ELVERTA SUBSTATION STAGE 02/OLINDA SUBSTATION STAGE 03
DIVISION 1 – GENERAL REQUIREMENTS
A. CONTRACT REQUIREMENT:
Construct and complete Elverta Substation, Stage 02 and Olinda Substation, Stage 03, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2016), Standard 2 – Sitework (September 2016), Standard 3 – Concrete (September 2016), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2016), Standard 9 – Substation – Electrical (September 2016), Standard Drawings; and these Project Specifications and Drawings.
If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.

Western Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.
B. DESCRIPTION OF WORK:
Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, and 9 describe the work to be performed.
The work is located at Elverta Substation, in Sacramento County, California as shown on Drawing ELV 0015 and Olinda Substation, in Shasta County, California as shown on Drawing ODA 0015.
1. THE PRINCIPAL COMPONENTS OF WORK INCLUDE THE FOLLOWING:
a. Installing Government-furnished equipment (GFE):
(1) 230-kV Power Circuit Breakers.
(2) 230-kV Disconnecting Switches.
(3) Vertical Switchboards.
b. Providing bus systems, grounding systems, conduit systems, insulated conductors and cables, and signs.
c. Providing foundations and anchor bolts for structures, electrical equipment, and material.
Providing oil containment systems. Performing site work.
d. Providing galvanized steel structures.
C. DESCRIPTION OF BIDDING SCHEDULE ITEM:
1. Part A and Part B Bidding Schedule items “Mobilization and preparatory work” includes the following:
a. Performing mobilization and preparatory work in accordance with Sections H and M of the contract clauses.

b. Providing a Construction Schedule and Safety and Health Program.
c. Providing a jobsite office trailer at each jobsite with the items listed below. Prior to any jobsite work, the Contractor shall provide the office trailer for the exclusive use of Western.
(1) Relocation: If the Contractor changes the location of his office during the term of the contract, then the Contractor shall also move the mobile office trailer provided for Western, simultaneously with the transportation of his own unit.
(a) Installation: Install anchors and tie-downs for the trailer complying with local, State and Federal regulations. The office trailer shall be grounded. Entry points to the trailer shall be provided with stairways complying with O.S.H.A.
(29 C.F.R. 1926.1052).
(b) Office Space Requirements:
1) Size and Arrangement: At least 250-square-feet (minimum) consisting of two (2) separate rooms (one (1) office and one (1) larger workroom).
2) Heating and Cooling: Heating and cooling unit sized to provide adequate heating and cooling.
3) Lighting and Electrical: Adequate lighting and 120 V electrical outlets.
4) Utilities: Make all arrangements and pay all costs for providing utilities, including potable drinking water, electrical power, and heating and cooling energy.
5) Toilet Facilities: Toilet facilities shall be provided in the immediate vicinity of the office and shall be maintained.
(2) Emergency Equipment: Provide and maintain the following emergency equipment:
(a) First aid kit by Affirmed Medical, Inc., Model No. 3503, or equal. Mount to the wall inside the workroom.
(b) Dry chemical fire extinguishers, Classified 4-A:60-B:C, one (1) to be located inside each entrance to the trailer.
(3) Window Coverings: Provide adjustable mini-blinds.
(4) Office Furniture: Provide good quality, fully functional, office furniture as follows:

