The solicitation is open to all vendors and encompasses resilience-focused infrastructure upgrades and distributed energy resource deployments statewide. Two bidder's conferences are scheduled for September 3, 2026 at 3:00 PM EPT and September 9, 2026 at 1:00 PM EPT. The deadline for vendor questions is September 15, 2026 at 12:00 PM EPT, with answers released on September 22, 2026. Individual project grants range from $10,000 to $6 million, with total funding availability of approximately $24 million. Funding sources include Federal Bipartisan Infrastructure Law (BIL) Section 40101(d) formula funding, state bond cost match funding authorized under Connecticut General Statutes Section 16-243y, and Federal Sustainable Energy Program BIL funding. Eligible applicants include municipalities, municipal electric utilities, investor-owned utilities, cooperatives, and other qualified entities. Applicants must demonstrate project readiness including preliminary engineering and environmental assessments, with preference given to shovel-ready projects. The evaluation criteria include technical merit, cost-effectiveness, community benefit, and alignment with state energy goals. Selected projects will be subject to grant agreements requiring progress reporting, financial documentation, and compliance with construction timelines and quality standards. All applicants must comply with applicable federal and state procurement regulations, prevailing wage requirements, and environmental review processes.
