About this file
This is a Proposal Budget Template document issued by the Connecticut Department of Energy and Environmental Protection (DEEP) for the Energy Resilience Construction Grants program. The template is mandatory for all applicants responding to the RFP and must be submitted as part of the proposal package. Applicants are required to complete a detailed budget breakdown across ten defined cost categories: Planning and Permitting, Engineering, Travel, Capital Assets, Other Materials, Construction Labor, Testing and Commissioning, Legal and Administrative, and Other Expenses. The budget must account for all total project costs in 2026 dollars, not only costs for which grant funding is being requested. All costs must comply with the allowability, allocability, and reasonableness standards prescribed in 2 CFR 200 and applicable cost principles (FAR Part 31 for for-profit entities and 2 CFR Part 200 Subpart E for non-federal entities). Costs associated with proposal preparation and grant applications are explicitly excluded from the budget.
The template requires applicants to separately track internal costs, subcontractor costs (with provisions for up to three or more subcontractors), and costs associated with new electric generation assets as specified under Connecticut General Statutes Section 16-243y. Applicants must identify funding sources beyond DEEP, including other grants, ratepayer funds, internal funding, and financing arrangements. The budget must present the total project cost, new generation costs, project costs excluding new generation costs, the percentage distribution across budget categories, funding requested from DEEP, other funding sources, and the combined total. All costs must be rounded to the nearest dollar and reported in 2026 year dollars, excluding interest, cost of capital, depreciation, or other adjustments. This budget template supports the larger Energy Resilience Construction Grants program, which offers grants ranging from $10,000 to $6 million with approximately $24 million in total funding availability from Federal Bipartisan Infrastructure Law formula funding, state bond cost match funding, and Federal Sustainable Energy Program funding.
