DIVISION 1 – GENERAL REQUIREMENTS
A. CONTRACT REQUIREMENT:
Construct and complete Longtin Substation, Stage 02, in accordance with the Construction Contract (Standard Form 1442); the Contract Clauses; Western Construction Standards, including Standard 1 – General Requirements (July 2009), Standard 2 – Sitework (July 2009), Standard 3 – Concrete (July 2009), Standard 4 – Substation Metalwork and Transmission Line Lattice Structures (July 2009), Standard 9 – Substation – Electrical (July 2009), Standard 10 – Transmission Line – Electrical (March 2010), Standard 12 – Painting (July 2009), Standard 13 – Environmental Quality Protection (July 2009), Standard 15 Drawings (July 2009), standard drawings, and these project specifications and drawings.
If a conflict occurs between the project specifications and the construction standards, the project specifications shall govern. The project specifications and the drawings are used to take exceptions or provide additions to the standard specifications. Some paragraphs in the standard specifications will not apply to this job.

Western project specifications and construction standards are explained in Standard 1 – General Requirements, Section 1.1.1 “Standards and Project Specifications”.
B. DESCRIPTION OF WORK:
The principal components of work include disassembling, moving and reassembling a 230/69-kV power transformer. Installing Government-furnished equipment (GFE): 240-V oil pumps and fans for power transformer LT-T202, 230-kV and 69-kV power circuit breakers, 230-kV and 69-kV disconnecting switches, 230-kV and 69-kV coupling capacitor voltage transformers, 230-kV current transformers, 69-kV station service power voltage transformer, vertical switchboard sections, HMI/RTU panel, communication rack, station battery and battery chargers. Providing electrical equipment: 69-kV and 25-kV fuse disconnecting switches, 69-kV surge arrester, 25-kV pad mounted transformer, 27.6-kV voltage transformers, power resistor, manual transfer switch, safety switches, AC and DC panelboards. Providing grounding system, bus system, conduit system, insulated conductors and cables, fiber optics, terminal boxes, outdoor lighting units and substation signs. Providing foundations and anchor bolts for substation structures, electrical equipment and material. Performing site work. Providing galvanized steel, cable trench, gravel surfacing, and oil containment facilities. Constructing a site built service building complete with electrical and mechanical systems. Providing approach spans with lattice steel structures. Providing OPGW from Longtin Substation to Topock Substation.
Paragraphs “Description of Bidding Schedule Items” in Divisions – 1, 2, 3, 4, 9, 10 and 11 describe the work to be performed.
The work is located near Bullhead City, AZ, in Mohave County as shown on drawings LNG 0015, DAD 0015, and TOP 0015.
C. DESCRIPTION OF BIDDING SCHEDULE ITEM:
1. Bidding Schedule item “Mobilization and preparatory work” includes the following:
a. Performing mobilization and preparatory work in accordance with Section H of the contract clauses.
b. Providing a Construction Program and a Safety and Health Program.
c. Provide Conex or equivalent storage “One-trip” type of unit (20-feet by 8-feet by
8-foot 6-inches) for Western material to be located as approved by the COR. Unit shall have double doors at each end of the container.
d. Providing a jobsite office trailer and the items listed below. Prior to any jobsite work, the
Contractor shall provide the office trailer for the exclusive use of Western.
(1) Relocation: If the Contractor changes the location of his office during the term of the contract, then the Contractor shall also move the mobile office trailer provided for Western, simultaneously with the transportation of his own unit.
(2) Installation: Install anchors and tie-downs for the trailer complying with local, State and Federal regulations. The office trailer shall be grounded. Entry points to the trailer shall be provided with stairways complying with OSHA (29 C.F.R 1926.1052).
(3) Office Space Requirements:
(a) Size and Arrangement: At least 250-square-feet (minimum) consisting of two (2) separate rooms (one (1) office and one (1) larger workroom).
(b) Heating and Cooling: Heating and cooling unit sized to provide adequate heating and cooling for climate in Bullhead City, AZ.
(c) Lighting and Electrical: Adequate lighting and 110 V electrical outlets.
(d) Utilities: Make all arrangements and pay all costs for providing utilities, including potable drinking water, electrical power, and heating and cooling energy.
(e) Toilet Facilities: Toilet facilities shall be provided in the immediate vicinity of the office and shall be maintained.
(4) Emergency Equipment: Provide and maintain the following emergency equipment:
(a) First aid kit by Affirmed Medical, Inc., Model No. 3503, or equal. Mount to the wall inside the workroom.
(b) Dry chemical fire extinguishers, classified 4-A:60-B:C, one (1) to be located inside each entrance to the trailer.
(5) Window Coverings: Provide adjustable mini-blinds.
(6) Office Furniture: Provide good quality, fully functional, office furniture as follows:

D. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK:
1. COMMENCEMENT AND COMPLETION: Begin work within 10-calendar days after date of receipt of Notice to Proceed.
2. SUBMITTAL APPROVAL TIME: Except as otherwise provided for specific submittals, Western will require 30-calendar days for review of drawings or data submitted for approval.
3. COMMENCEMENT OF CONTROL WORK: Do not perform any control board or outdoor equipment wiring until receipt of Government-furnished wiring diagrams. Western will furnish outdoor wiring diagrams, schematics diagrams, control board wiring diagrams and RTU interface rack wiring diagrams no later than 20-calendar days after the delivery of the control boards. Include these restrictions in the construction program.
4. OUTAGE RESTRICTIONS: In addition to the restrictions listed in the construction standards, the following outage restrictions shall apply:
a. No outages are allowed on the Davis-Topock No. 2, 230-kV transmission line.
b. Only two (2) outages will be allowed on the Davis-Topock No. 1 230-kV transmission line:
(1) One (1) continuous, 5-day outage between October 1, 2013 and December 1, 2013.
(2) One (1) continuous, 60-day outage from January 2, 2014 through March 1, 2014.
c. Only one (1) continuous, 5-day outage will be allowed at Davis Substation on transformer
KY7A, between October 1, 2013 and November 1, 2013.
5. CONSTRUCTION SCHEDULE RESTRICTIONS: The following construction schedule restrictions shall apply:
a. The transformer shall be relocated from Davis Substation to Longtin Substation by
NLT November 1, 2013.
b. All lattice structure foundations shall be installed by NLT December 1, 2013.
c. The substation and control building (including control board installation and cabling to all equipment) shall be complete and ready for Western commissioning work by NLT January 2, 2014.
d. All lattice steel structures shall be installed and approach spans strung into the
230-kV yard by NLT January 20, 2014.
e. The fiber optic overhead ground wire and fiber duct cable shall be installed and tested by NLT February 10, 2014.
6. MAXIMUM AVAILABLE FAULT CURRENT: When protective ground leads are required, the protective ground leads shall be sized to carry the maximum available fault current in accordance with the Standard 1 – General Requirements, Section 1.4 “Safety and Health” and the following:
a. Longtin Substation:
(1) The maximum available fault current in the 230-kV area is 11,100 amperes.
(2) The maximum available fault current in the 69-kV area is 8,400 amperes.
(3) The maximum available fault current in the 24.9-kV area is 4,200 amperes.
b. Davis Switchyard:
(1) The maximum available fault current in the 230/69-kV transformer area is 16,200 amperes.
c. Topock Substation:
(1) The maximum available fault current in the 230-kV area is 15,000 amperes.
7. TYPICAL FOUNDATIONS FOR GOVERNMENT-FURNISHED ELECTRICAL EQUIPMENT:
Typical foundations are shown on the drawings. Western will design these foundations after receipt of informational drawings and data from the equipment manufacturer. Western will forward revised construction drawings for these foundations no later than 30-days prior to the “NLT” delivery date listed in the, “Material” section. If the “NLT” delivery date is adjusted by Western, forwarding of revised foundation construction drawings will be automatically adjusted in a like manner.

