EXHIBIT 1

STATEMENT OF OBJECTIVES

DRUG ENFORCEMENT ADMINISTRATION

AVIATION DIVISION

AIRBORNE IMAGING SYSTEMS

1.0 OVERVIEW

The U.S. Department of Justice, Drug Enforcement Administration (DEA) Aviation Division has a requirement for Airborne Imaging Systems to be installed in Government-owned aircraft.

2.0 SCOPE

This Statement of Objectives (SOO) establishes the requirements to install Airborne Imaging Systems on the following types of Government-owned aircraft in support of DEA law enforcement missions.

A. Cessna 206 Aircraft B. Bell 407 Helicopter C. Eurocopter AS350 Helicopter

The aircraft for this requirement are operated and maintained in accordance with Federal Aviation Administration (FAA) Part 91 and the aircraft manufacturer’s recommendations. The Contractor shall be responsible for certification of the complete Airborne Imaging Systems in accordance with any applicable FAA regulations and maintain the aircraft’s Standard Airworthy Certificate. Airborne Imaging Systems with approved Supplemental Type Certificates are preferred but not mandatory.

3.0 PERFORMANCE REQUIREMENTS

The Contractor shall procure any necessary equipment, hardware or components and install and integrate the Airborne Imaging Systems for the referenced Government owned aircraft. Some aircraft will require the removal of existing imaging systems to include all components, wiring and mounting hardware; no components from these existing systems shall be utilized for this requirement.

3.1 HELICOPTERS

3.1.1. BELL 407

The Airborne Imaging Systems for each Bell 407 shall possess the following features:

A. Wescam MX-10 Gyro-stabilized EO/IR imager: will be provided as Government Furnished Equipment (GFE).

B. The Imager for the Bell 407 shall be mounted on the aircraft nose. The imager shall be attached to a camera mount utilizing a quick release dovetail mount.

C. The High Definition (HD) Digital Video Recorder, one (1) each shall have the following minimum specifications:

1. Record in MPEG-4 (high-bit-rate H.264) video format.

2. Record in High Definition with a minimum recording bit rate of 1 Mbps with the capability to record up to 4 Mbps at 720p@59.94 Hz.

3. Minimum of 1 High Definition and 3Standard Definition video inputs.

4. One (1) HDMI output for HD Monitor.

5. Record directly to an SATA Drive or removable media such as a Secure

Digital (SD) or USB Drive.

6. Internal solid state memory, minimum of 4 GBs.

7. NVIS compatible.

D. 14 to 15 inch High Definition Video Monitors, two (2) each shall have the following features:

1. The video monitors shall have four (4) video inputs for quad screen function

2. The video monitors shall have touch screen capability

E. Churchill Navigation Augmented Reality System (ARS) mapping system (will be provided as GFE): Mapping System Keyboard (must be provided as Contractor- Acquired Property (CAP)).

F. The Operator Work Station shall consist of the two video monitors, Digital Video

Recorder (DVR), stowable mapping system key board, and rear audio panel in a compact package giving the operator unobstructed legroom. The rear audio panel will be provided as GFE; all other component must be CAP. The Operator Work Station shall be located in the rear sitting area behind the pilot and copilot seats within convenient reach of the operator and shall be easily removable. The video monitors shall be mounted on an Eagle Avionics Systems P165 Monitor Post Mount or similar equivalent, in a side-by-side configuration attached to individual swing arms to allow adjustment and ease of viewing and operation for the operator. The Operator Work Station shall be configured as to allow unimpeded egress from the aircraft.

G. On Garmin Avionics equipped aircraft, the Contractor shall route a separate Video in

Command signal to the video display card of the G500H or G1000H Primary Flight Display. This separate video signal is for pilot reference. For aircraft not equipped with Garmin Avionics systems, no Video in Command reference signal shall be installed.

H. The Contractor shall integrate all Airborne Imaging System components, imaging sensors and ARS mapping system into a user friendly interface. The video monitors shall be separated into a primary and secondary arrangement. Both monitors shall be configured for quad screen operation and shall be capable of displaying video from all sensors and ARS mapping system data. Video selected from the primary monitor shall be directed, upon command to the DVR for recording.

I. The Helicopters referenced in this SOO are equipped with Night Vision Imaging System (NVIS) lighting. The Airborne Imaging System shall be NVIS compatible.

3.1.2. EUROCOPTER AS350, FLIR STAR SAFIRE HD IMAGER

The Airborne Imaging Systems for each Eurocopter AS350 shall possess the following features:

A. FLIR Star Safire HD Gyro-stabilized EO/IR imager: will be provided as GFE.

B. The Imager for the Eurocopter AS350 shall be mounted via a single down post camera mount attached to the aircraft belly just aft of the left hand chin bubble. The imager shall be attached to a camera mount utilizing a quick release dovetail mount.

