About this file

This document is an amendment to a solicitation issued by the District of Columbia Office of Contracting and Procurement (OCP) on behalf of the District Department of Transportation (DDOT) for inspection and engineering support services for tunnel infrastructure under contract DCKA-2025-Q-0080. The solicitation seeks a contractor to provide comprehensive management support and technical services to DDOT's tunnel management team, including investigative services for structural, civil, mechanical, electrical, lighting, fire/life safety, security systems, and signage assessments. The contractor must conduct detailed tunnel asset inspections, identify systemic deficiencies and root causes of infrastructure issues, propose appropriate design and corrective solutions, and recommend repair and retrofit measures for deficient tunnel assets. The original solicitation was posted on November 3, 2025, with proposals due by December 4, 2025, allowing approximately one month for bid preparation and submission.

The amendment modifies the original solicitation terms and conditions; specific pricing information, set-aside designations, incumbency details, and exact contract values are not disclosed in the available documentation. The procurement requires multidisciplinary engineering expertise spanning structural engineering, mechanical systems, electrical infrastructure, and safety system evaluation capabilities. Potential bidders must demonstrate advanced technical competencies in tunnel infrastructure assessment, diagnostic analysis, and remediation strategy development. The contract represents a specialized technical procurement requiring significant engineering resources, with scope and complexity suggesting a substantial contract value, though specific budget ranges and funding sources are not detailed in the amendment.

November 18, Questions:

1. For the NTIS Inspection category, do we need to include vendors for specific scope items (for example:

vibration testing, electrical testing, access equipment, and traffic control services) with our proposal or can these vendors be provided when work order proposals are solicited and work order schedules are known?

A. Vendors for specific scope items—such as vibration testing, electrical testing, access equipment, and traffic control services—do not need to be included with the initial proposal submission. These vendors can be identified and provided at the time work order proposals are solicited and work order schedules are established. This approach allows for greater flexibility in aligning vendor capabilities with the specific technical requirements and timing of each work order.

This approach allows for greater flexibility in aligning vendor capabilities with the specific requirements and timing of each work order.

3. For the NTIS Inspection category, can the Inspection Team Member requirements be revised to include having either 3 years of bridge or tunnel inspection experience and having either the FHWA approved tunnel or bridge inspection training course as the requirements?

A. The requirements cannot be revised. These criteria are established to ensure that all team members possess the specialized experience and training necessary for tunnel specific inspections.

4. In Amendment #1, the response to question #4 indicated the on-site field engineer is the Project Manager.

Section C3.3 says the Inspection Team Leader key staff position is the person on-site who oversees the tunnel inspection team. Can you confirm the key staff position that is needed to be on-site and the amount of time this person needs to be on-site each week.

A. Correction to Amendment 2.

i. Sorry, an error was made in response to your question #4. The project manager is not the on-site field engineer. The on-site field engineer is the inspection team leader. A resume is needed for the inspection team leader.

ii. Regarding the time commitment, the inspection team leader is expected to be on-site to manage and supervise inspection activities. This typically equates to a minimum of 40 hours per week when inspections are occurring, though this depends on the inspection schedule and scope of work. The offeror must be prepared to ensure that this individual is present on-site to meet project demands and maintain quality oversight.

5. Should the “on-site field engineer” mentioned in C.3 Key Personnel be included as a resume? That position does not have any further key personnel requirements specified under C.3.

A. Correction to Amendment 1.

i. The “on-site field engineer” who is required to be co-located with DDOT personnel and the contractor’s staff, or as otherwise specified by DDOT shall be responsible for performing the daily on-site tunnel inspection services as stated under Section C.4.3. A resume for this individual shall be included.

6. Is the on-site field engineer in the Tunnel Supporting Services Scope of Work the only position DDOT anticipates to be co-located with DDOT personnel and the contractor’s staff? H.5.1 also mentions that key personnel may be required to be co-located.

A. Correction to Amendment 1.

i. Yes, the on-site field engineer is required to be co-located with DDOT personnel and the contractor’s staff, or as otherwise directed by DDOT. The requirement of Section H.5.1 remains applicable, as key personnel may also be required to be co-located with DDOT personnel if a need be identified and determined by DDOT.

7. In the last paragraph on page 38 within Section C.5.1.c.c, modeling tools are required to evaluate the ventilation system within the first contract year. This scope is typically part of design tasks and not NTIS inspections. Would the DDOT consider moving this scope to within the Tunnel Support Services IDIQ category? Do we need to provide a subconsultant that can perform these services as part of our team or can this wait until specific task assignments are assigned?

A. The evaluation of the ventilation system with the new variable frequency drive (VFD) will be reassigned and addressed under Tunnel Supporting Services category. Accordingly, there is no need to provide a subconsultant to perform this evaluation.

8. Are SF330 Part II forms needed for subconsultants?

A. No. SF 330 Part II is required only for the prime consultant. Proposed subconsultants should be identified in SF 330 Part and their roles and qualifications described in the appropriate sections.

9. For the Tunnel Team Leader Key Staff role on both the NTIS Inspection Category and Tunnel Support Services Category, does DDOT want one (1) Tunnel Team Leader proposed for the team that will be responsible for the duration of all field work or can we provide multiple Tunnel Team Leaders as part of our team structure?

A. Offerors may include multiple qualified tunnel team Leaders across all relevant disciplines, provided that those team leaders will be engaged in the execution of the assigned tasks.
