Technical Questions reference the Solicitation for Facility Support Services

1. I have a question regarding the subject solicitation. Subsection 1.0 of Section C states that one of the services provided is shuttle service for employees; however subsection 3.0 does not indicate this service as a work requirement. Can you clarify if the contractor is required to perform this service, and if so, does the Government provide the shuttles? The Contractor is required to perform this service and vehicles are provided. However, the current contractor is providing one of the shuttle vehicles through a commercial lease and is re-imbursed by ATF.

2. Paragraph 3.0, sub-paragraph 16 on page 10 of 59 states: The Contractor shall provide dumpsters, trucks, or trailers for removal of debris and packing material, no building trash receptacles shall be used. This requirement can be disregarded. Information will be removed from PWS.

Q: How much debris is produced during normal operations? N/A Q: Is the GSA cargo van sufficient for hauling away the debris and packing material? N/A Q: Is there room for a construction bin/dumpster outside the building and can one be placed there without impacting facility security? N/A

3. Paragraph 3.0, sub-paragraph 32 and 33 on page 11 of 59 indicates that additional personnel must be provided with 24 hours of notice: The contractor shall provide staffing when requested and be given 24 hour notice by the COTR to perform property inventories of rooms, offices, or buildings at designated ATF locations. This is in addition to the Full-Time Employee proposed. Yes

Q: Paragraph 3.0, sub-paragraph 38 states that the contractor must have a pool of ten (10) individuals essentially on call. Will the requirements to support Paragraph 3.0, sub-paragraph 32 and 33 exceed ten personnel? Yes Q: Must these individuals have background checks conducted before being allowed on the premises? Yes Q: Are these personnel subject to the drug-free workplace testing? Yes

4. Paragraph 3.0, sub-paragraph 39 on page 11 of 59 indicates that the Contractor shall use the pool of personnel to replace any regular employee that is absent from work for any reason, because of illness, vacation, etc. The replacement personnel shall be on-site at the appropriate location by 8:00 am on the same day that a regular employee is absent. The expectation is the contractor has sufficient employees to replace an employee who is absent. This has not been a problem for previous contractors filling this requirement.

Q: Since this leaves only 30 minutes for the contractor and the non-regular employee to respond to an unplanned absence, can the contractor have additional people on staff at the location (for example, on a predicted snow day)? If this became a normal occurrence, what would differentiate this person from a “regular employee”? This employee would be a temporary employee for the contractor.

Q: Are the replacement personnel required to have security clearances, per Section H (which states that “all Contractor employees assigned hereunder shall undergo a background investigation” Yes Q: Are the replacement personnel required to be called in to participate in drug-free workplace testing? Yes

5. Paragraph 3.0, sub-paragraph 41 on page 12 of 59 states that: The Contractor shall provide training in accordance with OSHA regulations on the proper use of materiel (Forklift, Pallet Jacks, etc.) handling equipment and other safety equipment.

Q: Is this training provided to our own personnel, or are we providing routine training to government personnel? Would this be pre-scheduled classes or one-on-one training for government personnel? This training is provided by the contractor to his or her contract employees.

6. Paragraph 3.0, sub-paragraph 44 on page 12 of 59 states that: The Contractor shall test for controlled substance use. Controlled use and substance abuse is illegal in the workplace. ATF is checking with Employee Labor relations on this matter.

Q: Who is responsible for paying for the controlled substance use tests? The contractor Q: How frequently are the tests required?

Q: What specific controlled substances are to be tested for?

Q: Will the tests be conducted at the work site (ie, will the contractor personnel be integrated into the government workforce testing program—if so, these questions can be disregarded)?

7. Paragraph 5.0, Work Requests state that The Contractor shall fulfill each request for a truck driver and vehicle 1 (and 2) within 24 hours after receipt of the verbal request.

