About this file

This document is a Darfur Contracting Act Certification required for companies bidding on or submitting proposals for State of California contracts. It applies to any company that has had business activities or operations outside of the United States within the previous three years. The certification requires the company to declare that it is either not a "scrutinized company" as defined in the Public Contract Code, or that it has received written permission from the Department of General Services to submit a bid or proposal despite being a scrutinized company. The certification must be completed and submitted with the bid or proposal.

The document outlines the two options for certification - either certifying that the company is not a scrutinized company, or providing the written permission from the Department of General Services to submit a bid or proposal as a scrutinized company. Companies without any out-of-United States business activities or operations within the previous three years are not required to complete the certification.
