MEAD SUBSTATION, STAGE 15
DIVISION 1 – GENERAL REQUIREMENTS
A. CONTRACT REQUIREMENT:
Construct and complete Mead Substation, Stage 15, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western’s Construction Standards, including Standard 1 – General Requirements (September 2013), Standard 2 – Sitework (September 2013), Standard 3 – Concrete (September 2013), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (September 2013), Standard 9 – Substation – Electrical (September 2013), Standard 12 – Painting (September 2013), Standard 13 – Environmental Quality Protection (September 2013), Standard 15 – Drawings (September 2013); the Standard Drawings; and these Project Specifications and Drawings.
If a conflict occurs between the Project Specifications and the Construction Standards, the Project Specifications shall govern. The Project Specifications and the Drawings are used to take exceptions or provide additions to the Construction Standards. Some paragraphs in the Construction Standards will not apply to this job.
Western’s Construction Standards, Standard Drawings, and Electrical Equipment Standards are available at http://www.wapa.gov/business/buys.htm.
Western’s Project Specifications and Construction Standards are explained in Standard 1 – General Requirements, Section 1.1.1, “Standards and Project Specifications”.
B. DECSRIPTION OF WORK:
1. THE WORK IS SEPARATED INTO PART A, PART B, AND PART C:
a. Part A Description: Mobilization and preparatory work.
b. Part B Description: Work listed under Part B of the Bidding Schedule includes installation of a complete new 230-kV bay for the existing 345/230/24-kV transformer KU2B (new and not energized). The transformer KU2B will be installed to operate in parallel with the existing transformer KU2A, which must remain energized, except for an outage window in February-March when the 345-kV interconnection work (switches, breaker, and bus work), installation of the 24-kV tertiary switches, and demolition of the 345-kV interrupter switch (345-kV series capacitor bypass) may be completed.
c. Part C Description: Work listed under Part C of the Bidding Schedule includes replacement of twenty-one (21) deteriorating concrete pedestals for 230-kV CT’s and CCVT’s in the Arden, Davis, KU2A (Peacock), Eldorado No. 1, and Eldorado No. 2 line bays. Includes complete removal of the existing foundations, compacted backfilling of the excavation, installation of new foundations, erection of GFE stands, and replacement/testing of the original transformers.
2. THE PRINICIPLE COMPONENTS OF WORK INCLUDE:
a. Installation of Government-furnished equipment (GFE): 345-kV and 230-kV power circuit breakers, 345-kV, 230-kV, and 24-kV disconnecting switches, 230-kV coupling capacitor voltage transformers, 230-kV current transformers, steel structures, station post insulators, and duplex switchboard sections.
b. Provide all connections to a 345/230-kV, 600 MVA power transformer.
c. Provide 27.6-kV voltage transformers, power resistors, outdoor station service assembly, and safety switches.
d. Provide bus system, grounding system, conduit system, insulated conductors and cables, terminal boxes, and substation signs.
e. Provide foundations and anchor bolts for substation structures, electrical equipment, and material.
f. Removal and installation of a motor-operator, 230-kV coupling capacitor voltage transformers, 230-kV current transformers, and terminal boxes.
g. Remove and dispose of concrete pedestals, electrical equipment, steel structures, post insulators, aluminum tubing, aluminum conductor, and insulated cables.
h. Perform sitework and finish grading.
i. Perform electrical testing.
Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, and 9 describe the work to be performed.
The work is located near Boulder City, Nevada in Clark County, as shown on Drawing
MED 0015.
C. DESCRIPTION OF BIDDING SCHEDULE ITEM:
1. Part A Bidding Schedule item “Mobilization and preparatory work” includes the following:
a. Perform mobilization and preparatory work in accordance with Section H of the contract clauses.
b. Prepare and submit a Construction Schedule and Safety and Health Program.
c. Provide jobsite office trailer and the items listed below. Prior to any jobsite work, the
Contractor shall provide the office trailer for the exclusive use of Western.