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:
1. COMMENCEMENT, PROSECUTION, AND COMPLETION OF THE WORK: See FAR 52.211-10 in Section F of the solicitation/contract.
2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 30-calendar days for review of drawings or data submitted for approval.
3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor and control board wiring and schematic diagrams no sooner than 20-days after delivery of control board (Olinda) or subpanels (Elverta). Include these restrictions in the Construction Program.
4. OUTAGE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following outage restrictions shall apply:
a. Olinda 230kv shunt reactor:
i. Outages of the Olinda 230kv bus shall be between January 1 and March 30, 2018.
No outages will be allowed outside of this window.
ii. Multiple Outages of the Olinda 230kv bus will be allowed for the minimum amount time that it takes to complete the installation of the new equipment.
b. Elverta 230kv shunt reactor:
i. Outages of the Elverta 230kv bus shall be between January 1 and March 30, 2018. No outages will be allowed outside of this window.
ii. Multiple Outages of the Elverta 230kv bus will be allowed for the minimum amount time that it takes to complete the installation of the new equipment.
5. CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Schedule restrictions shall apply:
a. A 15-day advance notice is required from the contractor to arrange outages.
b. The contractor shall insure that all conduits are installed to the reactor foundation prior to any concrete being placed for the foundation and spill containment.
c. The contractor shall coordinate with the reactor engineer, so that, the reactor engineer can dress out the reactor after it is set on the foundation.
d. The reactor foundations shall be installed and cured prior to the NST estimated delivery date for the reactors.
6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized as defined below and shall meet the requirements of Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:
a. The maximum available fault current in the Elverta 230-kV area is 23,420 amps and the X/R ratio is 11.7. The maximum available fault current in the Olinda 230-kV area is 29,923 amps and the X/R ratio is 13.0.
b. A minimum of two (2) 1/0, one (1) 2/0, or one (1) 4/0 grounds shall be used in the 230-kV area at Elverta and a minimum of two (2) 1/0, two (2) 2/0, or one (1) 4/0 grounds shall be used in the 230-kV area at Olinda.
c. Protective Ground Leads: Each protective ground lead shall have a permanent identification tag with unique identification number, certified wire size, and test date. Each protective ground lead shall be tested complete with connectors, in accordance with ASTM F 2249. Protective ground leads shall be retested and recertified annually. A protective ground lead without an identification tag to relate it to the annual certification of that protective ground lead shall not be used. No protective ground lead shall be longer than 36-feet, unless approved by Contracting Officer’s Representative (COR). Test results shall be submitted to the COR for approval prior to use of the grounds. When using the DC test method, the Contractor shall submit testing information in the format shown below in the Personal Protective Grounds Test Report. When using the AC test method, the Contractor shall submit testing information in accordance with the test set manufacturers recommendations.

7. TYPICAL FOUNDATIONS FOR GOVERNMENT-FURNISHED ELECTRICAL
EQUIPMENT AND OIL DETENTION STRUCTURES: Typical foundations are shown on the Drawings. Western will design these foundations after receipt of the seismic report and informational drawings and data, including the seismic report from the equipment manufacturer. Western will forward the revised construction drawings for these foundations no later than 45-days prior to the “NLT” delivery date listed in the, “Material” section. If the “NLT” delivery date is adjusted by Western, forwarding of revised foundation construction drawings will be automatically adjusted in a like manner.
E. CONSTRUCTION SCHEDULE:
1. SUBMITTAL TIME: Refer to FAR Clause 52.236.15, Schedules for Construction Contracts.
The schedule shall be submitted to the contracting officer no later than 15-calendar-days after issuance of the Notice to Proceed.
2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be provided. Do not program dates earlier than the estimated delivery dates shown in the “Material” paragraph.

1. POINTS-OF-DELIVERY: Material furnished by Western will be delivered to Elverta and
Olinda Substations. The equipment supplier is responsible for unloading the variable shunt reactors, power circuit breakers and disconnecting switches. The Contractor shall load, transport, and unload the material to the jobsite. The Contractor shall inspect the equipment and report any damages to the COR within 10-calendar days after receipt.
2. PROTECTION OF MATERIAL: Provide suitable indoor or warehouse storage for item 5.
Provide protection against the elements after being removed from indoor storage and before installation. Approximately 100-square-feet of indoor storage will be required.
G. RIGHTS-OF-WAY:
1. GENERAL: Contact Western for the substation right-of-way dimensions and physical restrictions. Orient construction methods and equipment to utilize Government-furnished rights- of-way, or obtain additional temporary access without additional cost to Western.
Any additional temporary access acquired by the Contractor shall have prior COR approval, since several areas of the transmission line have travel restricted areas. During the contract period, Western reserves the right to use Contractor-obtained access or any additional Environmental clearance during the performance period to complete the construction contract.
H. GEOLOGIC INVESTIGATIONS:
Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the Drawings.
Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant. Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained. The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.

