About this file
This is a Questions and Answers document for DEA Solicitation D-26-IS-0036, a Miami Warehouse CCTV Upgrade project. The Q&A clarifies scope, technical requirements, and logistics for a closed-circuit television system upgrade at a DEA facility located at 3200 Meridian Parkway in Miami. A mandatory escorted site visit was conducted on September 10, 2026, from 1:00 PM to 3:00 PM EST, coordinated through Rhonda Fleming-Combs, the on-site Designated Security Officer (DSO) and primary point of contact. Contractors must provide a valid US REAL ID driver's license for facility access and must be escorted at all times by government personnel; no security clearances are required.
The scope includes installation of cameras in five primary coverage areas: evidence processing, main entrance doors, and perimeter roll-up doors, with detailed specifications and exact quantities provided during the site visit rather than in the solicitation documents. The project requires removal of existing video surveillance systems, with the contractor responsible for hauling away deinstalled equipment. Key clarifications confirm that Milestone XProtect licenses are government-furnished (not contractor-priced), TAA and NDAA compliance is required for all equipment, no substitutions are permitted (Milestone X Protect VSS is mandatory), Service Contract Act provisions do not apply, and freight costs should be shown on a separate CLIN 0002 to be added by amendment. Additional items marked "TBD by DEA" include network configuration (DHCP versus static IP), display locations and quantities, decoder specifications, and official programming sheets, which will be issued at contract award. Past performance evaluation requires no more than two references with specific information including project title, prime/subcontractor status, managing agency, client point-of-contact details, period of performance, contract value by year, and relevance to the DEA requirement.
