The purpose of this Amendment is to post additional Contractors questions and answers.
A. Contractors questions and answers are provided as follows:
Question 1: The specifications sent out in addendum #4 say the contractor is responsible for dressing and oil fill of the reactors, we would like to make sure that is not the case?
Answer 1: Yes, the construction contractor is not responsible to fill the reactor.
Question 2: Will a revised price sheet be sent out for the changes in qty' of concrete?
Answer 2: No, the net change in concrete is reduced 10 CYS.
Question 3: The description of work includes the installation of government furnished “Vertical Switchboards” – please provide full details on these switchboards and associated field testing needed.
Answer 3: Part A and Part B Bidding Schedule items “Electrical testing” includes providing electrical testing in accordance with Standard 9, paragraph 9.1.2, Acceptance Tests – Method B, except for the following which will be performed by WAPA personnel:
a. Control, Metering and Relaying Equipment Tests.
b. Testing of Protective Relays.
c. Operational Tests.
d. Energization Tests.
Question 4: The Electrical Testing scope refers to Standard 9 paragraph 9.1.2 Acceptance Tests – Method B. This specification details a few tests to be performed on Power Circuit Breakers, but the specification requires additionally that the manufacturer’s recommended test be performed. Please provide the manufacturer’s recommended tests.
Answer 4: Manufacturer's test requirements are not available at this time.
Question 5: Standard 9 paragraph 9.1.2 Acceptance Tests – Method B details tests to be performed on current transformers, please provide the quantity and type of current transformers in the shunt reactors and circuit breakers.
Answer 5: The type and quantity of current transformers on both the shunt reactors and circuit breakers is unknown at this time.

Question 6: In Standard 9 paragraph 9.1.2 Acceptance Tests – Method B, there is no mention of any testing needed for shunt reactors, motor operated switches, surge arresters, substation bus/insulators, or substation grounding. These seem to be major apparatus in need of testing, please provide desired field tests for this equipment.
Answer 6:
a. Shunt reactor tests are similar to the transformer tests described in Standard 9 paragraph 9.1.2 Acceptance Tests – Method B and shall be bid accordingly.
b. The contractor shall adjust motor operated switches per the manufacturer's instructions. Prior to piercing the operating linkage, operation of the switches will be witnessed by Western. Upon Western's acceptance, the operating linkage shall be pierced.
c. Surge arrestors will be tested by Western.
d. There is no requirement to test substation bus, insulators, or grounding.
Question 7: If Shunt reactors are to be tested please provide information on the accessories contained in the shunt reactors, such as the temperature/pressure sensing systems, other protective devices, alarms, fans, pumps, controls, etc, if these accessories must also be tested. A full set of shop drawings for each shunt reactor would be very helpful.
Answer 7: Shop drawings and particulars of accessories are not available at this time.
B. Date and time for bid opening remains unchanged, bid opening is April 19, 2017 at 2:00 PM local time.