I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
Limited single-phase or three-phase power is available from receptacles or panelboards located throughout the substations at approximately 120 volts nominal. Coordinate with the COR for establishing electric power service. The Contractor shall furnish power for construction purposes if greater than what is available.
J. WATER FOR CONSTRUCTION PURPOSES:
Furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.
K. EXPLOSIVES AND BLASTING:
Explosives shall not be used.
L. SUBMITTALS:
1. GENERAL: The Contractor shall furnish submittals via email as specified in the
Construction Standards and this Project Specification. Submittals via email shall be in standard PDF, Microsoft Word (.doc/.docx), Electronic CAD “*.dwg” (AutoCAD 2010 or 2014), or Microsoft Excel (.xls/.xlsx) formats. Specification number that shall be included is in the format (15WCXXXXX- 862), Western project title, and Bidding Schedule Contract Line Item Number (CLIN) and applicable division number. Multiple CLIN’s on a single submittal are not permitted. A cover transmittal letter in Microsoft Word (.doc/.docx) or PDF format shall be included with each email submittal. All project correspondence and submittals shall be delivered to: DSW-G5600- CS@wapa.gov
2. SUBMITTAL RESPONSE: Western will respond to submittals electronically with an
“Approved” of “Not Approved” status with comments as appropriate in accordance with the “Commencement, Prosecution, and Completion of Work” paragraph to the email address where the submittals originated.
3. PHYSICAL SAMPLE SUBMITTALS: When physical specimens or digital media are required to be submitted for approval, (i.e. brick samples, roofing material samples, carpeting, CDs, DVDs, etc.) the Contractor shall deliver such specimens to:

DIVISION 2 – SITEWORK
A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. Part A and Part B Bidding Schedule items “Miscellaneous sitework” includes the following:
a. Replacing and protecting existing gravel surfacing.
b. Providing a soil-applied herbicide where gravel surfacing is placed.
2. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items.
a. Excavations for foundations and structures.
b. Placing and compacting earth material and backfill.
c. Providing gravelfills under concrete foundations as shown on the Drawings.
d. Disposing of excavated material. Material from excavations not suitable or required for earthwork shall be removed from the substation. The Contractor shall make arrangements required for disposal of waste material in an approved landfill.
DIVISION 3 – CONCRETE
A. GENERAL:
1. MATERIAL:
a. Cement: Type IIA cement in conjunction with Class F fly ash as noted below. Types are according to ASTM C 150.
b. Compressive Strength: 4000 psi at 28-days for concrete.
c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.52 by weight for NESC light loading areas.
d. Type A and D water-reducing and retarding admixtures may be used if approved by the COR.
e. Class F fly ash is required to neutralize severe alkali or ASR reaction in accordance with
ASTM C 311 (regarding test data), ASTM C 618 (regarding material), and Standard 3 – Concrete (regarding WAPA-specific requirements). Proposed concrete mix designs shall incorporate fly ash up to a maximum of 20 percent; minimum 28-day compressive strength shall be maintained in mix design.
2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform tests for potential reactivity for the sand and coarse aggregate to be used by the Contractor. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source will be obtained by the Contractor.
3. CURING: Exposed, formed surfaces of concrete foundations shall be cured with water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.
4. REBAR DEVELOPMENT (LD) AND LAP LENGTH:
a. Class B lap splices apply unless noted otherwise; refer to Table 3 on Standard Drawing 01 2004-1 General Outline and Reinforcement Notes.
b. Typical closed circular tie lap splice lengths for drilled piers and columns, 4,000 psi normal weight concrete, unless noted otherwise, are 19-inches for #3 ties, 25-inches for #4 ties, and 31-inches for #5 ties.
B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. The Part A Bidding Schedule item “Concrete Foundations” includes the following:
a. Earthwork, formwork, reinforcement, material used in concrete, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.
b. Concrete foundations for steel structures.
c. Concrete foundations for electrical equipment.
d. Unwatering foundation excavations, if required.
e. Casing auger excavations, if required.
Measurement for quantities for concrete foundations will be made on the basis of concrete quantities shown on Drawing ELV 2019. If separate quantities of formed and auger concrete for each type of foundation are shown on the drawing, the concrete quantity shall be the total of the formed and auger concrete quantities. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on the Drawing.
2. The Part A Bidding Schedule item “Oil detention structure” includes providing oil detention structure, complete with C.I. Agent Hydrocarbon flow filter or equal, concrete, piping, hardware and aluminum cover. Hydrocarbon filter system shall be installed in accordance with manufacturer’s instructions.

