About this file
This is a Small Business Participation Plan (SBPP) template issued by the City of Phoenix Public Transit Department in compliance with the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements mandated by the United States Department of Transportation under 49 CFR Part 26. The document establishes annual submission requirements for contractors working on Federal Transit Administration (FTA) assisted projects. Contractors must submit updated SBPPs annually on the anniversary date of contract execution and commit to using good faith efforts to engage small businesses as subcontractors, joint venture partners, suppliers of goods and services, and other business arrangements. The plan requires contractors to contact the PTD Compliance Specialist for guidance, identify verified small business suppliers, conduct proactive outreach to inform small businesses of opportunities, maintain documentation logs of all contacts and responses, and make best reasonable efforts to utilize small business services.
Contractors are required to track and report all small business participation monthly into the City of Phoenix Certification and Compliance System at phoenix.gob2g.com, including documentation of amounts paid to small business participants during the past year. The SBPP template includes sections for contractors to list current small businesses in use, identify future opportunities for small business participation using City of Phoenix and Federal databases, and designate a contract liaison responsible for annual SBPP submissions and other required reports. All supporting documentation must be submitted with the annual SBPP. The plan applies to the related Residential Energy Audit contract opportunity with the City of Phoenix Neighborhood Services Department, which has a five-year term effective December 1, 2026, with no extension options.
