Statement of Work Office of Human Resources and Professional Development (HRPD) HRPD Support Services
1.0 Background
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is a law enforcement agency within the U.S. Department of Justice. Its unique responsibilities include protecting our communities from violent criminals, criminal organizations, the illegal use and trafficking of firearms, the illegal use and storage of explosives, acts of arson and bombings, acts of terrorism, and the illegal diversion of alcohol and tobacco products. ATF partners with communities, industries, and law enforcement agencies and public safety agencies to safeguard the public through information sharing, training, research, and the use of technology.
1.1 Organization
The Office of Human Resources and Professional Development (HRPD) supports the Bureau’s primary mission by strategically assessing and aligning human resource needs with mission priorities, recruiting a diverse and qualified employee population, providing timely support to fill workforce vacancies with appropriate staff, implementing programs that promote the retention of high-performing employees, and equipping the workforce with the knowledge and skills needed to fulfill ATF’s mission responsibilities and develop employee careers.
2.0 Objective/Scope. The purpose of this contract is to obtain contractor support and technical expertise in the areas of Human Resources and Professional Development.
3.0 Tasks. – The Contractor shall be assigned work through the Contracting Officer’s Representative (COR), or the Program’s Project Lead. All tasks shall have a COR/Project Lead’s concurrence prior to starting work.
3.1 Task 1 - Contract Management.
(a) Kick-Off Meeting. Attend a kick-off meeting with ATF personnel (Directorate, Division, and Branch), including assigned COR to discuss policies, and procedure.
(b) Monthly Status Report. Monitor Contractor personnel activities and report to the Government, the technical and operational status in a Monthly Status Report This report shall include accounts of workload performed during the period. The Monthly Status shall include workload supported (e.g., HR actions processed, special project progress and completion, etc.), deliverables submitted during the month, problem areas, work planned for the following month, and deliverables for special projects planned for the following month. The Monthly Status Report shall be due to the COR for the period prior to the 15th of each month.
(c) Meetings/Meeting Minutes. Provide administrative and technical support for contract management meetings as required. Coordinate scheduling and meeting notifications, if required. Prepare agendas, and other supplementary materials. This may be anything from meeting agendas, slides, handouts or other supplementary materials.
3.2 Task 2 - Performance Management Support
(a) Recommend, plan and conduct studies to assess the effectiveness of performance management programs, systems and processes and provide recommendations for improvements based on subject matter expertise and evidence-based best practices.
(b) Document and summarize results of studies and assessments and prepare reports and presentations suitable for presentation to senior management.
(c) Assist in the research and development or revision of HR performance management policies and procedures and associated documentation.
(d) Provide guidance to supervisors and managers on the interpretation and application of HR policies and regulations to specific performance management issues or situations.
(e) Assist in the development of performance goals, elements and standards for individuals and teams, including elements and standards that can be used to assess an aspect of performance common to a variety of occupations or an aspect of performance common to all individuals in a specific job role or occupation.
(f) Collaborate with ATF’s strategic planning function to ensure individual and team performance goals are aligned with organization goals and performance indicators.
(g) Develop training, awareness and performance support materials on a variety of performance management topics. Provide briefings or formal instruction on performance management to ATF personnel.
(h) Assist with the evaluation, implementation, maintenance, and use of performance management systems and technologies.
(i) Prepare routine reports related to the status of work output, progress on special projects, or the results of assessments or studies. Perform routine and repetitive document management and clerical duties for all aspects of assigned work functions.
3.3 Task 3. - HR Data Analysis Support
(a) Recommend, plan, and conduct analytical studies using workforce data and metrics to identify and address relevant, actionable Bureau business and mission concerns.
(b) Summarize study results and prepare reports and presentations.
(c) Assist in the development and documentation of standard operating procedures and policies associated with the analytics function.
(d) Design mathematical and analytical models for studies of programs and problems related to the strategic management of the workforce and provide a means of predicting outcomes of different workforce decisions. Models may incorporate data from a variety of systems and sources such as employee profile information, recruiting demographics, supervisor assessment scores, financial data, and performance data.
(e) Conduct regression, correlation, descriptive and other analyses of data to identify workforce trends, correlations, or skill and performance gaps that are actionable and relevant to the strategic management of the workforce in a Federal, civil service environment.
