Amendment 0001

DE-SOL-0010889

The purpose of this Amendment is to post Contractors questions and answers, incorporate the below changes into the Project Specifications/Drawings and extend the bid opening date.

A. Contractors questions and answers are provided as follows:

Question 1: Is the contractor responsible to supply crane service to unload the shunt reactors and other government furnished items?

Answer 1: Division 1 states equipment supplier responsible for unloading reactors, power circuit breakers and disconnecting switches.

Question 2: Is WAPA able to provide any contact information of the transport carriers for government furnished items?

Answer 2: WAPA will receive contact information from equipment suppliers two weeks prior to shipping.

Question 3: Can WAPA provide any drawings for the Siemens shunt reactors which would show the assembly, dimensions, and dry weights of all items to be unloaded?

Answer 3: Siemens will assemble and fill the reactors.

Question 4: Clarify existing ground grid conductor size at both Elverta and Olinda substations?

Answer 4: Elverta: 4/0 AWG; Olinda: 500 MCM (Drawing ODA 1520)

Question 5: Clarify ground conductor size for the shunt reactors?

Answer 5: Elverta: 4/0 AWG; Olinda: 500 MCM (Drawing ODA 1520)

Question 6: Can you please tell me what standard to use for testing the Circuit Breakers?

Answer 6: WAPA Construction Standard 9.1.2.2(6)

Question 7: Can you please tell me what standard to use for testing the Reactors?

Answer 7: WAPA Construction Standard 9.1.2.2(5)

Question 8: Will standard oil or FR3 oil be supplied for the reactors?

Answer 8: Siemens will fill the reactors.

Question 9: Dwg ELV3126 this drawing does not indicate if the panel is being replace by the Govt. or the Contractor, what is the intent?

Answer 9: This drawing is being deleted

Question 10: Dwg ELV 3126This drawing does not indicate the new breakers for WY10N, JY10N or KY10N nor are there any single lines indicating the size of the power conductors, are we to assume they are the same as Olinda?

Answer 10: This drawing is being deleted.

Question 11: Dwg ELV2019 the designs is not firm this drawings says there is Approx. 101 Cu yds. of concrete Bid Schedule Says 57. Which should we assume to bid?

Answer 11: Quantities are correct, use 57. The concrete for the oil containment structure is included in CLIN 0004.

Question 12: Dwg ODA218 the designs are not firm this drawings says there is Approx. 129 Cu yds. of concrete Bid Schedule Says 77. Which should we assume to bid?

Answer 12: Quantities are correct, use 77. The concrete for the oil containment structure is included in CLIN 0018.

Question 13: Are the contractors responsible to supply the insulators for the Govt. furnished switches?

Answer 13: No

Question 14: Is it possible to get a link or drawings with information on the oil fill and construction for the Govt. furnished reactors?

Answer 14: Siemens will fill the reactors.

Question 15: Spec. Section D 4.A-B Outage restrictions, Specs says no outages before Jan 1 2018. But given both sites are on a ring buss and power can be transferred, will small outages less than 5 hrs. be allowed to drill for buss pole pier foundations prior to Jan 2018?

Answer 15: The Keswick-Airport and Airport-Cottonwood 230kv line Reconductor replacement is going at the same time and no outage will be allowed at Olinda.

Short outages at Elverta will be considered, depending on time and duration.

Question 16: Assuming Foundations for reactors are completed prior to delivery of the reactors, will the Govt. Vendor place the Reactors on their respective foundations?

Answer 16: Foundations are to be completed prior to reactor delivery. Equipment supplier will deliver reactors to foundations.

Question 17: Will the Govt. have an engineer rep from The Reactor Vendor during the Dress and Oil Fill Process for warranty purposes?

Answer 17: Yes

Question 18: Would a contractor bidding on this project need an active California contractor's license to perform the work required in solicitation DE-SOL-0010889?

Answer 18: No

B. This Amendment shall effect the following changes to Solicitation DE-SOL-0010658:

1. Change the following to Division 1.B.1:

a. Delete installing Government-furnished equipment (GFE):

(1) 230-kV, 90-200MVAR Variable Shunt Reactor.

(2) 230-kV, 50-100MVAR Variable Shunt Reactor.

2. Add Division 1.D.5.d to the following:

d. The reactor foundations shall be installed and cured prior to the NST estimated delivery date for the reactors.

3. Change Division 1.F.1 and 2 delivery dates to the following:

4. Change Division 9.B.1 to the following:

1. Part A Bidding Schedule item “Connections to variable shunt reactor, 230-kV, 50-100 MVAR (Government-furnished) and Part B Bidding Schedule item Connections to variable shunt reactor, 230-kV, 90-200 MVAR (Government-furnished)” includes furnishing all equipment and material and performing all work to connect the variable shunt reactors to the substation bus systems and make all control and power cable connections necessary to place the variable shunt reactors into service. The variable shunt reactors will be set on their foundations, assembled and filled with oil by others. Testing of the variable shunt reactors shall be performed in accordance with Standard 9, paragraph 9.1.2 Acceptance Tests – Method B, “Transformer Testing” (See “Electrical testing”).

5. Drawings ELV 3126 Rev. F and ELV 3126 Rev. G shall be deleted from the solicitation.

5. The bid schedule is changed to rename CLIN’s 0006 and 0020 to account for the construction contractor not assembling the reactors.

C. Date and time for bid opening has been extended to April 12, 2017 at 2:00 PM local time.