3.1.3. EUROCOPTER AS350, WESCAM MX-10 IMAGER

The Airborne Imaging Systems for each Eurocopter AS350 shall possess the following features:

3.2 CESSNA 206

The Airborne Imaging Systems for each Cessna 206 aircraft shall possess the following:

A. L3 Wescam MX-10 Gyro-stabilized EO/IR imager: will be provided as GFE.

B. The MX-10 shall be mounted on the left hand side of the aircraft just behind the rear most window via a fuselage camera mount. The MX-10 shall be attached to the camera mount utilizing a quick release dovetail mount.

4. One (1) HDMI output for HD Monitor.

G. The Contractor shall install and integrate a Flight Display Systems FD90AID flip-up monitor or equivalent 5 inch stowable monitor on the aircraft instrument panel glare shield for pilot reference.

The Flight Display Systems flip-up monitor (for pilot reference) shall be integrated to display video from any sensor selected by the operator.

3.3 CESSNA 206 OBSERVER’S SEAT, WINDOW AND HEADLINER

The Contractor shall procure and install Soloy Observer’s Seats kits, Soloy Observer’s Window and Soloy Headliner in select Cessna 206 aircraft. Not all Cessna 206 aircraft will require the Soloy Observer’s Seats kits, Soloy Window and Soloy Headliner; this shall be an option that will be exercised at the discretion of the Government on specially identified DEA aircraft.

A. The Contractor shall install a Soloy Cessna 206H Observer’s Seat Kit, part number 910-1000-1.

B. The Contractor shall install a Soloy Cessna 206H Observer Window Kit, part number

901-1011-1.

C. The Contractor shall install a Soloy Cessna 206 Headliner Kit, part number 912- 1000-1 or -3.

3.4 VIDEO DOWNLINKING SYSTEM

The Contractor shall install and integrate the GFE Cobham Video Downlinking System in select aircraft. Not all aircraft will require the Downlinking Systems; this shall be an option that will be exercised at the discretion of the Government on specially identified DEA aircraft.

4.0 PERIOD OF PERFORMANCE AND PLACE OF PERFORMANCE

The objective of this procurement is to install an indefinite quantity of Airborne Imaging Systems in an indefinite quantity of DEA aircraft. The Period of Performance will be from contract award for one base year and four option years. The place of performance shall be the Contractor’s secure maintenance facility, free from public view or access. The Contractor shall be required to complete an Airborne Imaging System installation within nine weeks after aircraft delivery to the Contractor’s facility.

Due to mission requirements, the Government anticipates no more than 2 aircraft at a time undergoing an Airborne Imaging System installation. If it is in the best interests of the Government to provide more than 2 aircraft for installation and the Contractor can accept the additional aircraft and deliver them within the stated timeframe, an agreement will be made in writing.

5.0 EQUIPMENT

5.1 GOVERNMENT FURNISHED EQUIPMENT (GFE)

The Government Furnished Equipment shall consist of the following:

A. Bell 407 Helicopters B. Eurocopter AS350 Helicopters C. Cessna 206 Aircraft D. FLIR Star Safire HD Imager E. L3 Wescam MX-10 Imagers

1. Hand Controller, NVIS Compatible

2. Laser Arming Panel

3. GPS Antenna

4. Hand Controller Mounting Bracket

5. RF Antenna Cable

6. Shipping Case

F. Churchill Navigation Augmented Reality System (ARS) Mapping Systems

G. Cobham Downlinking System consisting of the following components:

1. Messenger 2 Enhanced Compact High-Power Transmitter, p/n:

M2ECHP1C2H21N2V

2. Remote Control Unit, p/n: RCU-E

3. Antenna, Omni, p/n: AOC6A06N360XG

4. Associated Cables

5.2 CONTRACTOR-ACQUIRED PROPERTY

The Contractor shall procure all necessary equipment, hardware or components to meet the objectives and technical requirements of this SOO. Procured equipment shall be turned over and become property of the Government upon full payment by the Government. All equipment procured for this SOO shall be the most current and up-to-date model available at the time of delivery.

6.0 APPLICABLE STANDARDS AND REGULATIONS

Any applicable U. S. Federal Aviation Administration Aviation Regulations.

7.0 REQUIREMENTS AND DELIVERABLES

A. The requirements are to procure and install Airborne Imaging Systems in Government owned (DEA) aircraft as specified in this SOO. The period of performance is specified in paragraph 4.0.