(f) Create electronic dashboards and reports on various aspects of the state of the workforce. Electronic reports may require development of workflows, analysis automation, and manual manipulation of data.
(g) Collaborate with other offices and data owners to establish and manage data-marts for the consolidation of workforce information.
(h) Use and recommend ways to leverage existing ATF technology platforms (e.g. SAP Business Objects, Oracle, PeopleSoft, SuccessFactors, Microsoft Office Suite) to collect, consolidate, analyze, and report on HR data.
(i) Design and implement queries to extract workforce information from various systems and databases.
(j) Identify, assess and assist in implementation of new technology tools and platforms for the collection, consolidation, analysis, and reporting of workforce data and metrics.
(k) Determine appropriate techniques for data collection. Collaborate with subject matter experts and system owners to identify and determine the cause for discrepancies or inconsistencies in data and assist in validating or “cleaning” data as needed. Work with system administrators and process owners to correct data omissions or inconsistencies and revise workflow processes where needed to improve long term data quality.
(l) Prepare routine reports related to the status of work output, progress on special projects, or the results of assessments or studies.
(m) Perform routine and repetitive document management and clerical duties for all aspects of assigned work functions.
3.4 Task 4. - Classification Management Support
(a) Respond to difficult issues involving complex projects/problems regarding classification that requires expert advice and/or authoritative policy interpretations.
(b) Provide recommendations on the impact of significant position classification problems or issues that may involve a single organizational element or an entire division.
(c) Contribute to the design, standardization and streamlining of initiatives to reengineer or improve agency-wide functional processes related to classification management policies, standard operating procedures and automated systems.
(d) Assist ATF supervision and management with the development of position descriptions to meet organizational needs and classification requirements.
(e) Conduct review, designation, approval and certification processing for classification requests.
(f) Maintain documentation of classification records, manuals, files, position descriptions and other supporting papers.
(g) Develop standard position descriptions and/or guides covering major job groups within the ATF population to establish and maintain position uniformity and consistency.
(h) Conduct and document desk audits to determine the accuracy of position descriptions and the appropriateness of existing position classifications.
(i) Provide information and interpretations of the agency's position management and classification procedures, practices, policies, and guidelines.
(j) Provide technical advice on classification program improvement, review policies to evaluate effectiveness of current policy/practices or develop same to ensure consistency within the agency.
(k) Document and summarize results of studies and assessments and prepare reports and presentations suitable for presentation to management.
(l) Develop job aids, briefings, and training to improve efficiency and enhance awareness on a variety of position classification management topics.
(m) Provide briefings or formal instruction on position and classification management to ATF personnel.
(n) Prepare routine reports related to the status of work output, progress on special projects, or the results of assessments or studies.
(o) Perform routine and repetitive document management and clerical duties for all aspects of assigned work functions.
(p Utilize a computer-based human resource information system (HRIS) to document work output, process administrative functions, and run reports.)
3.5 Task 5. - HR Staffing Operations Support
(a) Develop recommendations to management on the impact of recruitment strategies available to Federal organizations to acquire employees with the necessary knowledge and skills while maintaining a diverse workforce.
(b) Develop recommendations to management on opportunities and restrictions related to Special Hiring Authority and general recruitment and staffing processes, procedures and regulations.
(c)Work with ATF supervision and management to identify and weigh automated interview questions to rank vacancy applicants for utilization in ATF recruitment systems.
(d) Work with ATF management to prepare recurring and new vacancy announcements.
(e) Monitor ATF personnel systems to initiate recruitment processes.
(f) Issue vacancy announcements using automated systems.
(g) Review applicant packages for compliance with veterans’ preference requirements when applicable and ensure submissions are complete and meet published minimum qualifications.
(h) Perform routine and repetitive staffing support duties for all aspects of recruitment to hire functions, such as preparation of referral lists for vacancy candidates, collecting and preparing applicant packets for panel review, coordinating subject matter experts when necessary, monitoring selection process for vacancy candidates, processing selections, presenting job offers, and sending notifications of non-selection.
(i) Prepare responses to questions, complaints, problems, or situations and provide explanations of HR policy related to recruitment, vacancy management and announcement, and staffing selection processes.
(j) Develop job analyses and/or guides covering major job groups within the ATF population to establish and maintain position uniformity and consistency.
(k) Review work products and automated system data, and initiate and complete any necessary actions required to correct errors.
