The scope of services includes two primary phases: Phase 1 (Design) involving design documents, specifications, and pricing for permitting and performance of work, and Phase 2 (Construction) encompassing permitting, procurement, and execution of construction, demolition, and abatement services. The City acquired the 308-acre Dix Park property in July 2015 and leased it to the Department of Health and Human Services until October 31, 2025.

Pricing is not a determining factor in firm selection as the procurement is issued under North Carolina General Statutes Chapter 143 Article 3D (Mini-Brooks Act), with hourly rate schedules to be submitted in a separate sealed envelope. The project includes a participation goal of fifteen percent for minority and women-owned business enterprises (MWBE). The Design-Builder must provide a Performance Bond covering 100 percent of the Contract Price and comply with specified insurance requirements. Estimated construction costs for new utility systems range from $10 million to $12 million, with site lighting modifications estimated between $350,000 and $690,000. Most utility decommissioning work has already been completed or is in progress by the City, including offline central steam and chiller plants. The project requires coordination with various stakeholders and maintains public accessibility throughout construction. Proposers are responsible for all proposal development expenses and must demonstrate comprehensive capabilities across multiple technical disciplines and the ability to work within the constraints of this adaptive reuse project.
