About this file
This is a Request for Qualifications (RFQ) issued by the Connecticut Department of Energy and Environmental Protection (DEEP) for full-service catering services at multiple state park facilities. DEEP seeks to establish a pre-qualified roster of caterers to provide end-to-end catering services for social, cultural, and business events at four primary locations: Harkness Memorial State Park (Waterford), Rocky Neck State Park (Niantic), Fort Trumbull State Park (New London), and Gillette Castle State Park (East Haddam), with the exception of the Pavilion at Putnam Memorial State Park. Caterers may propose for one or multiple locations listed in preferential order. The solicitation opened July 28, 2026, and remains open on a rolling basis until a minimum of three and maximum of fifteen qualified caterers are sourced for each facility. Proposals must be submitted electronically via CTSource in PDF format. DEEP will review proposals bi-weekly and notify proposers of qualification status within fifteen business days of evaluation. Selected caterers will be qualified for a three-year term beginning spring 2027, with DEEP anticipating annual rolling reopenings to maintain and refresh the vendor roster. Site visits at any of the identified facilities may be requested by proposers and will be scheduled at the earliest convenience of DEEP and facility staff.
Qualified caterers must meet minimum qualifications including five years of off-site catering experience, experience at historic properties, liability insurance naming DEEP as additional insured, current food service and liquor licenses, and at least two Qualified Food Operator certifications on staff. The total cost for the three-year qualification agreement is $1,875, payable in annual installments of $625 due by January 31st each year. By submitting a proposal, proposers agree to enter into a Catering Concession Services Agreement and comply with all Connecticut state and local regulations governing food service, sanitation, alcoholic beverage service, and property use. Caterers are responsible for all food preparation off-site in compliance with state regulations, staffing for setup and breakdown, maintaining facility cleanliness, and restoring facilities to pre-event condition. DEEP does not guarantee specific event types or that all qualified caterers will receive work; renters will select from the list of qualified caterers after DEEP approves their rental. The solicitation is administered by the State Parks RFQ Assistant, Tenia Seay, at DEEP.ParksDivisionRFP@ct.gov, and all standard Connecticut state contract provisions and mandatory assurances apply.