(l) Develop, maintain and update computerized Microsoft databases and spreadsheets used by the branch to manage and monitor recruitment and staffing processes.
(m) Review and follow-up with branch personnel and clients to ensure staffing actions are submitted and input on a timely basis to meet requirements set by Presidential and Office of Personnel Management mandate for 80 day hiring cycle.
(n) Provide customer service via telephone and face-to-face contacts.
(o) Contribute to the design, standardization and streamlining of initiatives to reengineer or improve agency-wide staffing processes through assisting in the development or revision of policies, drafting standard operating procedures, or the review and integration of new staffing automation technology.
(p) Coordinate issues and/or record problems with agency payroll processing center personnel, HR Information Systems personnel and HR Specialists to resolve issues or problems effecting employees' employment status and the correctness of information and timely processing of personnel actions.
(q) Develop job aids, briefings, and training to improve efficiency and enhance awareness on a variety of recruitment and staffing management topics.
(r) Provide briefings or formal instruction on recruitment and staffing management to ATF personnel.
(s) Prepare routine reports related to the status work output, progress on special projects, or the results of assessments or studies.
(t) Utilize a computer-based HRIS to document work output, process administrative functions, and run reports.
3.6 Task 6. - Employee Relations Support
(a) Develop recommendations to managers on statutory, regulatory, policy and procedural requirements related to employee relations and employment law, discrimination, and workers’ compensation.
(b) Develop recommendations to managers concerning grievance processes and policies.
(c) Collect, analyze and discuss facts of inquiries and cases with supervisors, and managers to mediate and resolve potential grievances prior to needing formal reconciliation.
(d) Collect, analyze and discuss facts of inquiries and cases with relevant supervisory staff, and attorneys to evaluate situations and determine credibility to refer to alternative offices for action.
(e) Coordinate employee relations and human resources activities with other related ATF HR, employee support programs, and legal offices.
(f) Track referred cases to appropriate ATF offices using automated tracking and record systems.
(g) Manage documentation of the branch administration and resolution of inquiries from employees, supervisors, or managers.
(h) Contribute to the design, standardization and streamlining of initiatives to maintain, reengineer or improve employee relations processes through assisting in the development or revision of policies and drafting standard operating procedures.
(i) Develop job aids, briefings, and training to improve efficiency and enhance awareness on a variety of employee relations topics.
(j) Provide briefings or formal instruction on employee relations to ATF personnel.
(k) Perform administrative, evaluative or technical work concerned with creating and maintaining effective relationships with ATF employees, supervision and management.
(l) Provide customer service via telephone, face-to-face contacts and email correspondence.
(m) Prepare routine reports related to the status of work output, progress on special projects, or the results of assessments or studies.
(n) Perform routine and repetitive document management and clerical duties for all aspects of assigned work functions.
3.7 Task 7. - Workers’ Compensation Administration Support
(a) Interpret and apply Federal Employees’ Compensation Act (FECA) laws, regulations, statutes and Department of Labor policies and guidelines.
(b) Consult and advise ATF employees, supervision and management on the interpretation of laws, regulations and policies related to workers’ compensation.
(c) Review and evaluate workers’ compensation claims to determine if all of the necessary documents have been provided by all applicable parties prior to submission to the Department of Labor.
(d) Serves as a Liaison between employees, supervisors, managers and Department of Labor staff to resolve issues pertinent to individual claims or ATF interpretation of the FECA or Department of Labor policies.
(e) Coordinate with employees, applicable ATF offices, and medical providers to determine if an employee is unable to return to work or if alternate work assignments are necessary accommodations.
(f) Gather and analyze data and/or information to identify problems and/or deficiencies in submitted claims and develop alternative courses of action.
(g) Write correspondences with employees, applicable ATF office supervisors and managers, Department of Labor staff, and other germane individuals to coordinate workers’ compensation efforts and resolve identified issues.
(h) Perform routine and repetitive document management and clerical duties for all aspects of processing workers’ compensation claims.
(i) Contribute to the design, standardization and streamlining of initiatives to maintain, reengineer or improve ATF workers’ compensation processes through assisting in the development or revision of policies and drafting standard operating procedures.
(j) Develop job aids, briefings, and training to improve efficiency and enhance awareness on a variety of worker’s compensation topics.
(k) Provide briefings or formal instruction on workers’ compensation to ATF personnel.