B. The Contractor shall make no partial deliveries.

1. The Contractor shall conduct a Preliminary Design Review (PDR) within 30 days from award of contract and a Critical Design Review (CDR) within 90 days of award. In addition, the Contractor shall provide to the Government a monthly status report demonstrating progress against the schedule established in this SOO.

a. PDR: a meeting between the contractor and the Government to discuss the

SOO and the offeror’s proposal and to clarify what is expected. The Government will review approve, disapprove, or make adjustments in the contractor’s proposed approach.

b. CDR: a second meeting between the contractor and the Government to review any changes to the contractor’s proposed approach that was discussed during the PDR. The Government will review approve, disapprove, or make adjustments in the contractor’s proposed approach.

2. The Contractor shall ensure that modifications performed under this SOO do not in any way adversely affect the performance characteristics of any aircraft electrical, communications, navigation system or Government installed equipment.

3. The Contractor shall ensure that all new wiring associated with this requirement be laser marked with an appropriate identification and provide service loops for each component. Additionally, any exposed wiring, cables or wire bundles for equipment installed in the aircraft cabin shall be secured from damage by the use of coverings, guards or protective shields. Consideration will be given so that no items will be installed in any areas that deny or make it difficult to access panels and enclosures that require opening for periodic inspection and maintenance.

4. Any modifications and equipment installations as well as changes to the external configuration as they affect drag, stability and control to the aircraft performed in accordance with this SOO shall be FAA approved and shall maintain the current aircraft’s Standard Airworthiness Certificate.

5. The Contractor shall perform an electrical load analysis to each aircraft being modified under this SOO before and after system installation in accordance with applicable aircraft manufacture’s specifications and FAA regulations to insure the aircraft’s electrical system can support the Airborne Imaging System.

6. The Contractor shall ensure the aircraft, in its final configuration with the complete Airborne Imaging System installed does not adversely affect the center of gravity of the airplane. The airplane shall be weighed upon completion of the Airborne Imaging System installation and a new aircraft Weight and Balance Report be created.

7. The Contractor shall return the aircraft with no noticeable deviations from the original paint and finish.

8.0 INSPECTION AND ACCEPTANCE

A. A fully configured Airborne Imaging System shall be 100% operational prior to the Government’s acceptance of each aircraft. No partial deliveries will be accepted. The Government will indicate acceptance in writing. No payments will be made until the Government’s written acceptance has occurred.

B. The Contractor shall be responsible for certification of the complete Airborne

Imaging System in accordance with any applicable FAA regulations and maintain each aircraft’s Standard Airworthy Certificate.

C. The Contractor shall be responsible for obtaining any required commercial or FAA certifications and/or approvals for new or modified parts, subsystems, components, equipment, modifications or installations in accordance with any applicable FAA regulations.

D. The Government will supply a flight crew to operate the aircraft for the purpose of test flights and any flight such as moving the aircraft into or out from a location. The Contractor may perform ground runs of fixed wing aircraft as necessary by appropriately trained individuals. The Contractor is not authorized to perform ground runs of rotor wing aircraft. No flight of any Government aircraft by the Contractor is authorized.

E. Any changes to the aircrafts’ FAA approved Pilots Operating Handbook or Flight

Manual resulting from any modifications or installations performed under this SOO shall be developed and furnished by the Contractor and incorporated as required by applicable FAA regulations.

9.0 PROGRAM RESPONSIBILITY

The Contractor shall have total program responsibility for ensuring that the requirements defined in this SOO are accomplished. The Contractor shall provide program, technical, manufacturing, engineering and liaison management. The Contractor shall identify a single focal point of contact to interface with the Contracting Officer and Contracting Officer’s Representative (COR). The Contractor shall track program cost, schedule and overall performance to bring this requirement to a successful completion. The Contractor shall immediately notify the COR of any technical issues or program schedule delays.

10.0 Quality Control Plan

A. The Contractor shall develop a Quality Control Plan (QC Plan) for the term of this contract that establishes and maintains well documented quality control procedures that ensure the acceptable performance in accordance with this Statement of Objectives. The Plan shall ensure adequate quality control throughout all areas of contract performance and shall be implemented to ensure reliability and effective performance. The Government reserves the right to review the quality controls established and to evaluate its effective use in the performance of the requirements under this contract. The Contractor shall be solely responsible for controlling and assuring quality work and providing objective evidence that such control does, in fact, exist. The Contractor shall also be liable for Contractor employee negligence and any fraud, waste or abuse. It shall be the responsibility of the Contractor to enforce all QC Plan requirements for any and all subcontractor(s).

