About this file

This document is a Geology Narrative Packet provided by the Oregon Department of Transportation (ODOT) Region 5 Geology Unit for the District 14 Savage Quarry 2023 Project. The Savage Quarry (ODOT source # OR-12-013-5) is an ODOT-controlled source within the U.S. Forest Service's Malheur National Forest, operating under a Contract for Sale of Mineral Materials and a DOGAMI operating permit. ODOT is offering this prospective material source for the production of approximately 30,000 cubic yards of crushed aggregate, 20,000 cubic yards of sanding aggregate, and 10,000 cubic yards of medium chip rock for the District 14 2023 Project. Contractors are required to visit the site and review all available information to prepare their bids based on the existing conditions and expected operations.

The narrative provides detailed information about the geology and composition of the quarry, including overburden, andesite rock, and clay seams identified through air track and core drilling. Contractors are advised to review the attached documents, including the DOGAMI permit, the USFS Contract for Sale of Mineral Materials, and the drill hole logs, to familiarize themselves with the quarry's characteristics and development plan. The long-term development plan for the quarry involves expanding the excavation area to the northwest through benching and excavation while stockpiling and stabilizing overburden for reclamation.

Background

This Narrative memo should be duplicated and distributed to all bidders that inquire about this prospective material source, according to Section 00120.25 of the Oregon Standard Specifications for Construction 2021. Any contractor interested in reviewing other available information not provided here, should contact the Project Manager’s office and schedule an appointment for this purpose. ODOT Region 5 Geology Unit must have a representative present when the information is reviewed, to assure accuracy and consistency in the distribution of information.

Material Source Description

Savage Quarry (ODOT source # OR-12-013-5) is an ODOT controlled source within the US Forest Service, Malheur National Forest. ODOT is operating under a Contract for Sale of Mineral Materials for the quarry, a Special Use Permit for the associated

District 14 Savage Quarry 2023 Project Material Source Narrative stockpile area, and has a current Department of Geology and Mineral Industries (DOGAMI) operating permit (12-0034). ODOT is offering this prospective material source for production of crushed aggregate for the District 14 2023 Project. Access to Savage Quarry is via the USFS Road 847 intersection with US26 John Day Highway, at mile point 195.31. Savage Quarry is located approximately 0.3 miles south from this intersection, on USFS road 847.

The Savage Quarry is located in the Blue Mountains physiographic province of northeastern Oregon. The Savage Quarry area is shown on published geologic maps as part of the basaltic and andesitic flows of the Strawberry Volcanics, erupted predominantly during the Miocene geologic epoch (Robyn, T.L., 1977, Geology and petrology of the Strawberry Volcanics, NE Oregon, map scale 1:48,000, Unpub. thesis, University of Oregon, Eugene, OR.).

The development plan for the quarry is based upon a total estimated project requirement of approximately 30,000 cubic yards of crushed aggregate, a combined total of 20,000 cubic yards of sanding aggregate, and 10,000 cubic yards of medium chip rock. The contract plan Prospective Material Source sheets (GE01 and GE02) identify an excavation area with an adequate volume to supply the aggregate materials needs for the subject project. The development concept for this entry is to expand the quarry toward to the northwest. An excavation area should be constructed with a slope down to the quarry floor with a near vertical backwall for future entries, and the bottom of the quarry floor should be sloped towards the working face a minimum of 1 percent to contain any drainage from on-site precipitation. Safety berms are required to be constructed above the working faces of the quarry.

The general long-term development plan for this quarry is to have future entries continue mining to the northwest by benching and excavation into the expansion area until reaching quarry boundary or the resource lateral and vertical limits. This will maximize the use of the resource and generate additional floor space for processing and stockpiling. Overburden from each operation is required to be stockpiled and stabilized for reclamation purposes according to the development plan map and specifications.

Bidding Considerations In conformance with the Standard Specifications for Highway Construction, subsection

00120.15 Examination of Work Site and Bidding Documents…, Contractors should make an on-site visit to Savage Quarry to familiarize themselves with the existing conditions and visually inspect the rock in the quarry faces and the surrounding ground surface, in advance of bid preparation. Based on the on-site visit and review of all available information, Contractors will then be able to use their best judgment to prepare a bid based upon existing site conditions, the conditions they expect to encounter at the time of the proposed operation, and on the most accurate information available for the quarry.

SAVAGE QUARRY (USFS)

This site has been explored with a total of 17 air track drill holes and 8 core drill holes in 5- 1992. The air track drilling was logged by Mike Berry and the drilling was performed by Dennis Hatley using a Ingersol Rand self contained drill. The Region 5 Oregon Department of Transportation drill crew completed the core drilling with a CME 55 core drill, using the HQ wire line triple tube system and logging was performed by Dave Brooks.

The attached map shows the location of the test holes. Photos of the core and test results are available in the Region 5 Geology office.