(1) Relocation: If the Contractor changes the location of his office during the term of the contract, then the Contractor shall also move the mobile office trailer provided for Western, simultaneously with the transportation of his own unit.
(a) Installation: Install anchors and tie-downs for the trailer complying with local, State and Federal regulations. The office trailer shall be grounded. Entry points to the trailer shall be provided with stairways complying with Occupational Safety and Health Administration (OSHA) (29 C.F.R.
§ 1926.1052).
(b) Office Space Requirements:
1) Size and Arrangement: At least 250-square-feet (minimum) consisting of two (2) separate rooms (one (1) office and one (1) larger workroom).
2) Heating and Cooling: Heating and cooling unit sized to provide adequate heating and cooling.
3) Lighting and Electrical: Adequate lighting and 110 V electrical outlets.
4) Utilities: Make all arrangements and pay all costs for providing utilities, including potable drinking water, electrical power, and heating and cooling energy.
5) Toilet Facilities: Toilet facilities shall be provided in the immediate vicinity of the office and shall be maintained.
(2) Emergency Equipment: Provide and maintain the following emergency equipment:
(a) First Aid Kit by Affirmed Medical, Inc., Model No. 3503, or equal. Mount to the wall inside the workroom.
(b) Dry chemical fire extinguishers, Classified 4-A:60-B:C; one (1) to be located inside each entrance to the trailer.
(3) Window Coverings: Provide adjustable mini-blinds.
(4) Office Furniture: Provide good quality, fully-functional, office furniture as follows:

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:
1. COMMENCEMENT AND COMPLETION: Refer to SF 1442, Block 11, and FAR Clause 52.211-10, Commencement, Prosecution, and Completion of Work.
2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 30-calendar-days for review of drawings or data submitted for approval.
3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring and schematic diagrams no sooner than 20-calendar-days after the delivery of the control board. Include these restrictions in the Construction Schedule.
4. OUTAGE RESTRICTIONS: In addition to the restrictions listed in Construction Standard 1, the following outage restrictions shall apply:
a. Outage requests shall be in writing from the Contractor to the COR and shall be received no later than 60-calendar-days prior to the requested outage start date.
b. Outages on the 345-kV Mead-Peacock Transmission Line can only occur from February
22, 2016 to April 1, 2016.
c. Outages on 345/230/24-kV transformer KU2A can only occur from February 22, 2016 to May 13, 2016.
d. Outages for CT and/or CCVT foundation/support replacement work (Arden, Davis, Eldorado No. 1, and Eldorado No. 2 line bays) shall be allowed as follows:
i. An outage on the Mead-Arden (NVE) 230-kV Transmission Line will be allowed between November 9, 2015 and December 4, 2015.
ii. An outage on the Mead-Davis 230-kV Transmission Line will be allowed between December 7, 2015 and January 8, 2016.
iii. An outage on the Mead-Eldorado #1 (SCE) 230-kV Transmission Line will be allowed between January 11, 2016 and February 5, 2016.
iv. An outage on the Mead-Eldorado #2 (SCE) 230-kV Transmission Line will be allowed between February 8, 2016 and March 11, 2016.
e. A two-day outage on 500/230/34.5-kV transformer KT1A will be allowed on November 4 and 5, 2015. This outage is needed so that the Contractor can safely perform (large/deep) auger excavation work for constructing foundations for the new 230-kV bus-tie structure (located in 230-kV bay for new transformer KU2B). The 230-kV bay for new transformer KU2B is in close proximity, immediately adjacent and north of the 230-kV bay for 500/230/34.5-kV transformer KT1A.
f. A two-day outage on 500/230/34.5-kV transformer KT1A will be allowed on December 7 and 8, 2015. This outage is needed so that the Contractor can safely erect steel for the new bus-tie structure (located in 230-kV bay for new transformer KU2B). The 230-kV bay for new transformer KU2B is in close proximity, immediately adjacent and north of the 230-kV bay for 500/230/34.5-kV transformer KT1A.
g. A two-day outage on the Equestrian #2 230-kV Transmission Line will be allowed on
December 9 and 10, 2015. This outage is needed so that the Contractor can safely erect the new T.O.S. on the west side of KU2B.