B. The QC Plan shall be submitted as part of the offeror’s proposal and evaluated by the

Government. Upon acceptance by the Government, the QC Plan shall be incorporated into this contract. The QC Plan shall be updated annually or as requested by the Government.

C. The operation of the QC Plan shall be maintained current and made available to the

COR. Any revisions to the QC Plan shall be approved in writing by the Contracting Officer prior to implementation.

11.0 TECHNICAL SUPPORT AND DESIGN COORDINATION

The Contractor shall serve as the overall technical lead for this requirement and shall provide technical oversight of any subcontractors to ensure compliance with this SOO. The Contractor shall coordinate the engineering design of all systems, modifications, installations, test plans, FAA approvals and certifications for the Government based upon this SOO.

The Contractor shall ensure that the Government has the opportunity to participate the design and procurement decisions as required by this SOO.

12.0 EXISTING ENGINEERING, COMMERCIAL OFF THE SHELF

The Contractor shall use existing engineering and technical data to the maximum extent possible.

The Airborne Imaging Systems should incorporate “Commercial-Off-The Shelf” equipment to the fullest extent possible.

13.0 TECHNICAL PUBLICATIONS

The Contractor shall provide copies of all data required to maintain and operate the Airborne Imaging System including, but not limited to:

A. FAA-approved Pilot Operating Handbook or Flight Manual Supplements B. Current Aircraft Weight and Balance Report C. Airborne Imaging System Check Lists, to include Pilot and Airborne Imaging

System Operator D. Airborne Imaging System Detailed Illustrated Parts Breakdown E. Airborne Imaging System Detailed Operators Manual F. Airborne Imaging System Detailed Maintenance Manual G. Airborne Imaging System Detailed Structural Drawings, Wiring and Electrical

Schematics H. Airborne Imaging System Detailed Instructions for Continued Airworthiness I. Airborne Imaging System Detailed Operator Training Manuals

The Contactor shall provide one (1) copy of each manual in paper form and one (1) copy in electronic form per imaging system installed.

14.0 TRAINING

The Contractor shall conduct Airborne Imaging System Operator Training. This training shall include a minimum of two (2) flight hours per person for each operator within 30 days of aircraft acceptance. The training shall include up to five (5) students per aircraft system installed.

The Contractor shall conduct training for Maintenance Personnel. The training shall include, but not limited to system operation, system layout, component identification and location, system integration and system troubleshooting.

The Contractor shall conduct Airborne Imaging System Operator and Maintenance Personnel Training at the DEA facility in Fort Worth, Texas. However, if mutually agreed to by both the Government and the Contractor in writing, the training location may be conducted at a location other than the DEA facility in Fort Worth, Texas.

15.0 WARRANTY AND SUPPORT

In addition to any standard Original Equipment Manufacturers’ warranties, the Contractor shall warrant that all work furnished pursuant to this SOO strictly conforms to applicable specifications, drawings, descriptions, and other requirements of this SOO and is free from defects in design, material, and workmanship. All warrantees shall be transferable to the Government. The Warranty shall extend for a minimum period of one (1) year after final acceptance of each aircraft by the Government unless a different period is mutually agreed to by both the Government and the Contractor in writing.

The Contractor shall provide a point-of contact for technical and operator support during the warranty period.

AIRBORNE IMAGING SYSTEMS

QUESTIONS AND ANSWERS

Question 1: The video recorder in the solicitation specs matches those of the HD video recorder built-into our ARS-500 box. Do you plan to install new ARS-500s in these aircraft and if so, is there a reason to not use the built-in video recorder?

Answer 1: The SOO requirement is to install a stand-alone DVR as the primary recorder while utilizing the internal DVR in the ARS-500 as a backup or redundant recorder.

Question 2: What payloads are installed on the DEA’s MX-10 sensors (EO, IR and lasers in the stabilized gimbal)?

Answer 2: The MX-10 sensor payloads consist of the following: Precision Stabilized gimbal with Inertial Measurement Unit (IMU Inside) Dual Sensor Payload:

1. Thermal Imager, 3rd Gen, 3-5um staring array, 640 x 512

2. Daylight Zoom TV, Megapixel Color HD

3. Lowlight Continuous Zoom TV, Electron Multiplied CCD (EMCCD)

4. Laser Illuminator and Laser Range Finder payload combo for US Airborne Law

Enforcement applications, complete with FDA guide with integration requirements

5. GEO Package Data with built-in GPS (MX-GEO for accurate target location) (GPS includes Antenna and embedded Receiver)

Question 3: Is the DEA considering selecting more than one contractor for an IDIQ award?

