About this file

This is an Annual Program Metrics and Impact Report (APR) template instruction document issued by the Connecticut Department of Energy and Environmental Protection for grant recipients participating in the Energy Resilience Construction Grants program. The APR serves as the annual performance reporting mechanism for recipients to submit once yearly at the end of each Federal Fiscal Year throughout their award agreement duration. Grant recipients must populate the template with project-specific data across multiple reporting categories, including general project information, resilience performance metrics, climate policy goals, community benefits, workforce development, cost-effectiveness, and project-specific metrics differentiated by project type (Grid Infrastructure, Distributed Energy Resources, and Microgrids). The reporting template accommodates projects serving critical facilities and tracks impacts across residential, commercial, and industrial customer segments. Recipients must document performance metrics before and after project implementation, comparing actual results against baseline and proposed performance values, with data collection dates required for all entries.

The template utilizes color-coded cells and dropdown menus to facilitate consistent data entry, with most fields requiring manual input of numeric values, selection from predefined options, or narrative descriptions. Grant recipients must report resilience metrics including System Average Interruption Duration Index (SAIDI), Customer Average Interruption Duration Index (CAIDI), System Average Interruption Frequency Index (SAIFI), and outage-related data categorized by cause and grid coverage area. Community engagement reporting requires documentation of up to six events with attendee demographics, engagement types, and outcomes. Workforce development metrics must track full-time employees, apprenticeships, training participation, and demographic information including gender, race, ethnicity, veteran status, disability status, and disadvantaged community affiliation. The template also requires reporting on emissions reductions (CO2, NOx, SO2, PM 2.5), vulnerable community benefits, and project cost data in nominal 2026 dollars, with instructions defining key terms including Major Event Days, critical facilities, community types (vulnerable, environmental justice, tribal, fossil energy, and rural), and engagement levels (inform, consult, involve, collaborate, and defer).

Major Event DayDays where the system operational and/or design limits exceed a threshold established by:
1. Collecting values for five sequential years ending on the last day of the last complete reporting period.
If fewer than five years of historical data are available, use all available historical data.
2. Excluding any day in the data set has a value of zero.
3. Taking the natural logarithm (ln) of each daily value in the data set.
4. Finding α (Alpha), the average of the logarithms (also known as the log-average) of the data set.
5. Finding β (Beta), the standard deviation of the logarithms (also known as the log-standard deviation) of the data set.
6. Computing the major event day threshold, TMED, using the equation: ( ) α+2.5β T = e MED
7. Classifying any day with daily value greater than the threshold value TMED that occurs during the subsequent reporting period is classified as a major event day.
Outage TypeSpecifies the cause(s) of all outages the impact metrics are associated with.
CoverageSpecifies the part(s) of the electric grid the impact metrics are associated with.
Critical FacilitiesAny hospital, police station, fire station, water treatment plant, sewage treatment plant, public shelter, correctional facility or production and transmission facility of a television or radio station, whether broadcast, cable or satellite, licensed by the Federal Communications Commission, any commercial area of a municipality, a municipal center, as identified by the chief elected official of any municipality, or any other facility or area identified by the Department of Energy and Environmental Protection as critical.