h. A 26-calendar-day outage on the Mead Substation, North-East 230-kV Bus will be allowed between January 11, 2016 and February 5, 2016. Work to be performed during this outage shall include, but is not limited to: stringing of strain-bus and OGW between transformer KU2B area and newly constructed 230-kV bay for KU2B; connect new switch WW24A to North-East 230-kV Bus; connect new 230-kV breaker CT’s into bus differential relay circuit; etc.
i. A seven-calendar-day outage on the Mead Substation, North-West 230-kV Bus will be allowed between February 8, 2016 and February 14, 2016. Work to be performed during this outage shall include, but is not limited to: connect new switch WW25A to North-West 230-kV Bus; connect new 230-kV breaker CT’s into bus differential relay circuit; etc.
j. A 40-calendar-day outage on the Mead-Peacock 345-KV Transmission Line will be allowed between February 22, 2016 and April 1, 2016. Work to be performed during this outage shall include, but is not limited to: final testing and commissioning of new transformer KU2B (energize Mead-Peacock and KU2B on April 1, 2016 – KU2A stays out-of-service until May 13, 2016). Also, beginning February 22, 2016, the Contractor can remove/replace CT and CCVT foundation/supports for VW18A and QW18A, replace breaker 2192, etc., in the 345-kV area immediately east of KU2A, relocate the motor-operator from Switch # 2199 to Switch # 2191, remove existing 345-kV By-Pass Switch # 2599 (out in the Series Capacitor Yard), etc.
5. CONSTRUCTION SCHEDULE RESTRICTIONS: The following Construction Schedule restrictions shall apply.
a. New transformer KU2B shall be test energized from the 230-kV side no later than
February 15, 2016 (one week prior to de-energizing the Mead-Peacock 345-kV Transmission Line).
6. PROTECTIVE GROUND LEADS: When protective ground leads are required, the protective ground leads shall be sized as defined below, and shall meet the requirements of Standard 1 – General Requirements, Section 1.4., “Safety and Health”, and the following:
a. Two (2) 4/0 AWG copper cables per phase shall be used in the 525-kV, 230-kV, 24-kV, and 13.8-kV areas. One (1) 4/0 AWG copper cable per phase shall be used in the 345-kV, 287-kV, and 34.5-kV areas.
b. Testing and Certification of Protective Ground Leads: Each protective ground lead shall have a permanent identification tag with unique identification number, certified wire size, and test date. Each protective ground lead shall be tested complete with connectors, in accordance with ASTM F 2249. Protective ground leads shall be retested and recertified annually. A protective ground lead without an identification tag to relate it to the annual certification of that protective ground lead shall not be used. No protective ground lead shall be longer than 36-feet, unless approved by the COR. Test results shall be submitted to the COR for approval prior to use of the grounds. When using the DC test method, the Contractor shall submit testing information in the format shown below in the Personal Protective Grounds Test Report. When using the AC test method, the Contractor shall submit testing information in accordance with the test set manufacturers recommendations.

7. TYPICAL FOUNDATIONS FOR GOVERNMENT-FURNISHED ELECTRICAL EQUIPMENT:
Typical foundations are shown in drawings. Western will design these foundations after receipt of the seismic report and informational drawings and data, including the seismic report from the equipment manufacturer. Western will forward the revised construction drawings for these foundations no later than 45-days prior to the NLT delivery date listed in the “Material” section.
If the NLT delivery date is adjusted by Western, forwarding of revised foundation construction drawings will be automatically adjusted in a like manner.
8. TYPICAL FOUNDATIONS FOR CONTRACTOR-FURNISHED ELECTRICAL EQUIPMENT:
Typical foundations are shown on drawings. Regarding foundations noted as “design not firm”:
Western will design these foundations after receipt and final approval of seismic qualification documents and informational drawings and data from the Contractor. Western will forward revised drawings for these foundations within 30-days after approval.