Answer 3: No, DEA anticipates making one contract award for all requirements in solicitation

Question 4: Will the Government Furnished Equipment (GFE) imaging/mapping/downlink equipment be provided with cabling and/or connector kits from the manufacturers?

Answer 4: The MX-10 imager includes only the GPS Antenna along with the RF Antenna Cable, which is five (5) meters in length. The MX-10 does not include any other cabling or connector kits, these items shall be Contractor Acquired Property (CAP). The Churchill ARS- 500 mapping system includes a connector kit only, no cabling. Cabling for the Churchill ARS- 500 shall be CAP. The Cobham Downlink system includes all cabling with connectors installed.

Question 5: Because there are a variety of differences between aircraft, what model and age are the Cessna 206s to be modified? Are they all Cessna 206H models?

Answer 5: Below is a list of the Cessna 206s with model and approximate ages:

• 8 each, Cessna U206G, average age: 30 years.

• 5 each, Cessna U206G/Soloy, average age: 30 years.

• 17 each, Cessna 206H, age range: 1.6 to 8.6 years.

• 12 each, Cessna T206H, age range: 1.1 to 14.6 years.

Question 6: Is there a current electrical load analysis on each Cessna 206 to review?

Answer 6: No, see Statement of Objectives (SOO) Section 7.0 (B) (5).

Question 7: SOO Section 3.0 requires the removal of existing imaging systems on certain aircraft. Will this work scope be invoiced over and above the ten (10) items identified in the schedule of supplies / services?

Answer 7: No, not all of the aircraft have existing imaging systems. When applicable, this work will be invoiced as part of the identified schedule of supplies/services.

Question 8: Will the applicable installation kits be provided as part of the GFE issue for the Wescam MX-10 and Cobham Downlink systems or are they required to be Contractor Acquired Property (CAP)?

Answer 8: See Answer 4.

Question 9: Please verify the various MX-10 required mounts will be CAP issued?

Answer 9: Yes, the MX-10 mounts shall be CAP.

Question 10: Please advise regarding the rear audio panel Vendor Make/Model to be GFE provided?

Answer 10: In aircraft with Bendix/King avionics systems the rear audio panel is a King KMA- 24H. In aircraft with Garmin avionics systems the rear audio panel is either a King KMA-24H or a Garmin GMA-350H.

Question 11: Please verify whether the contractor is responsible for work station engineering design and fabrication or are there existing installations desired to be duplicated that engineering will be provided for?

Answer 11: The Contractor is responsible for work station engineering and design and fabrication, but if there are existing work stations available that fit the requirement of the SOO they may be utilized.

Question 12: Please verify whether the work station is to be “portable” unit; able to be removed from the aircraft?

Answer 12: The work station shall be easily removable to allow for aircraft maintenance.

Question 13: Does the statement concerning NVIS compatible Airborne Imaging System imply the monitors and recorder are required to be NVIS lighting compatible equipment?

Answer 13: Yes.

Question 14: Will the existing aircraft systems schematics, maintenance manuals, pilots operating handbooks, Flight Manuals be made available for review?

Answer 14: All aircraft logbooks and documentation shall be made available prior to the aircraft being inducted into modification.

Question 15: Will OEM Vendor Installation, Maintenance and Operations manuals be acceptable to satisfy SOO Section 13.0 Technical Publications Items C – F?

Answer 15: What is required for SOO Section 13.0 Items (C) through (F) are specific manuals tailored to the Airborne Imaging System. The Government also requires any other applicable additional OEM documentation.

Question 16: SOO Section 14.0 Training requires two (2) flight hours of training per operator per system up to five students. Is that understood to be a total of ten (10) hours of flight training on the Airborne Imaging System (system defined as the installed package)?

Answer 16: Yes.

Question 17: Are flight costs responsibility outlined anywhere in the solicitation?

Answer 17: The Government will be responsible for all flight cost and will provide the pilots for test flights and training.

Question 18: Is there a required syllabus format for the Operator and Maintenance personnel training?

Answer 18: No.

Question 19: The solicitation requirements for the monitor do not mention the requirement for the monitor to be day bright sunlight readable. All installations of this kind require this type of monitor to be able to view the monitor during daylight operations. Can you tell me if this is a requirement?

Answer 19: Yes, the monitors shall be day bright sunlight readable.

Question 20: Is there a brand of monitor that the DEA prefers?

Answer 20: No.

Question 21: Who currently has the STC for the NVIS modification on subject aircraft?

Answer 21: The NVISs are either Aero Dynamix, Inc. or Ahlers Aerospace, Inc.

Question 22: Will we be required to coordinate with FAA ASW 170 for evaluation of NVIS compatibility?

