About this file
This is a Special Conditions document for Volusia County, Florida's Ocean Center Parking Garage Elevator Modernization project. The project involves the modernization of five elevators at the Ocean Center parking garage and pedestrian bridge to meet current code requirements. The awarded contractor must furnish all labor and materials necessary to complete the work, with project pricing including labor, materials, preventative maintenance, service, testing, and part replacement for a 12-month warranty period following final acceptance. Work must commence with the elevator for the pedestrian bridge located near A1A, and modernization must be completed on that elevator before proceeding to another unless approval is granted by the Ocean Center's Project Coordinator. The contract term includes the 12-month warranty period following final acceptance of the modernization work.
The special conditions impose several operational and site management requirements on the contractor. Work must be coordinated around scheduled Ocean Center events, with a blackout calendar provided identifying dates when construction is prohibited. The Ocean Center will designate staging areas in proximity to the project site, though these areas may be relocated as needed for ongoing events. Contractors must provide their own portable restrooms, secure work sites with six-foot chain link fencing and black liners, and park only in designated areas. Four weeks' advance notice is required for any closures of building entrances or exits, while one week's notice is needed for project extensions. The contractor may be required to work 24 hours daily, seven days weekly to maintain the project timeline with minimal downtime. Volusia County will not direct means or methods of work or scheduling to the contractor.