(l) Prepare routine reports related to the status of work output, progress on special projects, or the results of assessments or studies.
(m) Provide a high level of customer service via telephone, face-to-face contacts and email correspondence.
3.8 Task 8. - HR Policy Liaison Support
(a) Respond to written and telephonic inquiries from ATF employees, supervision and management on questions related to the identification of primary contacts, acquisition or utilization of HR directives, related forms and reference materials, or the interpretation of ATF, DOJ and Federal Government human resource laws, regulations, and policies.
(b) Research applicable Federal laws and regulations, executive orders, and DOJ and ATF policies to identify relevant information related to inquiries or the development or review of HRPD policies and operating procedures.
(c) Recommend, plan, and conduct analytical studies related to HRPD policies and procedures or identified trends determined through the historical tracking of employee inquiries.
(d) Write correspondence to ATF employees, supervisors and managers to facilitate and document assigned work processes.
(e) Coordinate and track the review and authorization of new or revised Bureau policies using ATF’s computer based tracking systems.
(f) Work with applicable offices within HRPD to develop and write new or revised Bureau policies and standard operating procedures.
(g) Proofread and format draft policies, standard operating procedures, reports, and routine correspondence and documents.
(h) Perform routine and repetitive document management and clerical duties for all aspects of assigned work functions.
(i) Provide a high level of customer service via telephone, face-to-face contacts and email correspondence ensuring that the image of the branch is upheld or strengthened as a result of the positive nature of the contact.
(j) Contribute to the design, standardization and streamlining of initiatives to maintain, reengineer or improve strategies to strengthen HRPD services and communication with the ATF workforce through assisting in the development or revision of policies and drafting standard operating procedures.
(k) Develop job aids, briefings, and training to improve efficiency and awareness on a variety of HRPD topics.
(l) Provide briefings or formal instruction on HRPD topics.
(m) Prepare routine reports related to the status of work output, progress on special projects, or the results of assessments or studies.
3.9 Task 9. - Executive Core Qualifications (ECQ) Submission Consultation Support
(a) Analyze draft submissions by Senior Executive Service (SES) candidates prior to submission for Office of Personnel Management Qualifications Review Board certification to ensure content adequately supports listed ECQs.
(b) Provide editorial guidance and assist in editing and proofreading submissions, to include reorganizing and formatting drafts, rewriting small sections, and providing writing assistance.
(c) Diplomatically coach and aid candidates in determining work experience and accomplishments that best support SES ECQs.
(d) Apply ATF and OPM guidelines for formatting and structuring submissions.
(e) Provide a high level of customer service via telephone and email correspondence ensuring complete, well written SES candidate submissions and that the image of the branch is upheld or strengthened as a result of the positive nature of the contact.
3.10 Task 10. - Special Projects. (Optional Task will be competed among the IDIQ contract vendors when need occur.)
It is expected that the temporary addition of support staff will be necessary during the period of performance for this tcontract. HRPD experiences unpredictable periods of peak demand when large volumes of work (services) need to be completed within limited time spans. In addition, short-term projects related to research, studies, analyses, reports and other similar efforts, within the expertise areas of the selected contractors servicing this contract, will require temporary additions of contractor staff. When acquiring additional support for special projects, work orders will provide a project description, defined service requirements, identified labor categories and expected timeframes for completion. If additional areas of expertise are necessary to supplement the project, work orders will define the expertise and qualification requirements.

5.0 Period of Performance. The period of performance under this contract is one (1) base year with four (4) option years of services. The period of performance for each task order shall be identified on each task order. The period of performance for special projects (Optional Task) shall vary depending on the project, but will not exceed one
(1) full year.
6.0 Place of Performance. The place of work shall be at ATF Headquarters, 99 New York Ave., NE, Washington, DC 20226.
7.0 Contract Type. The contract shall be an Indefinite Delivery/Indefinite Quantity type contract. Task orders placed under this contract shall be awarded as Firm Fixed Price based on all individuals being full time at 1920 hours each unless otherwise specified in the task order.

11.1 ATF requires contractors to invoice electronically on a monthly basis. Invoices shall be identified by CLIN. Invoicing electronically saves time, money, and physical storage space for both the Government and the contractor. Each invoice must be a proper invoice in accordance with FAR 32.905(e). Electronic invoices should be submitted to financebranch@atf.gov , the ATF COR and the CO. Electronic invoices will serve as the official original copy. Any questions may be directed to the ATF Finance Office at 202/648-7860.
