About this file
This is a Sole-Single Source Justification template and completed justification document for a federal contract action under FAR Subpart 13.106-1(b).
The National Institute on Neurological Disorders and Stroke (NINDS), part of the National Institutes of Health within the Department of Health and Human Services, is acquiring annual hardware and software maintenance support for a Micro Photonics Medikors DEXA InAlyzer Scanner. The scanner generates dual-energy X-ray radiographic images to measure body composition including bone mineral content, bone density, fat, and lean muscle mass, serving as a high-throughput screening tool for research samples prior to higher-resolution imaging modalities. The acquisition is a renewal of a previous sole-source purchase order (POTS 25-006650, PO #7741544) for the period June 19, 2025 to December 18, 2025, with the new contract including a 12-month base year plus four 12-month option years. The annual cost is $18,000, with a negotiated 10% discount bringing the annual cost to $16,200 and the five-year total to $81,000. The justification for sole-source award to MicroPhotonics is based on the company being the sole USA distributor and only authorized service provider for this equipment, possessing exclusive knowledge, training, technical engineering authorization, and direct manufacturer relationships necessary to maintain and service the system. The acquisition is conducted under simplified acquisition procedures (FAR Part 13) for purchases exceeding $10,000 but not exceeding $250,000, with market research documentation attached as supporting evidence. The project officer is Brenda A. Klaunberg, MS, VMD at the NINDS Mouse Imaging Facility.

2. Project Description.
a. Name of Item or Project Title.
Micro Photonics DEXA InAlyzer 1 Type M Extended Warranty
b. Description of the Item or Service.
This acquisition is for annual hardware and software maintenance support for its Micro Photonics Medikors DEXA InAlyzer Scanner. This equipment generates fast radiographic images at two different X-ray energies to provide quantitative measurements of body composition including bone mineral content, fat and lean muscle and bone density. This system is a high-throughput device. It is a good a screening tool to select which samples/subjects are best suited for higher resolution, more time consumptive imaging modalities like microCT which have a significantly longer acquisition time and even longer manual data processing times. Together with other MIF scanners, this increases the amount of gold standard data produced, saving valuable time and allowing more focused and efficient research on a better-selected subset of subjects/samples.
This acquisition is important to maintain MIF imaging resources at the highest standards for accurate gold standard research data acquisition. Annual maintenance and repair (as needed) are necessary so that ongoing approved research studies that began prior to January 20, 2025 can continue without interruption, and investigators do not lose investment in these studies. It is vital that these machines are properly maintained for gold standard scientific data quality assurance. The benefit to the government is preventing loss of monetary and scientific investiment in ongoing research studies.
The government currently has $90,299 invested in this equipment, in addition to the numerous hours of imaging and valuable data generated.
This acquisition is a renewal of POTS 25-006650, PO #: 7741544 (NBS, Req.#: 7234037) that was awarded to MicroPhotonics on a sole source basis for the period of performance Jun 19, 2025 to Dec 18, 2025. The new contract should be awarded to Microphotonics for the reasons described below. The new contract period of performance includes a base year of 12 months plus 4 option years. The annual cost is $18,000. The total amount of a five (5) year contract is $90,000 plus a 10% discount of $9000 that brings the annual cost to $16,200 and total to $81,000.
3. Market Research (see FAR Part 1 0).
Market Research was conducted and the results of market research are detailed in the attached market research document.
4. Acquisition Type.
This acquisition exceeds $10,000 and not expected to exceed $250,000, and conducted in accordance with FAR Part 13—Simplified Acquisition Procedures.
5. Acquisition Authority. This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, or industrial mobilization).
6. Justification Rationale.
Brand-name or Items peculiar to one manufacturer:
The essential characteristics of the Micro Photonics DEXA InAlyzer that limit the availability to a sole source are that Micro Photonics is the sole USA distributor of this equipment and the only authorized service provider, therefore is the only vendor who is capable of supplying, maintaining and servicing this equipment. They work directly with the manufacturer and are the only USA business with the approval, training, technical engineering, and support skills to handle this equptment. Only this suggested source can furnish the requirements, to the exclusion of other sources, because they alone have the knowledge, ability, and authorization to service this equipment, they are the sole propritor of this equipment.
The material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed.
The new items are "direct replacement" parts / components for existing equipment.
7. Any other facts supporting the justification.
See Letter of Authorization from OEM
8. Project Officer Certification. The undersigned program official(s) certifies that the information in support of this justification for the proposed acquisition has been reviewed, is completed and correct to the best of my knowledge and belief and recommends approval.
Project Officer Date
9. Contracting Officer Certification. The Contracting Officer certifies that the justification for the proposed acquisition has been reviewed and that to the best of my knowledge and belief the information and/or data provided to support the rationale and recommendation for approval is accurate and complete and in accordance with FAR 13.106-1(b)(1), the facts of this acquisition preclude the use of full and open competition.