Q: During the site visit, it was mentioned that the contractor would be expected to provide a truck 2 (tractor and trailer) approximately once every 3 months. Is this frequency also expected for the first type of truck? No Q: Due to the infrequent nature of these requirements, would the truck driver require background checks if escorted or prevented from entering the buildings? All contractors must undergo a background investigation. Please see Personnel Security for more details.

Q: It is our understanding that the costs incurred for use of such a truck would be covered under a task order as an ODC. Is our understanding accurate? Yes

8. What is the annual mileage driven for the semi-tractor trailer? 1200 miles annually

9. Will Government reimburse for fuel and maintenance for the semi-tractor trailer? Will this be apart of other cost? Yes

10. What is the work load for the warehouse (i.e., inventory items, shipping and receiving items, etc.)? The workload is intermittent. The mail volume and express packages.

11. Section C paragraph 3.16 This paragraph states the contractor shall provide dumpsters, trucks or trailers for removal of debris; is this a example of an ODC that will be priced when it is required or does the contractor need to price this information out now? If yes, please provide us with frequency of the need, size of dumpsters and trucks needed. Contractor will not be required to provide dumpsters

12. Section C, paragraph 3.0 Throughout this section it refers to the contractor moving and hauling, furniture & equipment. At the pre-proposal conference there were seven vehicles shown that are available for use by the contractor. Does the contractor need to provide any vehicles on a daily basis or the ATF will provide them? ATF provides 95% of vehicle assets. Occasionally the contractor maybe required to provide his or her own truck. Will vehicles be needed to transport mail at the various locations? If so would these be provided by the contractor or the government? If by the contractor what specifications should be used and where should the pricing for the vehicles be put in Section B.2?

13. Section C, paragraph 3.38 This paragraph discusses the need for the contractor to provide a pool of at least 10 laborers.. Will this pool be sufficient in order to respond to the fluctuation of work orders as discussed in the pre-proposal conference? Can you give us an idea of how often additional labor will be needed to supplement the permanent “Daily” staff by location? Is there ever an occurrence where the permanent “Daily” staff will be reduced from day to day or is this discussion of variances in workforce only pertaining to “gearing up” when additional labor is needed? Yes. We are asking that the contractor has sufficient employees available to cover any potential surges in the operation. We do not have an estimated for potential workload.

14. Section C, paragraph 3.44 This paragraph states the contractor will test for controlled substances; is this cost to be born by the contractor? Yes If so, is this an example of an ODC that should be included in the Section B2 pricing sheet? This cost should be a contractor cost of doing business with the government This cost would be an estimate as we could not predict vendor rates for a 5 year period, nor the quantity of tests to be performed, or should this be calculated as an overhead in the hourly rate for each employee?

15. Section C, paragraph 5.0 This section states that the contractor shall provide 2 different types of vehicles when requested by the COTR; should the cost for these items be provided in Section B.2 other direct costs? Yes, Section B.2 If so, I assume you are looking for a daily rate? At the pre-proposal conference it was discussed that fuel would be paid for by the government, however I do not see this wording in the SOW; was this discussion pertaining to government owned as well as contractor owned vehicles? Fuel will be provided for Government owned vehicles only.

16. Section C, paragraph 8.0 This section lists government provided furnishings, however I do not see a listing of the vehicles that will be provided by the government, can you please furnish us with this list? (1) 24ft cargo truck (3) Vans 2 passenger vans and 1 cargo van (2) Sedans Chevrolet Impala.

GENERAL

Q1. Can you provide us with a copy of the presentation shown at the pre-proposal conference? If the drawings cannot be released at a minimum we would appreciate the volumes of mail and other information that was shown minus the drawings of the facilities.

Answer: A copy of the presentation is attached. At this time, drawings cannot be released.

Q2. Since the current contract only covers the work at the Landover location, who is currently performing the mail management work at the other locations? Are they government or contract employees?

Answer: There is a combination of Government and Contractor personnel working at these locations. Currently Sage Systems is working in Martinsburg, WV and Drayton, Drayton and Lamar in Atlanta, GA.

