About this file

This is an Amendment to a Solicitation issued by the District Department of Transportation (DDOT) Office of Contracting and Procurement for Inspection and Engineering Support Services for Tunnels, with the solicitation number DCKA-2025-Q-0080. The amendment provides clarifications and answers to nine specific questions from potential bidders regarding the solicitation requirements. Key points include guidance on submitting SF 330 forms, with requirements for two separate submittals if responding to both Tunnel Supporting Services and Tunnel NTIS Inspections scopes of work. Offerors can submit documentation for one or both contracts, with the Contracting Officer making the final determination if a firm is the highest-ranked on both.

The amendment provides detailed guidance on resume and project documentation, noting there is no specific page limit for SF 330 Part E resumes or Part F projects, but referencing section L.9(3) for overall page limitations. The document clarifies personnel requirements, such as the on-site field engineer being equivalent to the project manager, and confirms that while the on-site engineer in the Tunnel Supporting Services Scope is the primary co-located position, other personnel may occasionally need to visit tunnels for inspections, evaluations, and emergencies. Bidders are allowed to provide additional value-added SF330 resumes beyond key personnel, but must still meet the minimum requirements outlined in the evaluation criteria.

November 7, Questions:

1. If a consultant submits a response to both Scopes of Work, are two separate SF 330 submittals required

(one for each Scope of Work)?

A: Yes two separate SF 330 submittals require for each scope of work.

2. Is there a page limit for the SF330 Part E resumes?

A: There is no page limit for Part E, however please see section L.9(3) for page limitation.

3. Is there a page limit for the SF330 Part F projects?

A: There is no page limit for Part E. At least two projects but no more than five projects.

Please see section L.9(3) for page limitation.

4. Should the “on-site field engineer” mentioned in C.3 Key Personnel be included as a resume? That position does not have any further key personnel requirements specified under C.3.

A: The on-site engineer is another name for the project manager so, no, another resume is not required.

5. Is the on-site field engineer in the Tunnel Supporting Services Scope of Work the only position DDOT anticipates to be co-located with DDOT personnel and the contractor’s staff? H.5.1 also mentions that key personnel may be required to be co-located.

A: Correct, though other personnel will occasionally be required to visit the tunnels for things like NTIS inspections, quarterly evaluations, and emergencies.

6. Regarding C.3.6 Other Personnel, is there a limit to how many resumes we may provide under Other

Personnel?

A: There is no limit on resumes, however please see section L.9(3) for page limitation.

7. Regarding C.6.c Inspection Team Member, is there a limit to how many resumes we may provide for this role?

A: There is no limit on resumes, however please see section L.9(3) for page limitation.

8. Can we include additional value-added SF330 resumes or just the Key Personnel under C.3 and C.6?

A: The offerors can provide additional value-added SF330, however the offor should include the minimum requirements called out in the evaluation criteria.

9. For clarification, does this statement imply that each offeror may submit documentation addressing only one of the two contracts listed below, and is not required to respond to both?

• Tunnel Supporting Services

• Tunnel NTIS Inspections

A: Yes, the offeror can if they want but if they are the highest ranked on both it’s the

COs decision to make the final decision of which contract they will receive.
