CLARIFICATION QUESTIONS / RESPONSES

Solicitation No. DCP-PSR-A1 Amendment 02

1. Is this a new or an existing requirement? If this is an existing requirement, can the government provide the name of the incumbent? This is a new requirement.

2. If there is an incumbent, is the incumbent eligible to re-compete? There isn’t an incumbent for this requirement.

3. Will the services for this contract be performed at the agency’s location or from the contractor’s facility? We anticipate that most work will be performed at the government’s facility in Washington, DC.

4. Is the contractor expected to be fully knowledgeable of the STAR system or is this something that the government will provide training on during the 80 hours of agency provided training as described within the SOO? The contractor is not expected to be fully knowledgeable of the STAR system, but experience with an automated Pension

Payroll System on a PeopleSoft platform is a plus. If training on STAR is required, it will be provided as part of the 80 hours of agency provided training.

5. Can the government confirm that “D.C.” as detailed in the SOO stands for District of

Columbia and not defined contribution? D.C. stands for District of Columbia.

6. How many retirement plans are involved in this requirement? The majority of the work will occur within two plans (1) Teachers, and (2) Police & Firefighters, but there could be work in the third plan (i.e. Judges).

7. For staffing purposes, can the government provide an estimate of the number of benefit calculations that will be reviewed monthly? The government estimates 30 to

50 benefit cases may need to be re-calculated for quality assurance related to new case reviews. The number of benefit calculations for specific error correction projects are unknown at this time.

8. For staffing purposes, can the government provide an estimate of the number of benefit calculations to be performed monthly in addition to those reviewed? We cannot provide an accurate estimate at this time.

9. Are there currently government staff performing the duties as described within the

SOO? If yes, how many? No, there are no government employees performing the duties as described within the SOO.

10. Who does the government consider as “key employees” under this requirement? The government expects that the vendor should propose “key employees” based on their best judgment and in response to the SOO. Do not confuse ongoing benefits administration and quality reviews (basic to daily operations) with the requirements of the SOO. The required objectives in the SOO are related to specific projects and not ongoing operations.

11. How many “key employees” should be presented with the proposal? The government expects that the vendor should propose “key employees” based on their best judgment and in response to the SOO. Do not confuse ongoing benefits administration and quality reviews (basic to daily operations) with the requirements of the SOO. The required work in the SOO is related to specific projects and not ongoing operations.

12. What are the minimum experience and education requirements for key personnel?

There are no minimum experience and education requirements, however, key personnel should have strong analytic skills, ability to perform and review benefit calculations for defined benefit plans, advance office software skills in programs such as

Excel and Access, strong communication and writing skills and strong skills in change management and business process re-engineering .

13. Will “key employees” be expected to work from the governments’ facility on a full-time basis? While the government has flexibility on this, it is expected that a majority of work would be in the government’s facility.

14. A portion of the duties involves conducting research. Does the government have the required research material at its location(s)? While the government has a significant amount of the materials for review available in an electronic format, there may be instances where the contractor may have to review the source documents, which are available with the Benefits Administrator, located in Washington DC.

15. The agency describes “non-STAR training” within the SOO. What does the government anticipate that this training will entail. This training will include reviewing plan rules, reviewing source materials, identifying known problems, calculating retirement benefits, learning how to use FileNet (DCRB’s electronic storage for benefit case documentation).

16. Are costs for “non-STAR” training reimbursable to the contractor if so provided? Yes.

17. The SOO indicates that a call center may be required. At what point will the government determine the need for the contractor to establish a call center? The call center requirements will be determined when the government has an understanding of the scope and impact of benefit calculations that need to be corrected. If required, the call center would be described in a future task order.

18. How many calls are anticipated at the call center? The number of calls is unknown at this time.

19. What are the expected hours of operation of the call center? If required, the hours of operation may be 9:00 AM to 4:30 PM.

20. Will the call center be maintained at the government’s facility or contractor’s? If required, the call center will be maintained at the contractor’s facility.

21. Should the costs of establishing and maintaining a call center be provided in the price proposal? Yes.

22. Is the work described in the SOO a new requirement or work currently being supported under contract? If currently under contract, will the government share the name of the contractor and current level of effort? This is a new requirement.

23. Please provide status of the Reconciliation Project that reconciles amounts paid between the District and Treasury for benefit payments and administrative expenses between October 1, 1997, and December 31, 2007. Specifically, how much reconciliation work (# of calculations remaining out of total #) is remaining to be completed during the performance period of this contract? This contract is not related to the Reconciliation Project.

24. Please define “benefits team members” as stated within the Customer Service

Objective of the SOO. Are they internal to ODCP only or external partners (DCRB, etc.)

as well? “Benefits team members” may include employees from ODCP, DCRB and the

Pension Payroll staff in the Bureau of Fiscal Services Pension Payroll group.

25. Please confirm if historical annuitant data is available electronically or on paper. If annuitant data is maintained as paper documentation, please provide where the documentation is currently stored and maintained. As outlined in question 14 above, the government has a significant amount of the materials for review available in an electronic format. However, it is anticipated that there may be cases in which the contractor may have to review the source documents, which are available with the

Benefits Administrator (DCRB), located in Washington DC. Those files cannot be removed from the office.

26. Please provide information on how ODCP is currently tracking and storing electronic communications as it pertains to Annuitant communications. Will the contractor be asked to provide tools that will enable the tracking of annuitant communication and response as part of the SOO? The annuitant correspondence is tracked in STAR Trac, a system owned and operated by ODCP. The contractor will be allowed to use STAR Trac to track communication with annuitants. The contractor will not be expected to provide communication tracking tools.

27. Are there any third party vendors (i.e. Payroll Processer, Trust Custodian) that the contractor will be required to interact with as part of this contract? If so, please identify the vendor(s) and their function/role. The District of Columbia Retirement

Board (DCRB) is the interim Benefits Administrator. The Bureau of Fiscal Services

Administrative Resource Center provides monthly payroll services.

28. Regarding the sample task, how many total correction calculations are remaining and have already been completed by the incumbent, and is there any reason to believe that the calculations that have already been corrected have quality issues/defects? By extension, what Quality Control process has been applied to those that have been reviewed—and are they completed and signed off on? The government has a quality process in place for new annuitants to ensure that benefit calculations are correct. The quality work described in the sample task order is related to error corrections to ensure that changes to annuities are properly reviewed before changes are made to the annuitant’s benefit. The government expects that this quality review could be similar in nature to the existing quality process.

29. Can proposals be submitted electronically or via drop-off as opposed to via mail delivery? Due to email size restraints and office schedules, all proposals must be submitted via mail delivery by the due date and time.

30. There is no reference to addressing the sample task in the management and technical approach—only in pricing. Should vendors include a description of our approach to addressing Attachment 4 in the Technical and Management volume? Offerors should describe their approach to addressing Attachment 4 in the Technical and Management Volume under a separate header so that the distinction can be made between the Offerors SOW for the IDIQ contract and the Offeror’s SOW for the sample task.

31. The table on page 6 of the Attachment 2 references a 15 page limit for Volume 2, including questionnaires. However, page 8 of Attachment 2 directs the past performance companies to complete the questionnaires and mail them directly to Department of Treasury. Please clarify instructions on what should be included in Volume 2. The maximum page limit for Volume II in the table on page 6 should read 15 pages. An amendment to the solicitation will be issued.
