A. Project Bid Schedule
Remove and replace the bid schedule in its entirety with the attached revised bid schedule. The changes are as follows:
1. Revise CLIN 0036 Quantity from 39,500 to “25,000”
2. Revise CLIN 0037 Quantity from 39,500 to “25,000”
3. Revise CLIN 0038 Quantity from 34,500 to “20,500”
4. Revise CLIN 0037 Quantity from 34,500 to “20,500”
5. Revise CLIN 0041 to say “Control panels (3) for SWTC (Government-furnished)”
6. Insert CLIN 0046 “Furnish and install substation fiber optics…….LS”
7. E. The following clarifications shall apply to this solicitation:
1) Vendor Question: Please confirm the 100% small business includes subs as well.
Clarification/Response: Please refer to clause 52.219-8 – Utilization of Small Business
Concerns, which states “It is the policy of the United States that small business concerns, veteran-owned small business concerns, service-disabled veteran-owned small business concerns, HUBZone small business concerns, small disadvantaged business concerns, and women-owned small business concerns shall have the maximum practicable opportunity to participate in performing contracts let by any Federal agency… The Contractor hereby agrees to carry out this policy in the awarding of subcontracts to the fullest extent consistent with efficient contract performance.”
2) Vendor Question: Looking through the specs and drawings I have noticed a discrepancy.
Drawing # LNG 2150 States: “Block security wall removed from stage 01 work and moved to stage 02 work. There is not a bid schedule item for the Block Security Wall, it is not included in the stage 02 work on the Foundation Designation drawing LNG 2000 nor have found anything in the specs. Please Advise.
Clarification/Response: The block security wall was not in Stage 01 or Stage 02 work. It was not procured by Western Area Power Administration.
3) Vendor Question: Do subcontractors have to meet the small business requirements? There are concrete subcontractors that would like to bid the piers but do not meet the small business criteria.

4) Vendor Question: Our steel suppliers are saying there is not enough information to quote the lattice structures. The drawings provided (if these are to be used for estimating purposes) are not legible. Can we get better copies of #43-29S 2200, 2201 structure drawings.
Clarification/Response: See attached drawings #43-29S 2200 and 2201 (included as part of this amendment).
5) Vendor Question: The entire site is fairly rough and has allot of large rocks at the surface.
Should we assume our bid should include dressing up the site including haul off of all the rocks at the surface or is the grading contractor not complete?
Clarification/Response: The top 6 inches of the gravel surfacing must meet the gradation requirements listed in Western Standard 2 section 2.11.1 (the Western standards website location is referenced in the Solicitation Specifications, Division 1 paragraph A).
6) Vendor Question: The service building pad appears to have been built up at its location in the corner of the substation, however it does not appear compacted. Has this area been tested for compaction and approved or should we include preparing the subgrade for the building in our proposal?
Clarification/Response: The entire substation site has been completely compacted under a previous contract.
7) Vendor Question: (Retracted name of company)’s steel foundation system is an alternative solution to concrete foundations. We have been working with companies such as (retracted names of companies) on substation projects and would like to know if the Western Area Power
Administration would consider issuing using our system on the Longtin Substation project. If so, could an amendment be issued that would include a bid alternate for the concrete foundations?
Clarification/Response: No, Foundations must meet Western Standard 3.1.8 (the Western standards website location is referenced in the Solicitation Specifications, Division 1 paragraph
A).
8) Vendor Question: We have reviewed the drawings and spec. but are unable to determine the material type for the 6" gravel service or the structural fill. Can you please direct us to the spec.
information for both of these items.
Clarification/Response: Refer to Western Standard section 2.11.1. The Western standards website location is referenced in the Solicitation Specifications, Division 1 paragraph A.
9) Vendor Question: Will WAPA be furnishing the foundations bolts our should we include them in our proposal?
Clarification/Response: Refer to Division 4, Section B.4.B. of the Specifications.
10) Vendor Question: Do we need to be signed up as an interested vendor if we are just looking to supply the structural steel for the Longtin project, or do we just independently contact the general contractors bidding on this project?
Clarification/Response: There is no existing bidders list, however, at the bottom of the solicitation (link: https://www.fbo.gov/notices/a2391955463f1b0536dd6d0f2468147c), there's an option/link that says "Add Me To Interested Vendors". You may be able to see other interested vendors on that list as well. The requirements of this contract are listed in the solicitation. The prime contractor is responsible for procurement of the material with the exception of the material noted as Government-Furnished.
11) Vendor Question: Is the general contractor responsible for procurement of the material?

13) Vendor Question: In the package of drawings, #s 163 to 171 for the lattice towers are not legible. Is there another way we can get these?
Clarification/Response: Refer to clarification/response to Question # 4 above.
14) Vendor Question: Has there or will there be a site visit? The FBO site doesn't indicate an planned date nor an attendee list.
Clarification/Response: The site visit was already held. The details regarding the site visit is listed in the solicitation, under the provision DOE-L-1010 Site Visit. A second site visit will not be held. Contractors can still visit the substation site, but will not have access inside the substation walls.
15) Vendor Question: Will the government be issuing any Q&A responses for all contractors to use?
Clarification/Response: Yes, clarifications/responses are being addressed through this
Amendment 000002.
16) Vendor Question: Scope Question, Stage 2: Stage two drawing provided in the Longtin package include Power XMFR LT-T201 and LT-T202, but only T202 is presented in the project bidding schedule and spec documents. Will drawings be revised to clarify Stage 2 scope inclusion?
Clarification/Response: T-201 is the new transformer that is ALREADY located on site.
17) Vendor Question: Can we get any drawings on the transformer that is being relocated?
Clarification/Response: Reference attached drawings MCR002-01 and MCR002-02 (included as part of this amendment).
18) Vendor Question: Does anyone have a recent oil sample on the transformer that is being relocated?
Clarification/Response: Western does not have a current oil sample. The contractor is responsible to test prior, to meet EPA and ADOT requirements before relocating.
19) Vendor Question: With installing the supplied oil pumps and fans for the Westinghouse
Transformer is there a drawing made up showing the new wiring so I can estimate the time & material needed for this?

20) Vendor Question: Section 13.17 ask for PCB test on the oil prior to draining. Does WAPA have current samples showing the Westinghouse Transformer to be PCB free as this does matter for the proposal?

21) Vendor Question: Scope show contractor only testing for the Transformers and Ctrl/Power
Cables. Is there any other testing required? Instr XFMRs/Circuit Breakers/Relays/Etc or is this done by others?

22) Vendor Question: The scope of work for the 50mva transformer, bid item 0013, requires detail dwgs of the transformer showing configuration and dimensions for shipping purposes. Please advise.

24) Vendor Question: I would like to know if the rigid tubular Al bus is Welded or Compression?
Or is the bidding Schedule item "Bus Systems" reference to (DMC or Equal) just for the wire bus and Jumpers?

25) Vendor Question: I would like to know an approximate value of the 50 mva transformer that’s being relocated to Longtin Substation from Davis Substation?
Clarification/Response: The approximate value of the 50 mva transformer is $750,000.00.