c. Concrete foundations for electrical equipment.
d. Unwatering foundation excavations, if required.
e. Casing auger excavations, if required.

DIVISION 4 – SUBSTATION METALWORK
1. MEASUREMENT: Measurement for quantities for Bidding Schedule items “Steel structures, welded (galvanized)” will be made on the basis of weights calculated in accordance with LRFD, “ AISC Code of Standard Practice for Steel Buildings and Bridges”, except that weights for nonrectangular shapes and plates are to be based on actual detailed dimensions.
a. Steel structure weights, calculated as noted above, are shown on the Government-furnished shop drawings and shall be shown on the Contractor-furnished final shop drawings, and payment will be based thereon. Steel estimated weights are shown on the specifications drawings for the structures requiring approval drawings as noted in the Bidding Schedule items “Steel structures, welded (galvanized)”

1. For Government-furnished Bidding Schedule items, the Contractor shall:
a. Unless otherwise indicated, unload and inspect Government-furnished items.
b. Install associated support structures when furnished.
c. Install Government-furnished items as shown on the Drawings.
2. For all Contractor-furnished Bidding Schedule items the Contractor shall:
a. Provide (furnish and install) Bidding Schedule items.
3. Unless otherwise specified, associated support structures provided for electrical equipment rated above 7-kV shall be 102 inches in height and hot-dip galvanized, if made of steel.
Instrument transformers that are seismically qualified shall be 96 inches in height. If tubular steel supports are furnished, they shall be galvanized internally and externally.
4. Installation and painting of electrical equipment and material shall be provided in accordance with Standards 9 and 12 respectively.
1. Part A Bidding Schedule item “Connections to variable shunt reactor, 230-kV, 50- 100 MVAR (Government-furnished) and Part B Bidding Schedule item Connections to variable shunt reactor, 230-kV, 90-200 MVAR (Government-furnished)” includes furnishing all equipment and material and performing all work to connect the variable shunt reactors to the substation bus systems and make all control and power cable connections necessary to place the variable shunt reactors into service.
The variable shunt reactors will be set on their foundations, assembled and filled with oil by others. Testing of the variable shunt reactors shall be performed in accordance with Standard 9, paragraph 9.1.2 Acceptance Tests – Method B, “Transformer Testing” (See “Electrical testing”).

The reactors will be shipped without oil. The reactors’ oil will be Government-furnished and shipped separately. The Contractor shall install the reactor in accordance with the equipment manufacturer’s instruction books, the oil purification instruction book. The Contractor is responsible for contacting the reactor’s manufacturer and complying with all their requirements for completing the vacuum filling process.
Bidders shall include vacuum, oil installation and processing (which includes unit fill, core heating and circulations after fill) in their bid for this.