Answer 22: Coordination with the FAA evaluation for NVIS compatibility is the Contractor’s responsibility. In addition, the choice of FAA entity shall be the Contractor’s responsibility.

Question 23: Who will be responsible for NVIS installation drawing updates?

Answer 23: The contractor.

Question 24: Will field approval of installation be done from KACC PMI in Oklahoma City or DEA PMI from Fort Worth FSDO?

Answer 24: Field Approvals shall be the responsibility of the contractor. In addition, the choice of FAA entity shall be the Contractor’s responsibility.

Question 25: Is all equipment to be mounted in a rack in the aft cockpit or will the baggage areas be used for electronics?

Answer 25: Equipment locations shall depend on aircraft type. Aft cockpit, aft cabin or baggage areas may be considered for equipment locations. As stated in SOO Section 7.0 (B) (3):

“Consideration will be given so that no items will be installed in any areas that deny or make it difficult to access panels and enclosures that require opening for periodic inspection and maintenance.”

Question 26: Will the contractor be required to procure a ground station to test downlinking capabilities?

Answer 26: The government will provide the downlinking receiver for testing.

Question 27: Is there the expectation that the Soloy observer’s seat and observer’s window will be installed on the same aircraft as the MX-10 and operator’s console at the same time?

Answer 27: Yes.

Question 28: If the Soloy observer’s seat and observer’s window are installed on the same aircraft as the MX-10 and operator’s console where does the government want the console positioned?

Answer 28: The Soloy Observer Seat installation positions the seat in the center of the cabin in the same location as the second row seats. In previous installations this allowed enough room for an Operator’s Work Station as described in Section 3.2 (F) of the SOO.

Question 29: In reference to SOO Section 2.0, it is assumed that all GFE camera systems noted have a non-eye safe laser. There are no current provisions with the FAA for approval of a camera gimbal with a non-eye safe laser. Can it be assumed the aircraft will be flown in a “Public Use” operation with the gimbals installed to the aircraft? This question also applies to SOO Section 7.0 (B) (4).

Answer 29: The aircraft will be flown in Public Use when utilizing the non-eye safe laser.

Question 30: In reference to SOO Section 3.0, are there specifics on what aircraft will need equipment removed and what types of equipment need removed? This could have a large impact on potential costs for repairs after removal and amount of work required to perform removal.

Answer 30: The following is a list of aircraft type and the equipment that shall be removed:

• 6 each, Cessna T206H, Gyrocam imager, imager mount and associated wiring, Operator Work Station and associated wiring.

• 2 each, Eurocopter AS350, Gyrocam imager, imager mount and associated wiring, Operator Work Station and associated wiring.

• 1 each, Eurocopter AS350, Cineflex imager, imager mount and associated wiring, Operator Work Station and associated wiring.

Question 31: SOO Section 3.1.1 (I) notes the airborne imaging system shall be NVIS compatible. Please confirm this is in reference to ALL added equipment including recorders, monitors, keyboards, control heads, and to what vendors’ NVIS STC this applies? Also, is all GFE provided equipment supplied as NVIS compatible, where applicable?

Answer 31: All added equipment shall be NVIS compatible including, but not limited to, recorders, monitors, keyboards and control heads. The MX-10 Hand Controller is NVIS compatible. The NVIS are either Aero Dynamix, Inc. or Ahlers Aerospace, Inc. See Answer 21.

Question 32: It appears in SOO Section 5.0 that NOT all GFE equipment will include manufacturers’ cables sets and connector kits? Will provided cables be pre-terminated or as bulk cable with connectors included for custom fit to each aircraft? Neither the Wescam systems or FLIR Safire come with main cable sets? The ARS systems do not come with connector kits?

Answer 32: No cable sets or connector kits for the Wescams and FLIR imagers will be provided, they shall be CAP. Connector Kits only are provided for the Churchill ARSs.

Question 33: In reference to SOO Section 7.0 (B), where is the proposed location and duration of the Preliminary Design Review (PDR) and Critical Design Review (CDR) meetings?

Answer 33: The PDR and CDR shall be held at the contractor’s facility. There is no pre-determined duration or time limitation for the meetings.

Question 34: In reference to SOO Section 7.0 (B) (5), if an aircraft electrical system is not sufficient to support the installation, is it the Contractors responsibility to modify and correct the aircraft issues? If not, this appears to conflict with the statement in SOO Section 3.0.

Answer 34: All DEA Aviation Division (OA) Cessna aircraft have 95 amp or higher alternators.

In the past, when installing imaging systems on OA aircraft, there have not been any issues concerning sufficient electrical power.