E. CONSTRUCTION SCHEDULE:
1. SUBMITTAL TIME: Refer to FAR Clause 52.236.15, Schedules for Construction Contracts.
2. FORMAT AND DETAIL: Dates for each item of Government-furnished material shall be included in the submitted Construction Schedule. Construction Schedule shall be provided in the Microsoft Project 2007 format, PDF and shall clearly show a critical patch base line. Do not schedule dates earlier than the estimated delivery dates shown in the “Material” paragraph.

1. POINTS-OF-DELIVERY: Material furnished by Western (except as noted) will be delivered to the Mead Substation. The Contractor shall load, transport, and unload the material to the jobsite. The Contractor shall inspect the equipment and report any damages to the COR within 10-calendar days after receipt. Glen Canyon Substation is located near Page, Arizona, as shown on Drawing GC 0015.
G. RIGHTS-OF-WAY:
1. GENERAL: Contact Western for the substation line right-of-way dimensions and physical restrictions. Orient construction methods and equipment to utilize Government-furnished rights-of-way, or obtain temporary access, or any required permits, without additional cost to Western. Any additional temporary access acquired by the Contractor shall have prior COR approval, since several areas of the transmission line have travel restricted areas. During the contract period, Western reserves the right to use Contractor-obtained access or any additional Environmental clearance during the performance period to complete the construction contract.
H. GEOLOGIC INVESTIGATIONS:
Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the Drawings.
Samples and cores of recovered material were not retained. Bidders shall obtain their own samples and perform tests on the material to evaluate properties, which they believe to be significant.
Western does not guarantee that the geologic information and records show the conditions that will be encountered in performing the work, but only that the geologic information and records show conditions encountered at the particular point and time the information and records were obtained.
The geologic information may not indicate variations, such as those caused by seasonal fluctuations in rainfall and other factors, which may affect the water level. The Contractor shall determine the nature of material to be excavated, the difficulties of making and maintaining required excavations, and doing other work affected by geology and ground water elevations at the worksite.
I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
The Contractor shall furnish electric power for construction purposes. Limited single-phase or three-phase power is available from receptacles or panelboards located throughout the substation at approximately 120, 240, or 480 volts nominal. Co-ordinate with the COR for establishing electric power service.
J. WATER FOR CONSTRUCTION PURPOSES:
The Contractor shall furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.
K. EXPLOSIVES AND BLASTING:
Explosives shall not be used.
L. SUBMITTALS:
1. GENERAL: Submittals must be provided in accordance with the Construction Standards and Project Specifications. The Contractor shall furnish submittals electronically (i.e. e-mail), unless otherwise specified by the COR. Submittals shall be sent to DSW-G5600-CS@wapa.gov in standard PDF or electronic CAD “*.dwg” (AutoCAD 2010) formats. All submittals shall include Western’s Specification No., project title, Transmittal/Submittal No., and corresponding Item No.
Refer to the Submittal Log for the list of required submittals. This list may not be all-inclusive, and it remains the Contractor’s responsibility to ensure conformance to the individual Specifications for possible additional submittal requirements. The submittal cover sheet in Microsoft Word or PDF format shall be included.
In addition to the submittals required in the attached tables, the Contractor shall submit the following information electronically to DSW-G5600-CS@wapa.gov:
a. Payrolls.
b. Sub-Contractor List/Forms.
c. Citizenship Forms.
d. Erosion Control Plan.
e. Environmental Submittals.
A submittal is required if the item is used in the performance of the contract.
2. APPROVAL TIME: Approval time for submittals shall be in accordance with the
“Commencement, Prosecution, and Completion of Work” paragraph.
3. TRANSMITTAL: The Contractor shall forward specified non-electronic submittals to one (1) of the following addresses:

DIVISION 2 – SITEWORK
A. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. Parts B and C Bidding Schedule item “Miscellaneous sitework” includes the following:
a. Replace all disturbed gravel surfacing with new gravel surfacing and protecting existing gravel surfacing.
b. Disposal of excess waste material from excavation, not necessary or suitable for construction, as determined by COR.
c. Provide a soil-applied herbicide where gravel surfacing is placed.

