About this file
This document is an email chain between Pinellas County Purchasing and Public Works staff discussing the 2025 Pinellas County Dune Planting Services procurement (Solicitation 25-0933-REQ). The project involves dune planting services across multiple beach locations in Pinellas County, including Sand Key, Treasure Island, Pass-A-Grille, St. Pete Beach, Redington Shores, North Redington Beach, Indian Shores, Indian Rocks Beach, Belleair Beach, and Clearwater. Initially planned as a five-year contract, the procurement was revised to become a one-year contract. The emails reveal internal discussions clarifying project location details and contract duration.
The key discussion points center on resolving inconsistencies in the project documentation. Specifically, the pricing proposal listed three beach locations, while the project overview mentioned additional beach segments, creating confusion about the exact project scope. Zachary Westfall clarified the location groupings, explaining that Long Key/Pass-A-Grille is equivalent to St. Pete Beach, Sand Key encompasses multiple beaches including Redington Shores and Indian Rocks Beach, and Treasure Island includes Sunset and Sunshine Beach areas. The procurement team sought to ensure clear understanding of the project locations and contract terms before proceeding with the solicitation approval process.

Good Morning Zachary, I am processing the intake (25-0933-REQ - 2025 Pinellas County Dune Planting Services) for Public Works and I received a few questions about the project.
1. The pricing proposal for this lists three (3) Pinellas county beach locations (Sand Key, Treasure Island and Pass-A-Grille) however, the Project Overview lists other, additional beach segments (St Pete Beach, Redington Shores, North Redington Beach, Indian Shores, Indian Rocks Beach, Belleair Beach and Clearwater). This is confusing for locations that are going to be included for the plantings and dune project. Can you clarify if the three listed in the Pricing Proposal are the only ones for this project and if the additional beaches listed are associated with the three listed? The Purchasing Director wants the clarification.
Yes, it’s confusing to describe them in different ways.
Long Key = Pass-A-Grille = St. Pete Beach for the purposes of this solicitation Sand Key = Redington Shores, North Redington Beach, Indian Shores, Indian Rocks Beach, Belleair Beach and Clearwater Treasure Island is also a project area which is sometimes broken out and referred to as Sunset Beach and Sunshine Beach
2. Also, for the Pricing Proposal, the intakes stated request is for five (5) years, but it appears the the pricing proposal is for only one year. Can you confirm that this is the case?
Please let me know so that I can continue with the submittal for approval.
We’d originally planned on having it be a 5-year as needed contract and later attempted to change it to be a one year. Please revise to 1-year.
Thank you, Tom
