About this file

This is an internal department response email from Pinellas County Public Works clarifying project scope and contract term requirements for the 2025 Dune Planting Services solicitation. The project encompasses sand dune planting and maintenance services across multiple Pinellas County beach locations, organized into three primary project areas: Long Key (which includes Pass-A-Grille and St. Pete Beach), Sand Key (which encompasses Redington Shores, North Redington Beach, Indian Shores, Indian Rocks Beach, Belleair Beach, and Clearwater), and Treasure Island (also referred to as Sunset Beach and Sunshine Beach). The solicitation was originally structured as a five-year as-needed contract but has been revised to a one-year term. Contractors are required to participate in mandatory site visits with the County Project Manager before submitting work assignment quantities. The bid was released on October 30, 2025, with questions due by November 3, 2025, and proposals due by November 6, 2025, at 3:00 pm.

The pricing proposal establishes unit prices for one-inch plant installations at $1.15, with a total estimated project cost of $1,801,881.18, comprising a base cost of $1,638,073.80 and a $163,807.38 contingency. Contractors must use native coastal vegetation species collected from the West Central Florida coast, including sea oats, panic grass, railroad vine, and seashore dropseed, with specific percentages required for plant species composition. All installations must adhere to wildlife monitoring requirements during shorebird (February 15th through September 1st) and marine turtle (May 1st through October 31st) nesting seasons. Contractors must provide comprehensive insurance coverage with specific minimum limits, comply with E-Verify requirements, and complete attestations regarding common carrier status, foreign countries of concern, and human trafficking compliance. A 180-day warranty period applies with specific success criteria based on plant survival rates and root penetration.

Good Morning Zachary, I am processing the intake (25-0933-REQ - 2025 Pinellas County Dune Planting Services) for Public Works and I received a few questions about the project.

1. The pricing proposal for this lists three (3) Pinellas county beach locations (Sand Key, Treasure Island and Pass-A-Grille) however, the Project Overview lists other, additional beach segments (St Pete Beach, Redington Shores, North Redington Beach, Indian Shores, Indian Rocks Beach, Belleair Beach and Clearwater). This is confusing for locations that are going to be included for the plantings and dune project. Can you clarify if the three listed in the Pricing Proposal are the only ones for this project and if the additional beaches listed are associated with the three listed? The Purchasing Director wants the clarification.

Yes, it’s confusing to describe them in different ways.

Long Key = Pass-A-Grille = St. Pete Beach for the purposes of this solicitation Sand Key = Redington Shores, North Redington Beach, Indian Shores, Indian Rocks Beach, Belleair Beach and Clearwater Treasure Island is also a project area which is sometimes broken out and referred to as Sunset Beach and Sunshine Beach

2. Also, for the Pricing Proposal, the intakes stated request is for five (5) years, but it appears the the pricing proposal is for only one year. Can you confirm that this is the case?

Please let me know so that I can continue with the submittal for approval.

We’d originally planned on having it be a 5-year as needed contract and later attempted to change it to be a one year. Please revise to 1-year.

Thank you, Tom