a. Remove and dispose of the concrete structures and concrete foundations, as shown on Drawings: MED 2001h(EI), MED 2002i(EI), MED 2003o(EI), MED 2005-3e(EI), MED 2007-1d(EI), MED 2009h, MED 2011g, MED 2119b, MED 2013, MED 2016, MED 2036b(EI), and MED 2010h.
b. Backfill the areas where foundations were removed with compacted structural backfill, and replace the existing gravel surface over those areas where foundations were removed.
c. Removal and disposal of existing buried utilities as shown on the drawings. Co-ordinate with the COR, Division 13, and Standard 13 regarding the disposal of material to include, but not limited to, buried conduit, pipe, groundwire, and cable.
3. Part B Bidding Schedule item “Bushing racks with concrete foundations” includes providing two bushing racks complete with concrete foundations, as shown on Drawings MED 2207-3a, MED 2372, and MED 2609, near the warehouse and existing bushing racks, with exact locations to be determined in the field by the COR.
a. Provide two concrete foundations complete with gravel fill, steel reinforcement, and anchor bolts. Connect bushing racks to ground mat with 500 kcmil copper.
b. Provide two galvanized structural steel bushing racks completely assembled on associated concrete foundations.
c. Transport spare bushings for transformer KU2B and power circuit breakers installed under this contract from temporary storage, and mount bushings in new bushing racks. Provide appropriately-sized stainless steel bolts, nuts, and washers to secure the bushings to the racks for long-term storage. Arrangement of bushings in racks will be determined in the field by the COR.
4. Parts B and C Bidding Schedule items do not contain separate items for the following.
Include these items in applicable Bidding Schedule items.
a. Excavations for foundations, structures, and trenches.
b. Place and compact earth material and backfill.
c. Grading for structure sites and line clearance.
d. Comply with Environmental Standards.
e. Provide engineering and gravel fills under concrete foundations, as shown on the drawings.

Dispose of Excavated and Demolition Material: Material from excavations and demolition not suitable or required for earthwork shall be removed from Government property and disposed of in an approved landfill. The Contractor shall make arrangements required for disposal of waste material in an approved landfill.
DIVISION 3 – CONCRETE
A. GENERAL:
1. MATERIAL:
a. Cement: Type II cement conforming to ASTM C 150 for Part B Bidding Schedule items.
b. Cement: Type III cement conforming to ASTM C 150 for Part C Bidding Schedule items.
c. Compressive Strength: 4000 psi at 28-days for Part B Bidding Schedule items.
d. Compressive Strength: 4000 psi at 3-days for Part C Bidding Schedule items.
e. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed .45 by weight.
f. Type A and D water-reducing and retarding admixtures may be used if approved by the
COR.
g. Fly-Ash: Shall be used in accordance with Standard 3.
The Contractor shall perform tests for potential reactivity for the sand and coarse aggregate to be used in this project. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source shall be obtained by the Contractor.
2. CURING: Exposed, formed surfaces of all concrete shall be cured with a water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.
B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. Part B Bidding Schedule item “Concrete foundations” item includes the use of concrete with Type II cement for the following:
a. Earthwork, formwork, reinforcement, material used in concrete, void forming material, drilling and grouting anchor bars, anchor bolts, curing, finishing, joints, and other related work and material needed to complete the concrete construction.

B. DESCRIPTION OF BIDDING SCHEDULE ITEMS:
1. Part B Bidding Schedule item “Connections to 345/230-24-kV, 600 MVA, three-phase power transformer” includes furnishing all equipment and material, and performing all work required to complete grounding connections, weld transformer base to plates embedded in foundation, connect the power transformer to the switchyard bus system, and make all control and power cable connections necessary to place the power transformer in service. A minimum of 14-linear-inches of 5/16-inch fillet weld are required at each embedded plate (ten locations) to anchor the transformer in accordance with seismic requirements. Details are shown on Drawing MED 2355b.
Lightning arresters for the 230-kV side of the transformer shall be grounded with new 500 kcmil copper cable arranged in a loop from one ground connection up the side of the transformer, through the arresters, and down the side of the transformer to a second ground connection.
