General Questions

1. Is advisory or owner’s representative support anticipated?

Answer: The City has not indicated a need for additional advisory or owner’s representative services at this time.

Scope and Technical Requirements

2. Will work associated with hazardous materials testing, abatement, and air monitoring be under the Design-Builder contract?

Answer: All work, including hazardous materials abatement, will be part of the Design- Builder's contract..

3. Project description mentions asbestos abatement for 20 buildings and abatement/demolition of another 17 buildings. When do you anticipate the RFP advertisement for the abatement scope of work?

Answer: All work, including hazardous materials abatement, will be part of the Design- Builder's contract.

4. Is the intent for the selected Design-Builder to self-perform the demolition, abatement, and stabilization work? Or will the work be bid out later?

Answer: All work, including hazardous materials abatement, will be part of the Design- Builder's contract.

5. Will the demolition, abatement, and stabilization work be paid under the hourly rate schedule?

Answer: Please refer to Appendix IV: Standard Agreement, Article 6 regarding contract price.

6. Will the owner entertain a Lump Sum price for the demolition, abatement, and stabilization work?

Answer: Yes, please refer to Appendix IV: Standard Agreement, Section 1.6 for additional information.

7. Approximate bid date for demolition?

Answer: Demolition is part of the Design-Build scope; there is no separate bid date.

8. Please confirm whether the hourly rates required under Section 2.2 – Hourly Rates are to be submitted electronically as a separate PDF document, or if they should be included within the main RFQ submission package.

9. Within Section 4 – Scope of Services, the Phase 1 scope lists “Fire.” Please clarify whether this reference is intended to mean Fire Protection (fire suppression systems) or another scope related to fire services.)

Answer: ‘Fire’ refers to Fire Protection (fire suppression systems).

10. Under the Design-Build Agreement, Section 7.2, please confirm whether retainage applies to Phase 1 services, or if retainage is only applicable to subsequent phases of work.

Answer: Retainage applies to construction phases (Phase 2), not Phase 1 services.

11. Please confirm the anticipated time duration of the entire project, including both design and construction phases, from Notice to Proceed through final completion.

Answer: All work, including hazardous materials abatement, will be part of the Design- Builder's contract.

12. Please clarify the intended project phasing and overall sequence, including how the design and construction phases are expected to be structured and coordinated.

Answer: The RFQ outlines Phase 1 (stabilization and enabling work) followed by subsequent phases for full design and construction. Detailed sequencing will be finalized with the Design-Builder.

13. Please confirm whether the NCDEQ permit will be issued under a single permit for the entire project or separated by phase. If under a single permit, please clarify whether erosion control inspections and closeout may be completed by phase, or if final inspection and closeout must occur at one time, and how this impacts the sequencing and removal of temporary fencing.

Answer: The selected contractor will have to obtain all permits necessary to complete the work.

Information Sharing and Site Access

14. Can you provide the lead abatement report and plumbing plans? When will a site walk be available?

Answer: Available reports and plans will be shared via the RFQ addendum or designated SharePoint site. Design-Builder to obtain all existing conditions information as part of the Phase 1 scope. City records may be incomplete.

Additional Questions

15. In the RFQ, Appendix IV (draft contract), we are missing the following contracting documents:

• Exhibit C – DBIA 535 General Conditions

• Exhibit D – City MWBE Program

• Exhibit E – City Sales Tax Reporting Program

• Exhibit F – D/B Builders Risk Insurance Program

Answer: These exhibits will be provided as part of the final contract package. The RFQ references them for awareness, but they were not included in the draft contract. Examples of the exhibits are included in this addendum for reference and final documents will be provided during contract process

16. Will the Design-Build Contractor be required to submit the name of subcontractors/trade partners at the RFQ submittal due date (Feb 13)? Or will subcontractors and trade partners be selected later through a prequalification process?

Answer: Subcontractor and trade partner names are not required at the RFQ submittal stage.

17. Does each firm in the project team need to complete Appendix III: Reference Questionnaire Form, or only the lead general contractor?

Answer: Only the lead contractor is required to complete Appendix III: Reference Questionnaire Form.

18. Does the abatement and stabilization proposal/design need to be reviewed and approved by the RHDC and/or NC-SHPO?

19. Answer: The design builder will be responsible for all regulatory reviews. May the Proposer assume reliance on Resources folder info, or must all studies be verified?

Answer: Proposers may rely on the Resources folder for background information but should assume that verification and completion of all necessary assessments will be part of the Design-Builder’s scope.

20. Regarding requirement for similar contracts and references, clarify if three references refer to questionnaires or per project.

Answer: Three references refer to the overall submission, not per project listed.

21. Has a determination been made if Phase 1 site environmental analysis is required, and if so has one been performed?

Answer: The City has completed a Phase I-IV environmental analysis.

30.Please confirm all permits responsibility lies with Design Builder.

Answer: Confirmed. All permits shall be the responsibility of the selected Design-Builder.

Questions from Pre-proposal Meeting

22. What is the expected start date for construction?

Answer: The City intends to start as quickly as possible after contract award. Construction timeline will be established upon successful contract negotiation, execution, and initiation of Phase 1 scope.

23. Will Design-Builders be allowed to self-perform work?

Answer: Yes.

24. Are there HUB or MWBE goals, and how is funding handled?

Answer: Yes. The City has a 15% Business Engagement Opportunities Program (BEOP) goal.

Funding is through the City’s annual budget cycle.

25. Will the Design Team be expected to pursue grant funding?

Answer: No

26. What level of abatement will be required?

Answer: Determining the level of hazardous materials abatement necessary to accomplish the work outlined in the RFQ is part of the Design-Builder’s scope.

27. Will the PowerPoint presentation and sign-in sheet be shared?

Answer: The Pre-Conference PowerPoint is attached to this addendum. The sign-in sheet is available on request.

28. Are As-builts available?

Answer: Complete As-builts are not available.

29. Can interested parties revisit the buildings or see more areas?

Answer: The City will not be offering any additional site walks or tours prior to selection.
