Amendment 0004
DE-SOL-0010658
The purpose of this Amendment is to post Contractors questions and answers and incorporate the below changes into the Project Specifications and Drawings:
A. Contractors questions and answers are provided as follows:
Question 1. Are there any constraints to the use of helicopters for the project?
Answer 1. Per Division 13(B)(1)(c) of the Specifications, any additional areas outside of the pre-approved use areas and access roads that the Contractor proposes as construction-use areas, such as staging areas or helicopter landing zones, will require environmental surveys prior to the start of any construction. The Contractor shall provide the location of any staging areas, helicopter landing zones, or other use areas that have not already been approved no later than 30 calendar days after receipt of the notice to proceed. The Government will have 60 calendar days from receipt of the request to obtain environmental approval. If the Government cannot provide formal environmental approval by the 60 day deadline, only Western cleared locations will be permitted for Contractor use.
Question 2. What does Caltrans require to string over their ROW? Netting? Guard structures?
Answer 2. It is the contractor’s responsibility to work these issues with Caltrans during the permitting process. Please visit the below link to the Caltrans “Encroachment Permits Manual”, Chapter 600, Sections 618 and 619 specifically discuss this matter http://www.dot.ca.gov/trafficops/ep/manual.html
Question 3. Can we pull in the new conductor with the old conductor using back to back, approved mesh grips and swivels joints?
Answer 3. Contractor may use any means he chooses as long it is done safely and consistent with accepted industry practice.
Question 4. Are the pre-determined pulling sites indicated on the drawings, our only option to pull to or from? Can we suggest different pull sites in our construction plan utilizing dead-end and corner structures?
Answer 4. The contractor shall use the pull sites shown on the drawings.
Question 5. Is there any special pedestrian permitting in the city required?
Answer 5. No special pedestrian permitting required per the City of Redding. Ground monitors are recommended to keep pedestrians at a safe distance from the work activity.
http://www.dot.ca.gov/trafficops/ep/manual.html
Question 6. When does the pre-construction meeting take place? Can we obtain the contact lists for all the utilities, land owners etc. that we need access to upon contract award?
Answer 6. A pre-construction meeting will be scheduled with the contactor after they receive the award, normally within 10 calendar days after award. Contact lists for the utilities and landowners will be given to the contractor at the preconstruction meeting
Question 7. Who will pay for the local utility service men for hold orders from other utilities?
Answer 7. This cost shall be included in the contractor’s bid for the project.
Question 8. Are we required to have guard structures on all distribution crossings or will cover-up be sufficient?
Answer 8. Requirements for crossing energized lines, highways, railroads, and telephone lines are given in Standard 1 - General Requirements, paragraph 1.4.17 Transmission Line Safety. The standard does not recognize cover-up. Therefore, cover-up cannot be used.
Question 9. Is a Contractor provided SWPPP required?
Answer 9. Per Division 13(4)(c) of the Specifications, the KES-AIR-CW Reconductoring project is considered a Linear Utility routine maintenance activity intended to maintain the original grade and purpose of the facility. Therefore they are exempt from SWPPP requirements under the Construction General Permit.
The projects shall be managed in accordance with Federal, State and local regulations.
The Contractor shall utilize best management practices (BMPs) to protect surface and ground water from pollution caused by construction activities. Runoff from excavated areas and piles of excavated material, wastes, or chemical products shall be controlled.
Concrete washing is prohibited at any source of surface water. Stream crossings shall be done in compliance with applicable regulations.
Question 10. Will a biologist be present during the removal of the nests?
a.Who will provide the biologist if required?
b. Should contractor assume all nests are inactive?
Answer 10. WAPA will provide a biologist to inspect towers for nesting material or activities twice per week. The biologists will notify the contractor immediately if nesting material or activities are detected and the contractor will remove the nest material within 24 hours of notification. The contractor is responsible for inspecting the nest for the presence of eggs or young prior to removal. If eggs or young are detected in the nest, then the contractor will leave the nest in place, discontinue work in the vicinity of the nest, and contact the COR and Environmental for further instructions. If there is a concern about a particular nest, WAPA will provide a biologist to be present during the removal of the nests. Provided timelines outlined above are adhered to, nests should be empty at the time of removal and removal should be able to proceed.
Question 11. Is an environmental monitor required?
Answer 11. A biological monitor may be required in the vicinity of certain habitat types during certain seasons. WAPA will provide required biological monitors. The following are examples of situations that may require a monitor:
If project activities (including access) must occur within 50 feet of fairy shrimp habitat during the wet season, a biological monitor will be on site for project activities that encroach on the 50 foot buffer and silt fencing may need to be installed between the activity area and the vernal pool. A monitor may be required in the vicinity of active bird nests during the nesting season.