SECTION B

Q3. Page 5 & 6 there are line items listed for the base and each option year, I assume we are to leave this blank and complete the hourly rates in section B.2? If not, please advise as to what information should be completed here.

Answer: Pages 5 & 6 should be left blank. At the time of award the awardees information will be incorporated. Note: Section B pricing structure has been revised.

Q4. Section B2, Attachment 1. I am not clear on how to price Other Direct Costs here; the solicitation has not given the contractors a list and quantity of items that will need to be provided by the contractor. In the notes for these line items it states that any supplies will be billed to the government @ actual cost without markup; should we enter the wording “actual” in this line or item or will you give everyone a NTE amount to enter here?

ODC’s will be a NTE amount identified by the Government and addressed under each individual task order. The CLIN is not required to be filled in at the initial proposal submission. ODC’s will be at cost without markup.

Q5. What is the Labor Category classification for Project Manager and Mail Clerk? Are they similar to other labor categories that are listed within the Wage Determination? If, so can you identify.

Answer: The labor categories provided are only suggested categories. Since this is a performance based contract the offeror should provide their recommended labor categories based on the SCA. I have removed the labor categories on the price sheet since this may have been confusing. The offeror should propose labor categories that can meet the suggested position descriptions found in the estimated staffing plan.

Q6. In, Section B, Services and Pricing. Does ATFE need to see the aggregate cost for all locations, including all labor categories?

Answer: ATF requires a detailed breakdown of the loaded rates for each location.

Q7. What do you consider a task? Will a task order be issued individually for each location or will you issue one task order for all locations? Or, does it mean that anything out of the SOW, the contracting officer will issue a task order based on the requested requirement?

Answer: Individual task orders will be issued for each location. The requirements in each task order will be specific to that location.

Q8. What do you consider ODC? Are ODC considered to be additional materials? (boxes, packing materials, shrink wrap). Is there a limit for ODC?

Answer: Section B.4 – Other Direct Costs outlines what are considered ODC’s. A NTE amount will be set in the individual task orders. See Q4.

Q9. Section B.2 indicates that each of the locations has the same amount of Labor categories. What are the actual labor categories for each location?

Answer: See estimated staffing plan for each location. The contractor shall propose adequate staffing for each location. The staffing plan is for information purposes only.

Q10. Sections B.2, CLIN 0004 thru CLIN 0004 A-G. In the event there are some additional facilities added. Again, what are the estimated hours and the estimated labor and labor categories? This would be directed to.

Answer: At this time there are no additional facilities. As outlined in the pricing structure should additional facilities be identified for support they will be added to the contract via a modification using the same proposed labor category. This section does not require a response at initial proposal submission.

Q11. Clarify unit of issue and unit price.

Answer: Unit of issue: EACH. The unit price cannot be determined until proposals are received and a contract is awarded.

Q12. Section B, Paragraph B.4 and Section C, Paragraph 3.0: The referenced paragraph states the Contractor may have to provide material and vehicles on a temporary basis. Would the Contractor be able to apply Overhead and Profit to these items?

Answer: Material will be at cost. See L.3, Volume II-Price/Costs.

SECTION H

Q13. Reference RFP, Section H: The section outlines background investigations that will be performed on contract staff. The section implies that contract staff not requiring unescorted access could be used if approved; however, the reference also states that contractor employees will not be authorized access to ATF facilities until favorable adjudication is completed. Please clarify.

Answer: Permanent employees have to pass a background investigation.

SECTION L

Q14. Pre-Proposal Conference/Site Visit. Please advise whether attendees will be afforded the opportunity to visit all the operating locations in the Washington D.C. area (including the Landover and Ammendale sites)?

If an award is not made on the basis of initial offers, the Contracting Officer will make the determination as to which offers are in the “Competitive Range.” Offers within the competitive range will be afforded the opportunity to visit the operating locations.