11.2 If it is determined that the amount billed is incorrect, the invoice may be revised by the Government, or the Contractor may be required to submit a revised invoice.
11.3 To constitute a proper invoice, each invoice must include the following information and/or documentation:
Name, address and telephone of the Contractor;
Date of invoice and invoice number;
Contract number; also modification number, if applicable; and task order number and its modification, if applicable;
Description of the supplies/services rendered (including hours incurred and billing rate, if applicable);
A schedule depicting the following information:
· Amount Invoiced by Task
· Authorized Amount by Task
· Remaining This Period by Task
· Cumulative Amount Invoiced by Task
· Value of Contract Balance by Task

11.4 Contract Funding Status. The contractor should immediately notify the CO (with a copy to the COR), in writing, when billing has reached 85 percent of the contract’s amount(s) or whenever remaining funds are not sufficient to cover anticipated performance through to the contract’s expiration date; whichever is sooner. The contractor is cautioned that performance of work above the contract’s ceiling is at the contractor’s risk.

| 12.1 | The contractor shall conform to the following ATF guidelines, security requirements, and federal regulation and legislation throughout the life of the contract. ATF reserves the right to amend/upgrade these standards and internal guidelines, processes and procedures based on technological advances. |

| 13.1 | ATF will provide the following government furnished property: |
· Laptops with keyboard, mouse, and docking station;
· Tokens to VPN into the network and development environment;
· ATF Contractor ID and access card.

15.0 Certification of Invoices
15.1 The Payment Office listed on the first page of the Award Document will make payment upon receipt of an accepted and properly submitted invoice.
15.2 Invoices/vouchers will be completed and submitted in accordance with this Section 18(b) – Invoice Payment. The final invoice will be paid upon Government acceptance of the final deliverable. Please also provide a copy of the invoice to the Contracting Officer.
15.3 The COR’s certification of acceptance is an integral part of the correct invoice/voucher discussed in the "Discounts for Prompt Payment" clause, Section I (FAR Clause 52.232-8).
15.4 Upon certification, the COR will forward the invoice/voucher to the Payment Office, as appropriate.
15.5 The Invoice/Voucher shall include:

17.1 The address to which payment should be made is: financebranch@atf.gov.

Electronic Invoicing (June 2005)
(a) ATF strongly encourages contractors to invoice electronically. Invoicing electronically saves time, money, and physical storage space for both the Government and the contractor.
(b) Each invoice must be a proper invoice in accordance with FAR 32.905.
Contractors able to submit invoices electronically should submit each invoice to financebranch@atf.gov with a copy to the COR. Electronic invoices will serve as the official original copy. Any questions may be directed to the ATF Finance Office at (202) 648-7860.
1Mandatory Use Of Government To Government Electronic Mail.
Unless exempted by the CO, in writing, communication after contract award with government agencies shall ordinarily be transmitted via electronic mail (e-mail).

19.0 Section 508 Compliance. The contractor shall deliver compliant technology solutions in accordance with Section 508 regulations and applicable accessibility standards (36 CFR Part 1194).
20.0 Contractor Personnel Qualifications.
It is the government’s intent to have all contractor personnel work full time at a maximum of 1920 hours per year. This will allow the contractor to work on any capacity of the requirements as stated in the SOW as requested by the government. The additional 90 days are being added for ATF required background investigations.
21.0 Key Personnel
21.1 The Contractor shall provide the disciplines necessary to perform the tasks listed. The Government reserves the right to reject proposed personnel if they do not meet the qualifications defined in the methodology for the positions requested. The Government does not expect the Contractor to waste Government time and money on personnel that are not suitable for the qualifications required and described below.
21.2 The Government also reserves the right to reject proposed personnel substitutions if they do not meet qualification requirements. The Contractor shall absorb any costs resulting from substitutions of personnel initiated by the Contractor if they are deemed unsuitable. If a Contractor employee hired under this contract resigns or is released, the COR shall be notified immediately. The COR will provide the Contractor a copy of the out-processing checklist for clearing the building. The employee must complete this checklist prior to final out-processing.
