About this file

This is a Small Business Participation Plan (SBPP) submission form issued by the City of Phoenix Public Transit Department in compliance with the Disadvantaged Business Enterprise - Neutral (DBE-N) program requirements under 49 CFR Part 26, as mandated by the United States Department of Transportation. The form requires contractors working on Federal Transit Administration (FTA)-assisted projects to submit annual documentation demonstrating their commitment to engaging small business subcontractors, joint venture partners, and suppliers of goods and services. Contractors must identify opportunities for small business participation, conduct proactive outreach efforts, and send solicitation letters to potential small business vendors while maintaining detailed logs of all contacts and responses. The SBPP must be submitted annually on the anniversary date of contract execution, with the updated form including documentation of all small businesses currently in use, their categories, and amounts paid during the preceding year. Additionally, contractors must project future opportunities for small business participation by identifying scopes of work, estimated timeframes, and known contractors or vendors, with the understanding that this list will be reassessed at the next annual submission.

The plan requires that contractors appoint a contract liaison responsible for submitting the annual SBPP and other required reports to the contracting agency, along with complete contact information and a certification statement signed by an authorized representative. All small business participation data must be tracked monthly and reported through the City of Phoenix Certification and Compliance System at phoenix.gob2g.com. Contractors are directed to utilize the City of Phoenix and Federal databases as starting points for locating and engaging potential small business suppliers. There are no specific pricing terms, set-asides, funding amounts, or incumbent information specified in this SBPP template, as the form serves as a standardized annual submission requirement applicable to all contracts subject to the DBE-N program regulations.