4. Part A and Part B Bidding Schedule items “Associated outdoor electrical equipment and material” includes providing equipment, material, and services required to complete the following substation installations at both Elverta and Olinda substations as shown on the Drawings:
a. Outdoor Bus System: Includes providing material and services required to complete the outdoor jumper bus and rigid bus installations. Unless otherwise specified on the Drawings, splices, elbows, pad type terminal connectors, and other fittings used on rigid or cable may be 360 degree radial swaged type (DMC Power, AFL Swage or equal). If swaged type fittings are used, the fittings and installation tooling shall be furnished by the same manufacturer. Furnish corona shields for all 230-kV pad to pad connections. Insulators shall use industry standard 5-inch base cap bolt circles in lieu of WAPA Standard 9.3.1.1.3.2 and Drawing 31 1081. Informational drawings and data are required for the insulators only.
b. Substation Grounding System: Includes providing material and services required to complete the substation grounding systems. Unless otherwise specified on the Drawings, splices, crosses, tees, and other fittings used on grounding system may be 360 degree radial swaged type (DMC Power or equal). If swaged type fittings are used, the fittings and installation tooling shall be furnished by the same manufacturer. Informational drawings and data are not required for this item.
c. Electrical Conduit System: Includes providing material and services required to complete the substation conduit systems including embedded and exposed conduit. Conduit entering the cable trench with a 90 degree bend is allowed to be Schedule 40 PVC as shown on Drawing 31 1006. All other 90 degree bends shall be rigid metal. A detectable warning tape shall be installed directly above each conduit run and located 12-inches below finished grade. All conduits shall have sealing compound installed at both ends. Informational drawings and data are not required for this item.
d. Insulated Conductors: Includes all insulated conductors and cables except 5/c and 12/c
No. 10 AWG control cables which are covered under separate Bidding Schedule items. The Contractor shall terminate cables to new outdoor equipment only. The Contractor shall coil an additional 10-feet of control cable in the cable trench for each electrical device or outdoor panel. At the indoor location end of the control cables (energized or new control panel locations), the Contractor shall pull the cable as directed by the COR, leaving 30-feet of cable coiled up and left below the panel.
At the outdoor equipment locations, the Contractor shall use solderless-type lugs, and connectors shall be used for joining or connecting cables to terminal blocks or devices.
Terminations of wire shall be made with NON-insulated pressure-crimp-type terminal connectors with ring tongues.
e. Motor Operated Disconnecting Switch Junction Boxes: The Contractor shall coordinate with the COR for approval to provide weathertight NEMA Type 4 enclosures, approximately 10-inch by 16-inch by 16-inch, on the bottom of the motor operator cabinets and as shown on the Drawings. Enclosures’ exterior and interior shall be painted ANSI 70 gray polyurethane. The Contractor shall furnish and install a 4-inch conduit nipple, bushings, gasket material, and protective varnish or other sealer and materials to create a weathertight passage between each of the enclosures and the motor operator cabinets. The weathertight enclosures shall receive conduits as shown on the Drawings. The Contractor shall submit for approval manufacturer’s catalog information on the enclosure.
f. Gas Cart Receptacles with Fusible Disconnect: The safety switches shall be of the outdoor type, single throw, fusible, single-phase, 3-wire, 240 V, 60-A. The enclosure for the safety switches shall be NEMA Type 4. The receptacles shall be single-phase, 3-wire 250 V, 50-A, grounding, NEMA 6-50R, complete with weatherproof enclosure, outlet body, and matching plug.
g. Substation signs:
(1) Phase Identification Signs (31 1000): One (1) on each phase at both ends of main buses, at each high voltage circuit terminating structure, and one on each phase of an instrument transformer.

