About this file

This document contains delivery, payment, and award evaluation requirements for a Bureau of Prisons (BOP) food service solicitation.

All awarded items must be delivered by October 19, 2026, during business hours Monday through Friday from 6:30 a.m. to 1:00 p.m., with no Federal Holiday deliveries accepted. Deliveries must be palletized and comply with strict temperature requirements: non-frozen perishable foods between 34-40 degrees Fahrenheit, canned goods above 34 degrees Fahrenheit and not frozen, and frozen foods at 0 degrees Fahrenheit or below. All items must conform to BOP National Menu Specifications, with certified religious diet items requiring Kosher Symbol marking on individual packages. The Government reserves the right to conditionally receive items for up to three days for inspection and testing, with non-compliant items refused and items conditionally received but found unacceptable to be picked up by the vendor at their expense within two weeks or disposed of by warehouse staff. Drivers must assist in unloading deliveries by pushing pallets to the edge for forklift unloading. Contractor failure to meet delivery schedules without excusable delays or specification compliance will negatively affect past performance ratings and may result in findings of non-responsibility for future awards.

Payment will be made via government purchase card for orders under $15,000 and via Electronic Funds Transfer (EFT) for orders over $15,000, in accordance with the Prompt Payment Act and applicable agricultural payment provisions. Vendors must register in the System for Award Management (SAM) database and include their DUNS number on submissions; those already registered in SAM need only complete section (1) of FAR Provision 52.212-3. Awards will be made based on price and price-related factors, with past performance considered as an evaluation criterion; poor past performance regarding late, incorrect, or non-delivery may result in bid rejection. Multiple awards may be made at Government discretion, and some line items may not be awarded. Quotes with changes to item specifications or conditional offers (All-or-None Basis) will be considered non-responsive.
