About this file

This document is an official Q&A response related to a Request for Response (RFR) issued by the Massachusetts Department of Environmental Protection (MassDEP), Division of Watershed Management, Watershed Planning Program, for a Master Service Agreement for Analytical Laboratory Services. Through this RFR, MassDEP is seeking to establish a list of pre-qualified analytical laboratory firms to provide analyses of environmental samples on a project-by-project basis during the contract term. The RFR includes details on the required personnel qualifications, bidding and submission requirements, as well as the process for utilizing subcontractors. The resulting contracts from this solicitation will be available for use by MassDEP only.

The RFR provides clarification on several key topics, including the ability of laboratories to subcontract out tests they cannot perform, the specific personnel resumes required, and the timeline for submitting and responding to questions. It is noted that this is not an OSD Contract, and the resulting contracts are only available for use by MassDEP. No other pricing or funding details are provided in the document.

Master Service Agreement for Analytical Laboratory Services

Agency Document Number: RFR# DEP-BWR-RFR-2017-15-ANALYTICAL LAB SERVICES Bid Number BD-17-1045-BWR00-BWR01-16001

Bureau of Water Resources Division of Watershed Management Watershed Planning Program

1. Question: "If our laboratory is unable to run a test, should we state "no bid" or insert our sub-laboratory's pricing?"

Response: It is not expected that all laboratories will have the capability of performing all tests for all analyte groups listed in Section 10 of the RFR. Laboratories that have the capability of analyzing (in a primary role as contractor) for as few as one of the groups or one of the parameters within a group are eligible to submit a Response to this solicitation. In the event that laboratories seek to utilize a sub-contractor for some of these analyses, the bidder must submit qualifications for the sub-contractor as required in RFR section 3.2, and base pricing for the sub-contractor as required in RFR section 3.5. This RFR is not intended for contractors who do not perform or intend to perform any of the tests included in Section 10 of the RFR in a primary capacity, and who are proposing to sub-contract out all analysis for 100% of the samples through sub-contracting services.

Regarding use of “No Bid” for Items on COMMBUYS, the No Bid check box will default: REMEMBER to enter a unit cost (i.e. 1) or check No Charge. A No Bid is considered a Nonresponse.

2. Question: "What type of "Personnel Resumes" are you looking for? i.e.: Project Manager,Lab Analyst,Director, etc.”

Response: As described in Sections 3.2 and 7.1 of the RFR, the Response should include resumes for the Bidder’s key employees who will have primary responsibility for project tasks, as well as any proposed subcontractors. Staff with primary responsibility can include those involved in analytical, quality assurance and project manager roles.

3. Question: “Is there someone to contact with for further assistance after the QA time frame ends?”

Response: MassDEP will be posting Answers to Questions which were properly submitted via COMMBUYS by the RFR procurement deadline for question submittal (which was 5:00 p.m., May 18, 2017). Any questions received via COMMBUYS (or by any other method) after May 18, 2017 will NOT be answered.

COMMBUYS support is available for technical assistance during the procurement process, as described in Section 7.4 of the RFR.

4. Question: “Does the OSD Contract apply to only Municipalities, or does this also apply to environmental consulting firms?”

Response: This Bid Solicitation (BD-17-1045-BWR00-BWR01-16001) is not an OSD Contract, but is a solicitation for services issued by the Massachusetts Department of Environmental Protection (MassDEP). The resulting contracts from this solicitation are available for use by MassDEP only (see RFR Section 1.5). As indicated in the RFR Section 1.1, Procurement Scope and Description, the purpose of this solicitation is to establish a list of pre-qualified analytical laboratory firms to provide MassDEP with analyses of environmental samples on a project-by-project basis during the Contract term.
