order to perform services under this contract, the contractor will include provisions that ensure that each subcontractor will honor the requirements of paragraphs (a) through (b) with respect to the employees of a predecessor subcontractor or subcontractors working under this contract, as well as of a predecessor contractor and its subcontractors. The subcontract shall also include provisions to ensure that the subcontractor will provide the contractor with the information about the employees of the subcontractor needed by the contractor to comply with paragraph 5(c), above. The contractor will take such action with respect to any such subcontract as may be directed by the Secretary as a means of enforcing such provisions, including the imposition of sanctions for non-compliance: provided, however, that if the contractor, as a result of such direction, becomes involved in litigation with a subcontractor, or is threatened with such involvement, the contractor may request that the United States enter into such litigation to protect the interests of the United States."

21.0 Ordering Procedures

21.1 General. Ordering activities shall use the procedures in this subsection when ordering services under this contract.

21.2 Statement of Work (SOW). Ordering activities shall prepare SOWs that include, at a minimum, work to be performed, location of work, period of performance and any special requirements.

21.3 Request for Quotation (RFQ) procedures. The ordering activity shall provide the RFQ to include at a minimum the SOW.

21.3.1 Orders at or below the micro purchase threshold. Ordering activities may place orders at or below the micro-purchase threshold with any task order-holder. The ordering activity should attempt to distribute orders at or below the micro-purchase threshold among all task order holders.

21.3.2 Orders that exceed the micro-purchase threshold.

21.3.2.1 The ordering activity shall develop an SOW in accordance with the instructions stated in paragraph (b) above.

21.3.2.2 The ordering activity shall provide each task order-holder a fair opportunity to be considered for each order issued.

21.3.2.3 The ordering activity shall request that task order-holders submit firm-fixed prices to perform services identified in the SOW.

21.3.3 Orders exceeding the maximum order threshold. In addition to meeting the requirements of paragraph 29.3.2 above, the ordering activity shall:

21.3.3.1 Provide the RFQ (including SOW and evaluation criteria) to additional task order-holders. When determining the appropriate number of task order-holders, an ordering activity may consider, among other factors, the following: A. The complexity, scope and estimated value of the requirement; and B. The market search results.

21.3.3.2 Seek price reductions.

21.3.4 Ordering Activity. Shall provide the RFQ (including the SOW and evaluation criteria) to any task order-holder that requests a copy.

21.4 Evaluation of Task Order. The ordering activity shall evaluate all responses received using the evaluation criteria provided to the task order-holders. The ordering activity is responsible for considering the level of effort and the mix of labor proposed to perform specific tasks being ordered, and for determining that the total price is reasonable. The task order with be placed with the task order-holder that represents the best value.

21.5 Minimum documentation. The ordering activity shall document:

21.5.1 The task order-holder considered, noting the task order-holder from which the service was purchased;

21.5.2 A description of the service purchased;

21.5.3 The amount paid;

21.5.4 The evaluation methodology used in selecting the task order holder to receive the task order;

21.5.5 The rationale for any tradeoffs in making the selection;

21.5.6 The price reasonableness determination required which is required.

22.0 Funding. Funding will be obligated on each task order. The Government is obligated only to the extent of authorized task orders made under the contract.

23.0 Individuals Authorized to Purchase Under the Contract/Task Order. All contracting officers within ATF are hereby authorized to place orders under the contract. Written task orders will be placed against the contract and delivered electronically. No oral orders will be placed.

23.1 Task Order.

All task orders issued shall contain the following minimum information:

23.1.1 Name of Contractor

23.1.2 Contract number

23.1.3 Date of Purchase

23.1.4 Task Order Number

23.1.5 Itemized list of services furnished

23.1.6 Date and place of services

24.0 Certification of Invoices

24.1 The Payment Office listed on the first page of the Award Document will make payment upon receipt of an accepted and properly submitted invoice.

24.2 Invoices/vouchers will be completed and submitted in accordance with this Section 18(b) – Invoice Payment. The final invoice will be paid upon Government acceptance of the final deliverable. Please also provide a copy of the invoice to the Contracting Officer.

24.3 The COR’s certification of acceptance is an integral part of the correct invoice/voucher discussed in the "Discounts for Prompt Payment" clause, Section I (FAR Clause 52.232-8).

24.4 Upon certification, the COR will forward the invoice/voucher to the Payment Office, as appropriate.

24.5 The Invoice/Voucher shall include:

(a)Contract or other authorization number
(b)Product or service description.
(c)Quantities received, if applicable.
(d)Date(s) property or services accepted.
(e)Signature, printed name, title, phone number, and mailing address of the receiving official.
(f)POC to discuss invoice issues.

26.0 Invoice Payment

Electronic Invoicing (June 2005)

(a) ATF strongly encourages contractors to invoice electronically. Invoicing electronically saves time, money, and physical storage space for both the Government and the contractor.

(b) Each invoice must be a proper invoice in accordance with FAR 32.905.

Contractors able to submit invoices electronically should submit each invoice to financebranch@atf.gov with a copy to the COR. Electronic invoices will serve as the official original copy. Any questions may be directed to the ATF Finance Office at (202) 648-7860.