Question 12. Are there certain hours of work restrictions such as Sundays in the subdivision areas?
Answer 12. There are no work restrictions in subdivision areas per the City of Redding. Ground monitors are recommended to keep spectators at a safe distance from the work activity.
Question 13. Structures that have no access to ROW, how do we gain access?
Answer 13. No new access roads shall be cut. The Contractor shall perform an assessment of accessibility based on the Contractor’s resources, methods of operations and the requirements in these Specifications. Areas not accessible by the existing access roads may be accessed by helicopter, ATV, or foot. The Contractor must obtain permission from the landowners and Environment for access by ATV or foot.Use of vehicles (including OHVs and ATVs) outside of access roads, pull sites, landing zones, and staging areas will require additional Environmental approval. Approval is not guaranteed and will depend on the resources affected.
Question 14. Does WAPA have any restrictions or maximum on how many or type of structures (dead-end, angle or tangent) that can be involved in one, continuous pull?
Answer 14. WAPA has no restrictions. The contractor must perform the task safely and consistent with accepted industry practice.
Question 15. At the pre-bid walk-down, we were instructed that the contractor is to provide all permits, however in the Project Specifications G.1.d. “Encroachment Permits:
Western will provide the contractor with all encroachment permits.” Please clarify which permits WAPA will supply and which permits the Contractor must obtain.
Answer 15. WAPA will provide the encroachment permits at the Pre-Construction Meeting for two railroad crossings, and the City of Redding, City of Anderson and Shasta County for the road crossings. The Contractor is responsible for the Caltrans permits for crossings at I-5, Hwy 273 and Hwy 44. Lands will contact the Coast Guard for additional river crossing approval. WAPA has obtained the following Environmental permits:
Biological Opinion from the U.S. Fish and Wildlife Service, Section 404/10 Permit from the U.S. Army Corps of Engineers for the Sacramento River crossing, and a Section 401/Water Quality Certification from the Regional Water Quality Control Board.
Question 16. Can a non-intrusive guard structure be utilize on the above referenced project, such as bucket trucks or cranes?
Answer 16. Temporary/mobile guard structures may be used Guard structures requiring excavation and auguring will require additional Environmental approval. Approval is not guaranteed and will depend on the resources affected.
Question 17. Is there a KMZ file available for this project?
Answer 17. This is available to the awarded contractor upon request.
Question 18. On Division 1- General Requirements Subject D #4. are there any outage restrictions preventing us from starting Keswick-Airport after the double circuit portion is complete? As long as the section from 4/2 to 7/1 was completed within the October 16th to November 13th time frame, before the major shopping season commenced.
Answer 18. All restrictions and construction sequencing are detailed in the project specifications.
The contractor must schedule his work in conformance with those restrictions and sequences.
Question 19. On Division 1- General Requirements Subject D #5. Due to the lack of room inside and around the Keswick station there is possibility of needing to 2 line the conductor to the tower inside the substation. Will the tower support that kind of stress? If so we would need to use the area outside the substation in between 0-1 and the Keswick substation for a pulling site, is there any environmental issues in the that area that would prevent approval for a pulling site?
Answer 19. Standard 1, paragraph 1.4.17.4.(1) 2) states "the practice of rigging to an existing structure, not specifically designed for the load magnitude and direction of force, shall not be allowed without first completing a technical analysis by a structural engineer".
The successful contractor will be required to submit a stringing plan. Until that plan is received and reviewed, no determination can be made regarding the ability of the structure in question to withstand the forces imposed on it during the stringing operation.
Question 20. On Division 2 – Site work subject A. It is stated that any structures that do not have existing access roads must be accessed by helicopter. Does this exclude the contractor from accessing these by foot or ATV?
Answer 20. See the answer to question 13.
Question 21. On Division 1 – Subject A #5. In the event the contractor needs to remove bird nests, will they have to remove under the outage or could the contractor preform this task with the line still energized?
Answer 21. If the minimum approach distance can be maintained during nest removal, and aerial lift equipment properly grounded, the nest may be removed with the line energized. If the minimum approach distance cannot be maintained, the line must be de-energized prior to and during nest removal.
The nests will need to be removed as they are being built in order to avoid egg laying in the nests. Timing will depend on when the nests are constructed. Nests in a given tower may need to be removed more than once depending on the persistency of the pair of birds. Please see the response to question 10 above for further clarification.
Question 22. On Division 14 - Environmental Quality Protection Subject B #2-b, #3- e. Is the environmental training and the cultural resource sensitivity training the contractor’s responsibility to source or WAPA's?
Answer 22. WAPA will provide the environmental and cultural resources training.