21.3 A variety of skill sets are needed for resources associated with this Statement of Work. The Contractor shall provide a qualified team of experts with a variety of skill sets needed for Human Resources and Professional Development. The contractor shall provide the following below listed personnel (titles or categories not necessarily the same as those being proposed) in sufficient numbers and with the skills and experience levels necessary to perform all the tasks identified in this SOW.
21.4 The Contractors shall have excellent written and verbal communication skills and experience developing detailed formal reports for submission to supervision; facilitating collaborative workshops; providing telephone support; and providing briefings and presentations.
21.5 The Contractors’ experience shall be such that they are considered an expert in their field, can assess expertise-related problems and recommend viable solutions, and can work independently on assignments with minimal guidance or oversight.
21.6 The Contractors shall be proficient in the use of Windows-based computer platforms (Microsoft Windows 7 and 8) and have experience using the Microsoft Office Suite (Office 2007 or 2013).
21.4.1 Key Personnel Labor Categories
(a) Performance Management Support – An expert in organizational performance management who plans and conducts research and studies on organizational performance, consults with various levels of management to assist in the development of employee performance plan elements and standards, assists in the implementation of performance related projects and utilizes his or her expertise to evaluate current performance systems. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have successfully completed a full 4-year course of study in an accredited college or university leading to a Bachelor’s or higher degree in Human Resources or related field of study.
The Contractor shall have at least 8 years applied advanced experience in human resource management with a focus on the interpretation and application of laws and regulations specific to the Federal government. The Contractor must exhibit a mastery of the concepts, principles, practices, laws, and regulations of the HR specialty.
The Contractor shall have at least 5 years of supervisory experience, preferably some of which involved supervising Federal employees.
The Contractor shall have a mastery of advanced principles, applied theory, and techniques applicable to organizational performance management and experience developing performance management systems and policies; assisting managers and supervisors in establishing, maintaining, and monitoring effective performance management programs; and developing and implementing studies to assess organizational performance gaps or validate performance measurement processes.
The Contractor shall have experience developing, implementing, and/or administering a commercial (e.g. such as SAP/Peoplesoft, SuccessFactors, Kronos, HRM Direct, or Halogen) or custom-built HRIS or talent management solution that supports performance management activities.
The Contractor shall have excellent written and verbal communication skills and experience developing detailed formal reports, studies, and publications suitable for submission to executive level managers; facilitating collaborative, cross organizational workshops; and providing briefings and presentations to senior management.
(b) HR Data Analysis Support – An expert in data analysis using statistical and mathematical theory, database management and statistical analysis software. Work includes retrieving and consolidating quantitative data from multiple sources; validating and updating data; conducting regression, correlation, and descriptive analyses; and developing reports, dashboards and predictive models of the data. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have successfully completed a full 4-year course of study in an accredited college or university leading to a Bachelor’s or higher degree that included a major field of study in operations research, statistics, or mathematics. Undergraduate or graduate study must include at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses.
The Contractor shall have at least 5 years of applied experience specific to the collection and analysis of human resource information. Experience shall include developing and implementing analysis plans to collect, validate, and report quantitative workforce data; creating predictive workforce models; and providing descriptive, correlation, regression and other forms of analyses.
The Contractor shall have experience using SAP Business Objects or Oracle Business Intelligence software, and statistical software packages such as SPSS and/or SAS.
The Contractor shall have experience creating, maintaining, and using Oracle databases.
(c) Senior Classification Management Support – An expert in the classification of job positions in the Federal government for job series and grade. Advises supervision and management on the impact of classification related decisions, reviews and develops position descriptions for specific job functions, and conducts desk audits to validate correct use of position classifications. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have at least 10 years of applied experience specific to Federal position classification. Experience shall include developing position descriptions, determining position classifications, managing classification appeals, conducting desk audits, and developing policy and standard operating procedures related to position classification management.
The Contractor shall have experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines related to position classification functions.
The Contractor shall have experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach.
The Contractor shall have experience drafting a variety of reports, letters, memoranda, position descriptions, position evaluation statements, and other correspondence on a full range of sensitive management issues.
(d) Junior/Assistant Classification Management Support – Assists more experienced senior classification specialist in the completion of their duties. Provides the same tasks as the senior classification specialist but functions less independently and responsibilities tend towards established processes and systems. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have at least 5years of applied experience specific to Federal position classification. Experience will include developing position descriptions, determining position classifications, managing classification appeals, conducting job analyses and desk audits, and developing policy and standard operating procedures related to position classification management.