6. Part A and Part B Bidding Schedule items “Furnishing 5/c No. 10 AWG control cable” and
“Furnishing 12/c No. 10 AWG control cable” include furnishing 5/c No. 10 and 12/c No. 10 AWG control cable, respectively, according to ELV T600 and ODA T600.
7. Part A and Part B Bidding Schedule items “Installing 5/c No. 10 AWG control cable” and
“Installing 12/c No. 10 AWG control cable” include installing 5/c No. 10 and 12/c No. 10 AWG control cable, respectively, according to ELV T600 and ODA T600. The Contractor shall label all control cables according to Drawings ELV T600 and ODA T600, and Standard 9 – Substation Electrical, paragraph 9.2.3.4.(10). 9. Part A and Part B Bidding Schedule items “Electrical testing” includes providing electrical testing in accordance with Standard 9, paragraph 9.1.2, Acceptance Tests – Method B, except for the following which will be performed by WAPA personnel:
a. Control, Metering and Relaying Equipment Tests.
b. Testing of Protective Relays.
c. Operational Tests.
d. Energization Tests.
e. Infrared Inspection.
DIVISION 13 – OLINDA ANDF ELVERTA SUBSTATION SHUNT REACTORS AND ASSOCIATED
INFRASTRUCTURE INSTALLATION
1. Bidding Schedule does not contain separate items for the following. Include these items in applicable Bidding Schedule items:
a. Contractor Furnished Data – Submit quantities of all recycled materials to the COR prior to submittal of final invoice.
b. Environmental Requirements (See Section 13.3 of Standard). Comply with all appropriate
Federal, State, and local environmental laws and regulations.
c. Landscape Preservation (See Section 13.4 of Standard).
d. Preservation of Cultural Resources (See Section 13.5 of Standard). Do not remove or alter cultural artifacts or paleontological resources (fossils). Cultural artifacts may be of scientific or cultural importance and includes, but is not limited to bones, pottery, glass, projectile points (arrowheads), other stone or metal tools, historic buildings, and features.
Paleontological resources can be of scientific importance and include mineralized animals and plants or trace fossils such as footprints. Both cultural and paleontological resources are protected by Federal Regulations during Federal construction projects. Contractor shall restrict all ground disturbing activities to areas that have been surveyed by WAPA for cultural or paleontological resources.
e. Noxious Weed Control (See Section 13.5 of Standard). Comply with Federal, State, and local noxious weed control regulations. Provide a “clean vehicle policy” while entering and leaving construction areas to prevent transport of noxious weed plants and/or seed.
Transport only construction vehicles that are free of mud and vegetation debris to staging areas and the project right of-way.
f. Recycled Material Quantities (See Section 13.7 of Standard). If the products listed below or other products listed are obtained as part of this project, purchase the items with the highest recovered material content possible unless recovered material products are not available: 1) competitively within a reasonable time frame, 2) meeting reasonable performance standards as defined in the Standards or Project Specifications, or 3) at a reasonable price. All recycling proceeds from the project shall be paid to the WAPA Area Power Administration in check form from the recycler prior to final submittal of the final invoice.
g. Use of Products Containing Recovered Materials (See Section 13.8 of Standard). If the products listed At: http://www.biobased.oce.usda.gov are obtained as part of this project, purchase the items with the highest bio-based content possible and no less than the percent indicated for each product unless bio-based material products are not available: 1) competitively within a reasonable time frame, 2) meeting reasonable performance standards as defined in the Standards or Project Specifications, or 3) at a reasonable price.
h. Disposal of Waste Material (See Section 13.9 of Standard). Dispose or recycle waste material in accordance with applicable Federal, State and local regulations and ordinances.
In addition to the requirements of the Contract Clause “Cleaning Up”, remove all waste material from the construction site. No waste shall be left on WAPA property, right-of-way, or easement. Burning or burying of waste material is not permitted.
i. Contractor’s Liability for Regulated Material Incidents (See Section 13.9 of Standard). The
Contractor is solely liable for all expenses related to spills, mishandling, or incidents of regulated material attributable to his actions or the actions of his subcontractors. This includes all response, investigation, cleanup, disposal, permitting, reporting, and http://www.biobased.oce.usda.gov/ requirements from applicable environmental regulation agencies. The actions of the Contractor employees, agents, and subcontractors shall be properly managed at all times on WAPA property or while transporting WAPA’s (or previously owned by WAPA) regulated material and equipment.
j. Pollutant Spill Prevention, Notification, and Cleanup (See Section 13.11 of Standard).
k. Pesticides (See Section 13.12 of Standard).
l. Treated Wood Poles and Members Recycling or Disposal (See Section 13.13 of Standard).