Question 35: SOO Section 14.0 requires training for up to 5 students within 30 days of aircraft acceptance. Will this take place within one travel date by the Contractor to the DEA facility or could this result in 5 trips to the DEA facility within 30 days to train all 5 students?

Answer 35: It is anticipated only one travel date per aircraft.

Question 36: Is there an option for multiple awards to various vendors, or only one overall award to one prime vendor?

Answer 36: No, DEA anticipates making one contract award for all requirements in solicitation

Question 37: Are any aircraft older 12V type (Cessna) or are all of newer generation electrical and avionics?

Answer 37: There are no 12 volt Cessna systems. See Answer 5 for aircraft models and ages.

Question 38: On what terms will the government be paying, Net 30 at time of each accepted aircraft delivery?

Answer 38: Please see SOO Section 8.0 (A): “A fully configured Airborne Imaging System shall be 100% operational prior to the Government’s acceptance of each aircraft. No partial deliveries will be accepted. The Government will indicate acceptance in writing. No payments will be made until the Government’s written acceptance has occurred.”

Question 39: The Eagle Avionics post mount is noted throughout the RFQ and in one area it notes this or a similar equivalent. Will a similar equivalent apply to all aircraft in the RFQ?

Answer 39: The Eagle Avionics Post Mount is the desired style of mount as to reduce weight and maximize rear cabin space. An equivalent style mount is acceptable.

Question 40: In reference to the additional recorder required, such as in Section 3.1.1 (C), the Churchill mapping system provided as GFE meets these specifications with its integrated recording system. Can we confirm an additional stand-alone recorder is required with the noted specifications?

Answer 40: A stand-alone DVR is required as stated in the SOO. The integrated DVR in the Churchill ARS-500 shall be utilized as a backup or redundant recorder.

Question 41: Is there an incumbent on this project?

Answer 41: No.

Question 42: Is there a specific requirement for the mapping system keyboard, e.g. a specific part number?

Answer 42: No.

Question 43: With reference to the internal GFE equipment; do all of the computers and controllers need to be installed in the same operator station, or is there a preferred layout?

Answer 43: There is no preferred layout.

Question 44: Does the C-206 equipment need to be NVIS capable/compliant for fleet standardization purposes?

Answer 44: None of the Cessna aircraft are NVIS. Only the helicopters require NVIS compatibility.

Question 45: Per Exhibit 1, there is a requirement for a HD DVR that meets the specifications outlined. On the GFE Churchill mapping system being provided there is a DVR capability that meets the specification. Is there a requirement for an additional DVR or is the functionality in the Churchill system adequate?

Answer 45: A stand-alone DVR is required as stated in the SOO. The integrated DVR in the Churchill ARS shall be utilized as a backup or redundant recorder.

Question 46: Per Exhibit 1 we understand that the sensors will be GFE. Are the sensors configured with lasers, and if so, is it expected that the integrator will provide an STC in accordance with current FAA standards for the laser functionality?

Answer 46: The sensors are configured with non-eye safe lasers. The aircraft will only be flown in Public Use when utilizing the non-eye safe laser.

Question 47: Per Exhibit 1, regarding the Cessna 206s, is it expected that the contractor procure 20 ship sets of the Soloy items even though not all may be installed? Also, should we assume in our pricing that the contractor will be responsible for the installation of all 20?

Answer 47: As stated in the SOO, not all Cessna aircraft will require the Soloy items as many already have them installed. Only aircraft that do not have one or more of the Soloy items will require them. Therefore, each Soloy item shall be listed under its own Contract Line Item (CLIN) in the schedule of supplies/services.

Question 48: What type of antennas will be provided with the GFE Cobham systems for each aircraft type?

Answer 48: There are 2 antennas that will be provided:

• 1 each Omni Directional Antenna, Cobham part number: AOC606N360XG

• 1 each Downlook Blade Antenna, Cobham part number: 501-039.

Question 49: The solicitation requires “high bit rate” H.264. Is there a bit rate threshold for SD and for 720p30, 720p60, 1080p30 and 1080p60?

Answer 49: The minimum recording bit rate shall be 1 Mbps with the capability to record up to 4 Mbps at 720p@59.94 Hz. 1080p is no longer a requirement. See revised SOO.

Question 50: Do you want to have the operator select from high, medium and low bit rates or do you want your operators to have discrete (selectable) control over the bit rate?

Answer 50: The operator shall have the ability to select the bit rate.

Question 51: The solicitation requires “HD-SDI 720p and 1080p.” Is this for 720p30 and 720p60? Is this for 1080p30 and 1080p60? Are there other frame rates like p25 and p50 that should be supported?

Answer 51: See Answer 49. No other frame rates are required.