The Contractor shall have experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines related to position classification functions.
The Contractor shall have experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach.
(e) HR Staffing Operations Support - An expert in Federal regulations related to HR staffing, the specialist provides consultation services on the impact of decisions related to recruitment strategies and the use of Special Hiring Authorities, conducts job analyses and assists in the development of automated interview assessments, and implements all aspects of recruitment to hire functions such as the preparation of referral lists for vacancy candidates, collecting and preparing applicant packets for panel review, coordinating subject matter experts when necessary, monitoring selection processes, processing selections, presenting job offers, and sending notifications of non-selection. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have at least 5years of applied experience specific to Federal staffing operations. Experience shall include determining effective recruitment strategies; utilizing Special Hiring Authorities; adjudicating applications to determine veteran’s preference; conducting job analyses; developing policy and standard operating procedures; and implementing all phases of recruitment to hire functions.
The Contractor shall have experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in recruitment and staffing.
The Contractor shall have experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach.
The Contractor shall have experience drafting a variety of reports, letters, memoranda, and other correspondence on a full range of sensitive management issues.
The Contractor shall have experience preparing vacancy/job opportunity announcements, determining applicants' eligibility and qualifications, ranking candidates and referring highly-qualified candidates for selection.
The Contractor shall have experience meeting and dealing with managers and employees at all levels in situations of a highly sensitive nature.
The Contractor shall have advanced experience using the Microsoft Office Suite (Office 2007 or 2013).
(f) Employee Relations Support – An expert in Federal employee relations. Advises ATF supervisors and employees on statutory, regulatory, policy and procedural requirements related to employee relations and employment law, discrimination, and workers’ compensation. Collects, analyzes, and discusses facts of inquiries with relevant supervisory staff and attorneys to evaluate situations and determine if referrals to specialty offices are necessary. The primary function of the employee relations specialist is to encourage informal resolutions to employee relations issues. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have at least 5years specialized experience in Federal employee relations which includes advising management officials on the application of Federal employee relations statues, regulations and case law to the operating environment; and assisting management officials in resolving complex operational problems and controversies.
The Contractor shall have experience providing authoritative management advisory services, which includes researching, analyzing and evaluating the issues, determining applicable precedents, recommending innovative methods and strategies to resolve complex integrated human resources problems, and identifying the most effective approach.
The Contractor shall have experience facilitating positive resolutions to employee relations issues prior to needing formal interventions.
The Contractor shall have extensive experience interviewing employees and supervisors, and collecting and analyzing facts for cases to identify obscure or underlying causes of misconduct or poor performance to develop options for practical solutions.
The Contractor shall have experience coordinating and facilitating workgroups and studies to explore solutions to complex issues and establish or revise work processes and policies.
(g) Workers’ Compensation Administrator – An expert in Federal worker’s compensation, the specialist interprets and applies Federal Employees’ Compensation Act (FECA) laws, regulations, statutes and Department of Labor policies and guidelines to the resolution of employee compensation claims. The specialist facilitates communication and the collection and consolidation of claim information between employees, supervisors, healthcare providers and the Department of Labor. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have at least 2 years specialized experience in administering Federal worker’s compensation claims to include advising management officials on the application of FECA laws, regulations, statutes and Department of Labor policies and guidelines.
The Contractor shall have experience researching, analyzing and evaluating issues related to claims, determining applicable precedents, recommending innovative methods and strategies to resolve complex workers’ compensation problems, and determining the approval or denial of claims.
The Contractor shall have experience facilitating and coordinating with employees, supervisors, medical providers, and Department of Labor representatives to determine resolutions to workers’ compensation claims.
The Contractor shall have experience coordinating and facilitating workgroups and studies to explore solutions to complex issues and establish or revise work processes and policies.
(h) HR Policy Liaison Support – An expert in HR policies in the Federal environment. Provides written and telephonic responses from employees, supervision and management on questions regarding identification of primary contacts within the HR organization; acquisition or utilization of HR directives, related forms and reference materials; or the interpretation of ATF, DOJ and Federal Government HR laws, regulations and policies. The specialist works with other offices within ATF to facilitate the development, tracking and authorization of HR related internal policies. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have at least 5years of applied experience specific to the administration of human resource functions in the Federal sector and the research, interpretation and application of human resource related Federal laws, regulations, executive orders, and policies set forth by the Office of Personnel Management, DOJ and ATF.