m. Prevention of Air Pollution (See Section 13.14 of Standard). Ensure that all construction activities and the operation of equipment meet all applicable regulations for the control of air pollutants. All vehicles, off road vehicles, portable and stationary equipment shall be in compliance with CARB regulations. Submit a copy of any permits required for construction activities from Federal, State, or local agencies to the COR at least 14 days prior to the start of work. Payment of any fees associated with permits shall be the responsibility of the Contractor.
n. Handling and Management of Asbestos Containing Material (See Section 13.14 of Standard). In the event asbestos is encountered during demolition or construction notify the COR. The Contractor is responsible for meeting all Federal, State, and local agency requirements regarding the handling and disposal of asbestos. Activities involving handling and disposal of asbestos must be coordinated with Environment.
o. Materials with Lead-Based Paint (See Section 13.16 of Standard). The Contractor is responsible for meeting all Federal, State, and local agency requirements regarding the handling and disposal of lead-based paint used during construction or removed during demolition. Activities involving handling and disposal of lead based paint must be coordinated with Environment.
p. Prevention of Water Pollution (See Section 13.17 of Standard). Ensure that surface and ground water is protected from pollution caused by construction activities and comply with applicable regulations and requirements. Ensure that streams, waterways and other courses are not obstructed or impaired unless all appropriate Federal, State, and/or local permits have been obtained. The Contractor is responsible for development and implementation of a Storm Water Pollution Prevention Plan (SWPPP) for the project, if applicable.
q. Testing, Draining, Removal, and Disposal of Oil-Filled Electrical Equipment (See
Section 13.18 of Standard).
r. Removal of Oil-Contaminated Materials (See Section 13.19 of Standard).
s. Conservation of Biological Resources (See Section 13.20 of Standard). Federal law prohibits the “take” of endangered, threatened, proposed or candidate wildlife and plants, and destruction or adverse modification of designated Critical Habitat. Federal law also prohibits the “take” of birds protected by the Migratory Bird Treaty Act, and the Bald and Golden Eagle Protection Act. “Take” means to pursue, hunt, shoot, wound, kill, trap, capture or collect a protected animal or any part thereof, or attempt to do any of those things without a permit from U.S. Fish and Wildlife Service. The Contractor will take precautions to avoid harming other wildlife species. The Contractor shall restrict all ground disturbing activities to areas that have been surveyed by WAPA for natural resources.
t. Known Occurrence of Protected Species or Habitat: Following issuance of the notice to proceed, and prior to the start of construction, WAPA will provide training to all Contractor and subcontractor personnel and others involved in the construction activity if there is a known occurrence of protected species or habitat in or around the construction area.
Untrained personnel shall not be allowed in the construction area. WAPA will provide drawings or maps showing sensitive areas located on or immediately adjacent to the construction area. These sensitive areas shall be considered avoidance areas. Prior to any construction activity, the avoidance areas shall be marked on the ground by WAPA, if necessary.
u. Unknown Occurrence of Protected Species or Habitat: If evidence of a protected species is found in or around the project area, the Contractor shall immediately notify the COR and provide the location and nature of the findings. The Contractor shall stop all activity within 200 feet of the protected species or habitat and not proceed until directed to do so by the
COR.
v. Fueling Vehicles and Equipment: For fueling operations where the potential exists to contaminate the soil, water, or air (not including commercial or approved gas stations), the Contractor will have a spill plan (to identify fuels and its hazards, safe fueling practices, and the safe handling of such material), emergency response plan (with emergency phone numbers, actions taken by specific individuals, and the phone number of a spill “clean up” team), drip pans below the fueling operation to catch fuel leaks, secondary containment for fuel can storage, a policy of all fuel storage containers are sealed tight (except during fueling) to prevent leaks, and a spill kit adequate to stop potential spills.
w. Petroleum Products used in Engines, Transmissions, and Gear Boxes – The Contractor will inspect daily the equipment engines, transmissions, and gear boxes for oil, transmission fluid, and gear oil leaks. The Contractor will repair the leaks prior to operating the equipment.
B. SPECIAL REQUIREMENTS:
1. COORDINATION:
a. The Contractor shall perform work only in locations within the substation fence and defined by WAPA Biologists and Archaeologists, and Environmental Protection Specialist in order to ensure avoidance of any potential affected sensitive resources.
b. All Contract employees shall attend the one-time environmental awareness training prior to the start of work. Any persons that do not attend the originally scheduled training shall complete the training and have an understanding of the required minimization measures prior to engaging in construction and staging activities.
