Amendment 000003
The purpose of this amendment is to update the bid schedule, clarify/update the specifications and the drawing list, incorporate the updated wage determinations, and provide clarifications/responses to vendor questions. The bid opening/due date is not extended.
A. Project Bid Schedule
Remove and replace the bid schedule in its entirety with attached revised bid schedule. Changes are noted by a right side bar.
B. Project Specifications
Remove and replace pages 10,12,14,18,22,23,47,49,50 and 104 of the project specifications with the attached revised project specification pages. Changes are noted by a right side bar.
C. Project Drawings
Remove and replace the drawing list in its entirety with attached revised drawing list. Changes are noted by a right side bar.
D. Replace the existing Wage Determination Numbers AZ130014, dated 01/04/2013, and AZ130027, dated 01/11/2013, with the attached updated Wage Determination Numbers AZ130014, dated
05/17/2013, and AZ130027, dated 06/14/2013.
E. As a result of the changes listed above, Remove and Replace Page 30 (Section J) of the Solicitation with the attached revised Page 30 (Section J). Changes are in noted by a right side bar and are in bold and italicized font.
F. The following clarifications shall apply to this solicitation:
1) Vendor Question: Please verify whether the weight (22,628 lbs.) shown on drawing 43- 25T
2202, under the 70’ 0” type 25T tower body detail is for the entire 70’ structure or just the body. If it is just for the body my vendor is asking verification that it does include the stub angles and all other steel excluding the legs and verification the weights provide for the legs are for all quantities needed or is the weight per leg.
Clarification/Response: Refer to drawing 43-25T 2202. The 22,628 lbs is just for 70’ Type 25T
Body. The leg weights are on Drawing 43-25T 2202 and its per leg depending on the leg length.
2) Vendor Question: In the specs, Division 4.B.1.q on page 22 indicates a Type V Bus Pole
Structure. Drawing LNG 2611 has types I through IV detailed but has left off Type V information. Is this information available?
Lattice modification: Specs call for a 25T tower type with a body height of 70’. The drawing
43-25T, included with the documents, shows a 50’ body height. We will need the correct drawing to quote the 70’ body height.
Clarification/Response: Page 22 remove and replace in its entirety. Page 22 remove the following: “One (1) – 69-kV Bus Pole Type V” it’s not needed. Refer to drawing 43-25T 2202 for the calculation for the type 25T structure. Drawing 43-25T 2200 shows the structure body of 50’ and 43-25T 2202 shows the leg section of the structure 20’ making a total structure of
70’.
3) Vendor Question: Addendum 000002 changes the optical groundwire to a .645” 48 fiber cable but the bid unit calls for a .465” 48 fiber cable, is one of them a typo?
Also, the OPGW spec in Division 10, page 50 still shows the same specification for a .465” 24 fiber cable. Is that the correct specification?
Clarification/Response: The specifications and bid schedule are correct. The OPGW diameter is
0.465 inch. See attached revised page 50 of the project specification.
4) Vendor Question: There seems to be a few discrepancies on the new bid form as compared to
Solicitation DE-SOL-0005448, A. Project bid schedule.
6) Insert CLIN 0046 “Furnish and Install substation fiber optics….This bid item on the bid form is electrical testing.
Also, the OPGW was changed to 48 fiber, .645” dia, but #9 CLIN 0055 still says .456” and the bid form still indicates .456” dia on both 0053 and 0055.
Clarification/Response: The specification and bid schedule is correct. The OPGW diameter is
0.465 inch.
5) Vendor Question: On page 45 of the spec revision, Div. 9 , 27, a, 1 , (a),(b) - The OFS material has special printing on the jacket. 78-8888 and 312103
Is this special print number a specification or just some numbers you want printed on the cable.
If it is a specification, then what is the spec.
If it is just text, please advise.
The people at OFS need to know in order to quote.
Clarification/Response: Yes Western wants the special printing on the jacket as it’s designated in the Division 9, 27, a, (1), (a) and (b). Southwest Transco (SWTCO) is asking for this and it designates ownership and operational of the fiber.