Q15. L.3.III.(c) - Management Approach, it appears that the incumbent contractor is given an advantage by requesting "Key Personnel" resumes and excluding company name from the proposal. Therefore, will the Government consider deleting the key Personnel resume requirement from the RFP?

Answer: The Government requires that a key personnel resume be provided for this requirement. As indicated in the pre-proposal conference, ATF understands that information reference an offerors past performance and key personnel would have to be disclosed but did not want contractors to redact any information as it pertains to those areas. However, the request has been considered and ATF has removed the requirement in Section L, Section III – Proposal Content, Technical Approach (a) which reads, “The content of the technical proposal shall not identify the company by name nor shall it make indications to identify the company. The company name should only be identified in the cover of the binder.” Offerors may use the company name in the proposal.

Q16. Reference Attachment 5, Past Performance. Can you please confirm that there is only 1 page of the Past Performance Information Form for contractors POC’s to fill out? Also, is a Past Performance narrative desired within the Technical Proposal?

Answer: The past performance information form is only one page.

Note: Section L, Section III – Proposal Content, Past Performance (b) has been revised. The requirement to send out the past performance questionnaire has been removed. The offeror does not need to have customers complete the Past Performance Information Form. However, use the information form as a template and follow the format to write the past performance narrative. A narrative is required even if information form has already been sent to customers.

Q17. Is subcontracting required on this effort? Are pages 28 through 33 required to be completed with the proposal response?

Q18. Page Counts: With respect to the 50 page limit on the technical proposal: Are exhibits and supporting reports and examples included in the 50 pages? If so, this is quite limiting to provide a full demonstration of a firms capabilities and thorough approach.

Answer: The requirement is revised to allow a 65 page limit for the technical proposal, which shall include all documents requested. No exceptions.

Q19. In Amendment 01, under Section L.3, "Submission of Proposals," II. "Requirements for Proposal Content," paragraph 4 refers to "8 X 11" pages. Letter-sized paper measures 8 1/2 X 11 inches. Do you mean "8.5 X 11 inches" rather than "8X11"? Please clarify.

Answer: The paper size requirement is revised to read, “8.5x11.”

Q20. In the same paragraph as referenced above, it is stated that font size must be 12, with the exception of past performance questionnaires. Will tables and graphics (such as org charts) be allowed to have a smaller font size as long as legibility is maintained? Please advise.

Q21. Under Section L.3, III "Proposal Content," (1)" Volume I - Technical Proposal," paragraph (c) iii states "resume of key personnel (limit to 2 pages)." Is that page limit per resume? Also, is the Key Personnel Resume included in the 50-Page Limit?

Q22. Will the equipment that the Contractor is expected to provide be priced as ODCS, such as MHE, mail processing, safety equipment and shoes?

Answer: All equipment will be provided by the Government except for the Tractor Trailer. See Q4.

Q23. I wish to clarify this statement in red. From what I read, it appears that all personnel have to hold a Top Secret or Secret Clearance. Is this the case, or will those individuals who successfully pass the level of investigation noted above be eligible for assignment to the contract? Does the contractor need to possess a facility clearance as well?

Answer: Permanent employees have to pass a background investigation. A facility clearance is not required.

Q24. Reference the SF33 and Section L.3. These two references list different times that the proposal is due (1700 and 4pm respectively). Please clarify.

Answer: Proposals are due on Monday, July 21, 2008 at 4:00 p.m. EST

Q25. Reference ODC cost on the Solicitation Price Schedule and Section C, paragraph 3.0, #31. Are we to estimate all of our ODC cost and put an estimated cost entry on the Price Schedule under the ODC line? If so, are these costs to include the cost of leasing the large trucks required to support the requirements for moving and hauling or will the vehicle cost be negotiated under a separate Work Order when needed?

Answer: Vehicle cost will not be negotiated under a separate work order. Vehicle cost will be addressed under each task order as an ODC.