The Contractor shall have experience independently composing and editing correspondence, memorandum, policy documents, and publications for internal and external audiences while ensuring grammar, spelling, punctuation, writing styles and document formatting are correct and meet guidelines.
The Contractor shall have experience analyzing and evaluating information, interpreting guidance verbally and in writing, drawing conclusions, coordinating studies or projects, and providing effective management/program support.
The Contractor shall have experience coordinating and facilitating workgroups and studies to explore solutions to complex issues and establish or revise work processes and policies.
(i) Executive Core Qualifications (ECQ) Submission Consultation Support Qualifications – The SES ECQ specialist provides direct consultation and writer-editor support to SES candidates developing documentation to be submitted to the Office of Personnel Management (OPM) Qualifications Review Board. The specialist evaluates documentation to assess the degree to which the provided information meets OPM requirements, provides editorial reviews and recommendations and rewrites small portions of the documents as needed. Work includes the performance of routine clerical and document management responsibilities.
The Contractor shall have successfully completed a full 4-year course of study in an accredited college or university leading to a Bachelor’s or higher degree.
The Contractor shall have at least 5 years of experience in a professional position that required the writing and editing of professional or technical documents.
The Contractor shall have advanced, broad editorial skills reflecting a demonstrated ability to make complex and difficult drafts clear and graceful, and a superior eye for detail when proofing. They must thoroughly understand English grammar and syntax and should be sensitive to style and to nuances of tone and meaning in writing and editing.
The Contractor shall have experience coaching others in gathering and analyzing information to support position or finding papers and reports.
The Contractor shall have advanced experience using Microsoft Word (Office Suite 2007 or 2013).
21.4 Key Personnel Replacement. Before replacing any individual Contractor employee designated as Key by ATF, the Contractor shall notify the COR and the CO no less than 30 business days in advance, submit written justification for replacement, and provide the name and resume of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Key person being replaced. All proposed substitutes will be assessed by ATF through resume review and interviews. The Contractor shall not replace Key Contractor personnel without approval from the COR. Final acceptance of substitutes will be dependent on the successful completion of the security background investigation.
21.4.1 The contractor shall provide the disciplines necessary to perform the duties identified in this contract. The Government reserves the right to reject proposed personnel if they do not meet the qualifications defined for the support positions requested. The Government does not expect the Contractor to waste Government time and money on personnel that are not suitable for the qualifications required and described this contract. The Contractor shall absorb any costs resulting from substitutions of personnel initiated by the Contractor if they are deemed unsuitable. If Contractor personnel hired under this contract resign or are released, immediately notify the COR.
21.4.2 This contract may be modified from time to time during the course of this contract to either add or delete personnel as appropriate.
21.4.3 Performance Management Support, HR Data Analysis Support, Classification Management Support, HR Staffing Operations Support, Employee Relations Support, Workers’ Compensation Administration Support, HR Policy Liaison Support, and Executive Core Qualifications (ECQ) Submission Consultation Support positions are considered key personnel. Minimum qualification requirements for key personnel positions have been provided to perform the services identified in this SOW; however, it is the Contractor’s responsibility to identify the correct personnel necessary to perform under this requirement. If the identified position title is different for the services identified, please provide your corresponding position title.
21.4.4 Contractor key personnel shall not be assigned by the Contractor to more than one key position for this requirement.
21.4.5 The Government maintains the right to have key contractor personnel replaced if performance is deemed unacceptable at any point of time during the performance period. The processes for reviewing suggested replacement personnel previously described in this contract would apply. The Contractor shall absorb any costs resulting from substitutions of personnel initiated by the Government if they are deemed unsuitable. It is the responsibility of the CO to notify the Contractor if a replacement is required.
21.0 Access To Records, Data And Facilities. The contractor shall permit the CO and/or designated representative(s) access at any reasonable time to all records, data and facilities used in performance for the services covered in this SOW.
23.0 Quality Control. The contractor shall develop, implement and maintain a quality control program. The program shall include inspection, validation, evaluation, corrective action and procedures necessary to affect quality control of all performance and products provided under the contract. The program shall allow inspection and evaluation by the Government, and shall be applicable to all subcontractors and members of the contractor’s team, as appropriate.