6) Vendor Question: I am contacting you in regards to the Longtin Substation Stage 02. This bid was found at fbo.gov solicitation number: DE-SOL-0005448. I would like to learn more about the project and have a couple of quick questions. Does this project require a pre-bid conference and is it ok for foreign firms to bid on this project?
Also can you send me the RFQ/RFP for further information.
Clarification/Response: The site visit was already held. The details regarding the site visit is listed in the solicitation, under the provision DOE-L-1010 Site Visit. A second site visit will not be held. Contractors can still visit the substation site, but will not have access inside the substation walls. This is a small business set-aside, and foreign firms cannot be considered a small business (unless they have a place of business located in the U.S. and/or they pay taxes in the U.S.). 7) Vendor Question: We are looking at who ( WAPA or subcontractor ) would be responsible for
WAPA supplied material and equipment and subcontractor supplied material, equipment and labor in case of An event like flood, earthquake, fire, theft etc. Builders risk is a type of insurance that can be bought to cover events, such as listed in the previous sentence. We are asking who assumes the risk of loss to The project?
Clarification/Response: We are under the assumption that the risk would lie with whoever is in possession of the equipment, materials, etc…, at the time of the incident. However, the nature of these types of incidents, such as the examples listed in the question above, can vary greatly and the intricacies would have to be evaluated at such time. The insurance(s) that is required for this contract is identified in the terms and conditions of the solicitation.
8) Vendor Question: In the revised bid schedule CLIN 0039 - Qtys of material for installation did not change with the relation to Qtys to provide CLIN 0038.
Clarification/Response: This is clarified in this Amendment 000003, See revised attached Bid
Schedule.
9) Vendor Question: Amendment page 2; A.4 should state 39 not 37 (our assumption).
Clarification/Response: This is clarified in this Amendment 000003, See revised attached Bid
Schedule.
10) Vendor Question: CLIN 0046 is for Electrical Testing; however in Division 9; page 44; Bid schedule item "Electrical Testing" has been replaced in the revised spec by "Furnish and Install substation Fiber Optics" with no reference in revised spec to "Electrical Testing" - our assumption per the Q & As that the testing is still required in accordance to Standard 9; 9.1.2
Method B - but with current spec there is no scope of work requirement stated.

11) Vendor Question: Division 1, page 12, 5: Construction schedule restriction; C - "substation and control building shall be complete & and ready to commission NLT 1/2/14 - however this does not correlate with completion date of all site work of 5/15/14 per Section A; Solicitation
Contract Forms, Section F - Please clarify what is required to be completed and ready for commissioning by 1/2/14 vs 5/15/14 - entire substation & and building or just building as it states in schedule that the building shall be completed and ready for use by 11/1/14 which in turns conflicts with 1/2/14 date.
Clarification/Response: The completion date of no later than May 15, 2014 is for completion of the entire substation/project. The completion date of no later than January 2, 2014 is for completion (and ready for Western commissioning work) of the control building.
12) In Amendment Question / Answer #27 - addressing specifically the Davis Dam Transformer -all testing shall be done on the transformer upon installation completion; the current spec is stating that the same exact testing would be required with full substation testing. Due to cost of performing the same exact testing twice we would like specific clarification whether the testing performed in relation to CLIN 0013 would satisfy spec testing requirements or would the exact testing be required a second time in relation to CLIN 0046.
Clarification/Response: CLIN 0013 is directly involved with the transformer installation and
CLIN 0046 is directly for substation electrical testing.
13) Vendor Question: Per specification WAPA requires a 20 x 8 ft. storage trailer with dbl doors on each end. This is not a typical rental - is this an absolute or would single ended dbl doors be acceptable for a 20x8 unit.
Clarification/Response: Yes as per the specification WAPA requires a 20 x 8 ft. storage trailer with dbl doors on each end.
14) Vendor Question: Division 1; Section E; Spec calls for indoor climate control storage for GFE items 8-10 - approx. 200 sq. ft. - the only item that is not an outdoor piece of equipment is the vertical switchboard sections. Would there be any other alternative that would be accepted by
WAPA for storage as climate control units are hard to come by as well.
Clarification/Response: This is clarified in this Amendment 000003, See revised attached
Specification Page 14.