The transformer will be set on its pad, assembled, and filled with oil by others prior to this project. Testing of the transformer shall be performed in accordance with Standard 9.1.2, Acceptance Tests – Method B (See “Electrical testing”).

10. Part B Bidding Schedule item “Bus system” includes providing material and services required to complete the outdoor strain buses, jumper buses, rigid buses, and overhead groundwire installations. The 345-kV, 230-kV, and 24-kV post insulators will be furnished by Western. Unless otherwise specified on the drawings, splices, elbows, pad type terminal connectors, and other fittings used on rigid or cable may be 360-degree radial swaged type (DMC Power or equal). Furnish corona shields for all 345-kV and 230-kV pad to pad connections.
11. Part B Bidding Schedule item “Conduit system” includes providing material and services required to complete the substation conduit system, including embedded and exposed conduit.
Conduit entering the cable trench with a 90-degree-bend is allowed to be Schedule 40 PVC, as shown on Drawing 31 1006. All other 90-degree-bends shall be rigid metal. A detectable warning tape shall be installed directly above each conduit run and located 12-inches below finished grade. All conduits shall have sealing compound installed at both ends. Informational drawings and data are not required for this item.
12. Part C Bidding Schedule items “Remove and reinstall coupling capacitor voltage transformer, 230-kV, single-phase” and “Remove and reinstall current transformer, 230-kV, single-phase” includes removing and reinstalling the following instrument transformers and associated jumpers and terminal boxes:
a. Nine (9) coupling capacitor voltage transformers designated VW18A1, VW18A2, VW18A3, VW42B1, VW42B2, VW42B3, VW72A1, VW72A2, and VW72A3; and nine (9) current transformers designated QW18A1, QW18A2, QW18A3, QW72A1, QW72A2, QW72A3, QW74A1, QW74A2, and QW74A3.

The existing jumpers shall be disconnected from the instrument transformers and the instrument transformers and terminal boxes shall be removed from their concrete pedestals and stored in the temporary storage facility (refer to the “Existing outdoor electrical equipment and material” paragraph). Control cables installed from the cable trenches to the terminal boxes shall be pulled back and coiled for reinstallation.
d. The instrument transformers and terminal boxes shall be transported from the temporary storage facility and installed on their new support structures. The terminal boxes shall be reinstalled at a height that allows the existing control cables from the trench to be reused.
Existing jumpers and control cables shall be reconnected to the instrument transformers.
e. New conduits and grounding associated with the reinstallation of the instrument transformers shall be included in these Bidding Schedule items, and installed in accordance with the drawings.

14. Part B Bidding Schedule item “Associated electrical equipment and material” includes providing equipment, material, and services required to complete the following substation installations, as shown on the drawings:
a. Insulated Conductors: Includes all insulated conductors and cables except 3/c No. 2, 5/c and 12/c No. 10 AWG control cable use when 5/c and 9/c No. 10 control cable is listed in the Bidding Schedule on a unit price basis, which are covered under separate Bidding Schedule items. The Contractor shall terminate both ends of all cables.
b. Terminal Boxes: Terminal boxes’ internal components shown on Drawings 31 1085 and
31 1086 are typical and the Contractor shall provide internal components for Type A and Type F terminal box configuration. Actual internal arrangements will be determined by the
COR.
c. Gas Cart Receptacles with Safety Switches: The safety switches shall be of the outdoor type, single-throw, fusible, single-phase, 3-wire, 240 V, 60-A. The enclosure for the safety switches shall be NEMA Type 4. The receptacles shall be single-phase, 3-wire 250 V, 50-A, grounding, NEMA 6-50R, complete with weatherproof enclosure, outlet body, and matching plug.
d. Oil Processing Safety Switches: The safety switches shall be of the outdoor type, single-throw, fusible, 3-phase, 3-wire, 600 V, 600-A with the phases marked to identify phases A, B, and C. The enclosure for the safety switches shall be NEMA Type 4.
