About this file

This is Amendment No. 4 to Solicitation DCKA-2025-Q-0080, issued by the District of Columbia Office of Contracting and Procurement on behalf of the District Department of Transportation (DDOT) on November 21, 2025. The solicitation seeks a contractor to provide inspection and engineering support services for tunnel infrastructure, including management support and technical services encompassing structural, civil, mechanical, electrical, lighting, fire/life safety, security systems, and signage assessments. The original solicitation was posted November 3, 2025, with proposals due December 4, 2025. This amendment addresses four key clarifications: (1) the evaluation of ventilation systems with variable frequency drive (VFD) equipment will be reassigned to the Tunnel Supporting Services IDIQ category rather than requiring NTIS inspections in the first contract year, eliminating the need for bidders to propose subconsultants for this evaluation; (2) SF 330 Part II forms are required only for prime consultants, with proposed subconsultants identified in SF 330 Part I; (3) offerors may propose multiple qualified Tunnel Team Leaders across relevant disciplines provided they will be engaged in assigned task execution; and (4) bidders are permitted to use landscape orientation (11" x 8.5") pages to accommodate tables in Section H of their proposals.

The amendment specifies that offerors must acknowledge receipt prior to the proposal deadline through completion and return of the amendment, acknowledgment on each offer copy, or separate letter or fax referencing the solicitation and amendment number. Failure to acknowledge receipt may result in offer rejection. No changes to pricing terms, set-asides, funding sources, or contract award dates are documented in this amendment. The contracting officer is identified as Louis Brown from the District of Columbia.

November 21, Questions:

1. In the last paragraph on page 38 within Section C.5.1.c.c, modeling tools are required to evaluate the ventilation system within the first contract year. This scope is typically part of design tasks and not NTIS inspections. Would the DDOT consider moving this scope to within the Tunnel Support Services IDIQ category? Do we need to provide a subconsultant that can perform these services as part of our team or can this wait until specific task assignments are assigned?

a. The evaluation of the ventilation system with the new variable frequency drive (VFD) will be reassigned and addressed under Tunnel Supporting Services category. Accordingly, there is no need to provide a subconsultant to perform this evaluation.

2. Are SF330 Part II forms needed for subconsultants?

a. No. SF 330 Part II is required only for the prime consultant. Proposed subconsultants should be identified in SF 330 Part and their roles and qualifications described in the appropriate sections

3. For the Tunnel Team Leader Key Staff role on both the NTIS Inspection Category and Tunnel Support

Services Category, does DDOT want one (1) Tunnel Team Leader proposed for the team that will be responsible for the duration of all field work or can we provide multiple Tunnel Team Leaders as part of our team structure?

a. Offerors may include multiple qualified tunnel team Leaders across all relevant disciplines, provided that those team leaders will be engaged in the execution of the assigned tasks.

4. Will DDOT allow pages in landscape orientation (11” x 8.5”) to accommodate tables in our Section H?

a. Yes, DDOT will allow pages in landscape orientation (11” x 8.5”) to accommodate tables in

Section H
