About this file

This is a janitorial services specification document issued by the Delaware Department of Human Resources (DHR) that outlines comprehensive cleaning requirements for DHR office facilities. The specification requires the contract supplier to provide daily cleaning services Monday through Friday from 3:00 P.M. to 12:00 Midnight, including general office cleaning, restroom sanitation, lobby and entranceway maintenance, and exterior area upkeep. Additional services are required twice weekly on Tuesdays and Thursdays, once weekly on Wednesdays, and monthly on the fourth Tuesday, covering tasks such as carpet vacuuming, window cleaning, fixture polishing, and detailed surface disinfection. Quarterly deep cleaning services must be performed between Saturday 8:00 A.M. and Sunday 12:00 Midnight, with seasonal variations: Fall and Spring quarters require floor stripping, waxing, and carpet shampooing, while Winter and Summer quarters require floor buffing and carpet shampooing without waxing. The contract supplier must schedule quarterly services in writing with DHR authorized personnel prior to each calendar year or quarter and coordinate all work to minimize facility disruption.

The specification requires the supplier to provide all cleaning products, equipment, and supplies, maintain equipment in good working condition with 24- to 48-hour replacement protocols for malfunctioning items, and establish a quality control program with biweekly site visits by ownership or management to monitor compliance. The supplier must submit employee lists with names, phone numbers, and email addresses, report staffing changes within 24 hours, and comply with background check requirements prohibiting employment of individuals convicted of felonies or misdemeanors. All supplier employees must obtain government-issued photo identification, receive DHR-issued ID badges, and wear badges while on premises. The specification includes detailed deficiency reporting and correction procedures, requiring supplier response within one to two hours of notification and correction within the next business day, with payment withholding and potential alternative service procurement as remedies for non-compliance. The supplier is responsible for key control, daily sign-in/sign-out sheet documentation, completing daily cleaning checklists, securing the facility, activating security systems, and reporting needed repairs in writing.
