About this file
This is an Invitation to Bid (ITB) issued by the Florida Department of Children and Families (DCF) for solicitation number DCF ITB 2526 010, seeking a milk delivery vendor for three state mental health treatment facilities: Florida State Hospital, Northeast Florida State Hospital, and North Florida Evaluation and Treatment Center. The solicitation requests milk delivery services from September 1, 2025, through August 31, 2030, with responses due on August 7, 2025, at 10:00 a.m. and a public response opening scheduled for 11:00 a.m. via video conference. The contract aims to meet the nutritional needs of patients by procuring various milk types including 2% white reduced fat, skim milk (white and chocolate), whole milk, and lactose-free 1% milk in pint cartons and gallon containers.
The Department intends to award the contract to the responsible and responsive bidder submitting the lowest bid, with mandatory submission requirements including Required Certifications (PMT-58), Technical Response (PMT-59), and Cost Proposal (PMT-60). The solicitation emphasizes a commitment to diversity by encouraging subcontracting opportunities with woman-, veteran-, and minority-owned business enterprises. Respondents must complete specific requirements such as registration with the Florida Department of State and submission of a Florida Substitute Form W-9. The procurement process includes strict communication guidelines, E-Verify requirements, and potential penalties for non-compliance. While the exact award value is not specified, the five-year contract duration suggests a significant procurement opportunity with potential for scope expansion based on additional needs and funding.
