About this file
This document is Amendment No. 2 for Solicitation No. DCKA-2025-Q-0080 issued by the District Department of Transportation (DDOT) in Washington, DC, for Inspection and Engineering Support Services for Tunnels. The amendment provides clarifications and answers to prospective offerors' questions regarding the NTIS Inspection category. Key points include that vendors for specific scope items (such as vibration testing, electrical testing, access equipment, and traffic control services) do not need to be included in the initial proposal submission and can be identified later when work order proposals are solicited.
The amendment also addresses inspection team member requirements, confirming that the criteria cannot be revised to ensure specialized experience and training for tunnel-specific inspections. Regarding staffing, the on-site field engineer (inspection team leader) is expected to be present for a minimum of 40 hours per week when inspections are occurring. Additionally, the document clarifies that a prime contractor can also be a subconsultant on another team for the same scope of work. Notably, as of 10.03.25, no Disadvantaged Business Enterprise (DBE) participation may be counted toward the overall goal, and no DBE plan or goal is currently required for new contracts.

November 12, Questions:
1. For the NTIS Inspection category, do we need to include vendors for specific scope items (for example:
vibration testing, electrical testing, access equipment, and traffic control services) with our proposal or can these vendors be provided when work order proposals are solicited and work order schedules are known?
A. Vendors for specific scope items such as vibration testing, electrical testing, access equipment, and traffic control service do not need to be included with the initial proposal submission. These vendors can be identified and provided at the time work order proposals are solicited and work order schedules are established. This approach allows for greater flexibility in aligning vendor capabilities with the specific technical requirements and timing of each work order.
2. For the NTIS Inspection category, do we need to include vendors for specific scope items (for example:
vibration testing, electrical testing, access equipment, and traffic control services) with our proposal or can these vendors be provided when work order proposals are solicited and work order schedules are known?
A. Vendors for specific scope items such as vibration testing, electrical testing, access equipment, and traffic control services do not need to be included with the initial proposal submission. These vendors can be identified and provided at the time work order proposals are solicited and work order schedules are established.
This approach allows for greater flexibility in aligning vendor capabilities with the specific requirements and timing of each work order.
3. For the NTIS Inspection category, can the Inspection Team Member requirements be revised to include having either 3 years of bridge or tunnel inspection experience and having either the FHWA approved tunnel or bridge inspection training course as the requirements?
A. The requirements cannot be revised. These criteria are established to ensure that all team members possess the specialized experience and training necessary for tunnel specific inspections.
4. In Amendment #1, the response to question #4 indicated the on-site field engineer is the Project
Manager. Section C3.3 says the Inspection Team Leader key staff position is the person on-site who oversees the tunnel inspection team. Can you confirm the key staff position that is needed to be on-site and the amount of time this person needs to be on-site each week.
A. In response to your question, sorry an error was made in response to your question #4. The project manager is not the on-site field engineer. The on-site field engineer is the inspection team leader. A resume is needed for the inspection team leader.
Regarding the time commitment, the inspection team leader is expected to be on-site to manage and supervise inspection activities. This typically equates to a minimum of 40 hours per week when inspections are occurring, though this depends on the inspection schedule and scope of work. The offeror must be prepared to ensure that this individual is present on-site to meet project demands and maintain quality oversight.
5. If we submit as a prime for a scope of work, are we also allowed to be a subconsultant on another team for that same scope of work?
A. Yes.
6. Please confirm if a DBE Plan is still required to be submitted with our response as outlined on page 119 of the RFQ. If a DBE Plan is required, please clarify what needs to be included since the required participation is 0%.
A. As of 10.03.25, no DBE participation may be counted toward a recipient’s overall goal, including such participation obtained through race and gender-neutral means. A recipient may not set any DBE contract goals until the UCP in the recipient’s jurisdiction has completed the reevaluation process”. Until further notice, we are not required to have a
DBE plan or DBE Goal for any new contracts until further notice however, prompt payment on current contracts is still being monitored.