1. POINTS OF DELIVERY: Material furnished by Western will be delivered to Longtin Substation.
The Contractor is responsible for moving Western-furnished material from temporary storage locations to final destinations.
2. PROTECTION OF MATERIAL: Provide climate controlled (minimum of 70 degrees Fahrenheit for 24-hours a day) indoor storage for items 8 through 10 above. Provide protection against the elements after being removed from indoor storage and before installation. Approximately 200-square-feet of indoor storage will be required.
G. RIGHTS-OF-WAY:
1. GENERAL: Orient construction methods and equipment to utilize Government-furnished rights-of-way or obtain additional temporary access without additional cost to Western.
2. ACCESS EASEMENTS: Western has acquired access easements from existing public roads to the transmission line and some off right-of-way access along the transmission line. This off right-of-way access route is to provide access to the transmission line structure sites not accessible by traveling the transmission line.
3. WORK ON THE RIGHT-OF-WAY:
a. General: Perform work on the rights-of-way necessary for access to or along the transmission line. Only that excavation, dozing, or blading that is absolutely necessary will be allowed. Excavation, dozing, and blading for ease of travel may only be performed after field review and approval by the COR. Unauthorized excavation, dozing, or blading shall immediately be repaired or Western will have the damage repaired and backcharge the Contractor for all costs involved.
b. Ease of Travel and Crane Landings: Excavation, dozing, or blading done for ease of travel on any easement or for crane landings shall be restored to the original contour of the land and shall be compacted to a dry density not less than the natural in-place dry density of the surrounding earth. The use of water may be required to obtain the required density. Topsoil shall be stockpiled and spread on cuts prior to completion of work.
H. GEOLOGIC INVESTIGATIONS:
Geologic logs of subsurface explorations included in the “Drawings” Division constitute the information and records of geologic investigations for the work. Locations of subsurface investigations are shown on the drawings. A geotechnical report will be provided following contract award, upon request.
I. ELECTRIC POWER FOR CONSTRUCTION PURPOSES:
Until permanent power is available, provide temporary power to the service building to serve all building loads including HVAC, lighting, and station battery system. Provide temporary heating prior to beginning finish work, sufficient to keep the interior of the building at a minimum of 70 degrees Fahrenheit for 24-hours a day, until permanent heating is available.
Make arrangements and provide all electric power for construction purposes. Provide necessary transmission lines, distribution circuits, transformers, and other electrical equipment for distributing the power to the places of use. At contract completion, remove temporary electrical equipment and distribution lines.
J. WATER FOR CONSTRUCTION PURPOSES:
The Contractor shall furnish water for construction purposes. Make arrangements for obtaining the water, and provide for conveying the water to the points of use.
K. EXPLOSIVES AND BLASTING:
Explosives shall not be used.
L. SUBMITTALS:
1. GENERAL: The Contractor shall furnish submittals as specified in the construction standards and the project specifications.

Items removed from the existing transmission line shall become the property of the Contractor, shall be removed promptly from the ROW, and may not be reinstalled in the new line, except for conductor, overhead ground wire, vibration dampers for conductor, and vibration dampers for overhead ground wire as described below.
b. Approximate quantities are listed in Tables 2-1 and 2-2. The Contractor shall determine the actual quantities to be removed and, regardless of the quantities removed, payment will only be made for the lump sum price bid in the Bidding Schedule.
c. Remove the conductor insulator assemblies, overhead ground wire, and overhead ground wire assembles, complete with accessories, listed in Table 2-1. The conductor insulator assemblies shall be removed from Station 758+00 (Structure No. 13/2) to Station 772+00 (Structure No. 13/3). DIVISION 3 – CONCRETE
A. GENERAL:
1. MATERIAL:
a. Cement: Type V cement according to ASTM C 150; if Type V cement is not readily available locally, a pozzolan additive may be used with Type I or II A cement to mitigate sulfate attack. Where severe alkali conditions exist, use Type V cement, otherwise use Type II A cement. Types are according to ASTM C 150.
b. Compressive Strength: 4000 psi at 28-days for substation and transmission line concrete.
c. Water-Cement Ratio: Net water-cement ratio, exclusive of water absorbed by the aggregates, shall not exceed 0.52 by weight.
d. Type A and D water-reducing and retarding admixtures may be used if approved by the
COR.
e. Use of fly ash is required in concrete.
2. TEST FOR POTENTIAL REACTIVITY OF SAND AND COARSE AGGREGATE: Perform test for each source used. If the tests determine the aggregate(s) to be unsuitable as a concrete aggregate, a suitable source shall be obtained by the Contractor.
3. CURING: Exposed, formed surfaces of all concrete foundations shall be cured with water, resin-base curing compound without fugitive dye, or by covering with polyethylene film.
B. DESCRIPTION OF BID ITEMS:
1. Bidding Schedule item “Concrete foundations” includes the following:
a. Earthwork, formwork, reinforcement, material used in concrete, anchor bolts, curing, finishing, joints and other related work and material needed to complete the concrete construction.

