CLARIFICATION QUESTIONS / RESPONSES

Solicitation No. DCP-PSR-A1 Amendment 03

32. It is our understanding that you want firm fix fee prices by task and that at this time the only task quote that you are asking for is the sample which covers the following scope:

The contractor shall provide the following services:

a. Notify annuitants of benefit changes resulting in either funds owed to either annuitant or the government;

b. Initiate debt collection process for overpayments;

c. Ensure the accuracy of underpayments and overpayment calculations.

d. Provide monthly status reports to the COR.

We understand that we are also to develop a Quality Control Plan and that the task is to cover a six month period of time.

We have the following questions about this task:

(1) While we are to verify the accuracy, can we assume that others will identify the situations requiring changes and do the initial calculations?

For purposes of this sample task order, assume that the government will identify the circumstances where a systemic error is likely to have occurred and will identify the population of those annuitants who may be receiving an incorrect annuity payment. The contractor will conduct a review the annuitants’ payments in the population to identify the specific annuitants whose benefits were incorrectly calculated, then perform the recalculation to correct the annuitants future payments and the amount of the over or underpayment received prior to the correction.

(2) Do you have any idea of the number of changes to be made during the six month period? 600

(3) Is an estimate of ten per month a reasonable estimate? No

33. As referenced in Q&A #17, does ODCP envision the sample task order to include an assessment to help the government understand the scope and impact of benefit calculations that need to be corrected?

YES, the government expects an assessment to help the government understand the scope and impact of the benefit calculations that need to be corrected.

Or is this part of a future task order? NO

34. In response to Q&A #21, ODCP is requesting the costs of establishing and maintaining a call center as part of the price proposal. For call center staffing purposes, please provide an expected volume of incoming calls per month. If unknown, please provide call center parameters and customer service/performance requirements to be used for pricing development.

The government rescinds its previous answer to #21. DO NOT PRICE THE WORK FOR

THE CALL CENTER AS PART OF YOUR PRICE PROPOSAL.

35. Are all annuitants in the Teachers plan expected to be reviewed as part of the SOO?

NO

If not all, how many? Unknown

If unknown, please provide a best estimate range. 1,000 teachers (estimated)

36. Are all annuitants in the Teachers plan expected to be reviewed as part of the sample task order? NO

If not all, how many? Unknown

If unknown, please provide a best estimate range. 400 teachers (estimated)

37. Are all annuitants in the Police & Fire plan expected to be reviewed as part of the

SOO? NO

If not all, how many? Unknown

If unknown, please provide a best estimate range. 1,000 Police and Fire (estimated)

38. Are all annuitants in the Police & Fire plan expected to be reviewed as part of the sample task order? NO

If not all, how many? Unknown

If unknown, please provide a best estimate range. 200 Police and Fire (estimated)

39. When was the ongoing, new annuitant quality review process implemented? Who has been performing the ongoing, new annuitant quality review process since implementation?

The new annuitant quality review process was implemented in 2004. Federal employees have been conducting the quality review process since implementation.

40. Section 2 of the SOO for Benefits Administration Consulting Services describes five areas for contractor assistance, and Attachment 2 (in the Addendum to 52.212-2 at 2.c.) says “The IRS intends on issuing a Firm Fixed Price Task Orders under the IDIQ contact. As a result, vendor shall submit a price proposal based on their best offer to include any discounts for the Sample Task (Attachment 4).” Amendment 02, in response to question 21 (“Should the costs of establishing and maintaining a call center be provided in the price proposal?”) says “Yes.”

Thus, we concluded that our price proposal should include costs for both these items.

However, Attachment 2 (in Addendum to 52-212-1, 11.ii.) says that “Insert proposed unit and extended prices for the Contract Line Item Number (CLIN). The offeror shall include a fully completed price schedule in this section of their RFP. Any offer, which fails to cite a price for each item, or fails to make an entry, may be subject to rejection.”

Please either (1) confirm that we should include costs only for the Sample Task in Attachment 4 and the call center identified in question 21 of Amendment 02, or (2) provide descriptions of the CLINs for which we should include prices in the price proposals. Further, if we are proposing fixed prices for the CLINs, please allow us time to ask additional questions that will allow us to provide reasonable pricing approaches to these items.

The price proposal should be restricted to the Sample Task in Attachment 4. The government’s answer to #21 in Amendment 02 is rescinded. See the answer to question #34.

41. RFP Attachment 2 requests that text be no smaller than 16 pitch on tables, charts, graphs and figures. Can you please define the font point size for the tables, charts, graphs, and figures?

All text within the proposal should not be smaller than 16 pitch.

42. RFP Amendment 1 defines the period of performance as “Period of Performance:

08/01/2013 to 07/31/2014” with no mention of the option periods. Please confirm that the period of performance remains as follows:

CLIN 0001: August 1, 2013 – July 31, 2014 CLIN 0002: August 1, 2014 – July 31, 2015 CLIN 0003: August 1, 2015 – July 31, 2016 CLIN 0004: August 1, 2016 – July 31, 2017 CLIN 0005: August 1, 2017 – July 31, 2018

The period of performance for the Option Years are identified in the solicitation under Notice Details.