2. Bidding Schedule item “Type “C” cable trench” includes providing precast concrete Type C cable trench, vehicular crossings, complete with sandfill, concrete covers, and other accessories.

a. Modifying steel lattice tower located at Structure No. 17/2 by adding one new OPGW plate as shown on drawing 43-27S 2203 to dead end the OPGW at this structure. The OPGW plate will replace the existing OGW plate. Structure 17/2 can handle a dead end load of up to 5000 pounds for installation of the dead end assembly on the tower. A dead end load is a load that is applied to one side of the tower with no load in the other direction. In order to pull this load the Contractor must pull at a location that is a minimum of three (3) times further than the height of the OPGW attachment, to minimize the vertical loading to the tower. This load only applies to one (1) OGW peak. All other OGW and Conductor attachment locations must be intact and have the same loads on both sides of the structure.
b. Steel materials shall be galvanized.
c. The wind speed shall be 30 miles per hour (mph) or less for modifying towers.
3. Bidding Schedule item “Transmission line lattice steel structures” includes providing the

There is no geologic data at the new or existing tower locations. The Contractor may obtain such data in helping determine the correct foundation for these two (2) structures.
The drawings are provided as a reference for the type that is normally required for these structures. The bore logs at the substation are included in the specification. These two (2) towers will require eight (8) foundations. The concrete will be in accordance with Division 3. Regardless of the concrete quantities actually placed, payment will be based on the quantities of concrete shown on drawings.

Table 4-2 drawings shall be used to fabricate material. a. General: The Contractor shall be responsible for travel to David Switchyard, located near
Bullhead City, AZ, as shown on drawing DAD 0015, and transporting the existing 50 MVA transformer to Longtin Substation. The transformer is located on a concrete slab inside Davis Switchyard. The surge arresters, bushings, and radiators will need to be removed from the transformer and prepared for transport. The Contractor shall drain the transformer of oil and prepare the transformer for transport, including providing an impact recorder mounted on the transformer. The Contractor shall transport the transformer and all components including the oil to Longtin Substation. The Contractor shall analyze the results of the impact recorder, furnish impact recorder results to the COR and confirm that no damage to the transformer occurred during transport. The Contractor shall then reassemble the transformer, process the transformer oil as needed, test and verify the transformer is ready for normal operation. The Contractor shall provide all personnel, including erecting engineer, all equipment including cranes, rigging equipment, tractor trailers, truck transport, oil processing, test equipment, highway and road certificates as required, and all other material, equipment, or personnel as needed to complete the work.
b. Transformer disassembly: The work shall be accomplished under the guidance of an erecting engineer and shall include the following:
(1) The erecting engineer shall have experience with onsite disassembly, oil draining and pre-movement testing of large three-phase oil filled transformers rated a minimum of 50 MVA at 230-kV.
(2) Inspect transformer and furnish report of any problems found to the COR.
(3) Test transformer and furnish results to the COR.
(4) Drain oil into Contractor provided oil tanker trucks.
(5) Box and crate any disassembled or spare parts.
(6) Pressurize the transformer with dry air for shipment.
c. Transport of transformer oil and transformer components: The work shall be accomplished under the supervision of an erecting engineer and shall include the
(1) The erecting engineer shall have experience transporting large three-phase oil filled transformers rated a minimum of 50 MVA at 230-kV.
(2) The transformer oil shall be transported by tank trucks from Davis Switchyard to Longtin Substation.
(3) The transformer shall be loaded and transported from Davis Switchyard to Longtin Substation. The transportation system shall be approved by the COR. (4) The Contractor shall install an impact recorder on the transformer and provide recorder data for the entire loading, transportation and unloading operation. The Contractor shall analyze the results and prepare a certified report and turn it over to the COR within 10-days after off loading the transformer.
(5) The Contractor shall off load the transformer at the Longtin Substation construction site, onto the concrete pad previously installed by others.
(6) Transport the transformer accessories, including any spare parts from Davis Switchyard to Longtin Substation.
d. Reassembly of the transformer: The work shall be accomplished under the supervision of an erecting engineer with experience assembling large oil filled transformers rated a minimum of 50 MVA at 230-kV and include the following:
(1) Mount all bushing turrets and reconnect current transformer wiring.
(2) Provide new gaskets and tape as required.
(3) Install bushings.
(4) Hang and brace radiator headers and associated radiators.
(5) Mount surge arresters.
(6) Mount miscellaneous items removed for shipment.
(7) Place any spare parts in the locations directed