Question 52: The solicitation requires “Record in High Definition and Standard Definition.”

Does this mean a combination of High Definition (HD) and Standard Definition (SD) inputs that would be recorded simultaneously? What are the combinations? Is there a requirement to record two (2) HD signals simultaneously? Is there a requirement to record two (2) SD signals simultaneously?

Answer 52: There is no requirement to record in High Definition and Standard Definition simultaneously. Recording only one video source (Video in Command) at a time is desired. The DVR shall have the ability to record directly to a Secure Digital (SD) Flash Card or USB device or SATA Drive or Internal Memory. There is no requirement to record two HD signals simultaneously. See revised SOO.

Question 53: What are the combinations of HD signals? Would you record two (2) 720p30 or two (2) 720p60 or two (2) 1080p60 signals?

Answer 53: Only one HD signal is required for recording at 720p at 59.94 Hz.

Question 54: When recording these signals, would they be recorded to one media device such as USB or SD?

Answer 54: The signal shall have the ability to record directly to a Secure Digital (SD) Flash Card or USB device or SATA Drive.

Question 55: The solicitation requires “Four (4) video inputs that are selectable from the front display.” Does this infer that there are a mix of two (2) SD and 2 HD inputs, or one (1) HD and three (3) SD? What is the required mix of video inputs? Will the 720p input be on one connector and the 1080p be on another connector? Is the requirement instead for 1 connector for HD that will have changing input resolutions?

Answer 55: The requirement is to record one signal at a time which is the Video in Command.

Question 56: Is there a requirement for simultaneous recording of more than one (1) input? If so, what are the combinations?

Answer 56: There is not a requirement for simultaneous recording of more than one (1) input.

Question 57: The solicitation requires “one (1) HDMI and one (1) VGA output.” Please confirm then that there is no requirement for playback or output for either HD-SDI or regular analog composite video. Does the HDMI require HDCP or will DVI-D suffice as an output to satisfy the HDMI requirement?

Answer 57: The VGA requirement has been removed. There is no specific requirement for HDCP or DVI-C, whichever standard will enable the video to appear on the monitor is acceptable.

Question 58: In the SOO at various places it requires that the system must record to a CompactFlash (CF) card or a Secure Digital Flash Card and USB. Does this mean that the system would have to simultaneously write to CF and USB or SD and USB?

Answer 58: The requirement, as revised, is to have the capability to record to removable media, such as SD or USB or SATA Drive, not necessarily to record to one or more simultaneously.

Question 59: The solicitation requires a playback-while-record capability. Is this requirement for both HD and for SD? Is there a requirement to record 1080p60 while playing back 1080p60?

What are the combinations for playback while record inputs in both HD and SD? Does the current recorded video need to be displayed during playback while record? Do both videos need to be displayed simultaneously?

Answer 59: No, there is no longer a requirement to playback while recording. See Revised

SOO.

Question 60: What are the environmental and electrical qualifications needed for the recorder?

Answer 60: The DVR shall be required to function in a small general aviation aircraft such as a Cessna 206 or a Bell 407 helicopter and operate on 28 VDC.

Question 61: Although the rear audio panel is mentioned several times in the solicitation under the GFE section, the part number, or the manufacturers name are not stated. Please provide this information.

Answer 61: In aircraft with Bendix/King avionics systems the rear audio panel is a King KMA- 24H. In aircraft with Garmin avionics systems the rear audio panel is either a King KMA-24H or a Garmin GMA-350H.

Question 62: Will all aircraft types be available at the same time/location, if so we would like to request an industry day for a site survey?

Answer 62: The Government is not able to have all aircraft available in one location for an Industry Day as they are stationed at various locations across the country.

Question 63: How many aircraft can be expected for installation during the one year period of performance?

Answer 63: This information is not known at this time; however, see Section 4.0 of the SOO, which states: “Due to mission requirements, the Government anticipates no more than 2 aircraft at a time undergoing an Airborne Imaging System installation. If it is in the best interests of the Government to provide more than 2 aircraft for installation and the Contractor can accept the additional aircraft and deliver them within the stated timeframe, an agreement will be made in writing.”

Question 64: Please provide the location where the PDR and CDR meetings will be held?

Answer 64: See Answer 33.

Question 65: Regarding SOO Section 14.0, please clarify if the requirement is for 2 hours on each of the three types of aircraft where the systems are installed; or for each aircraft (total 34 aircraft) after acceptance?

Answer 65: The requirement is for each Airborne Imaging System installed, there shall be a maximum of five (5) students that will require two (2) hours of training. See also Answer 16 and Answer 35.

Question 66: Please confirm contractor requirement is to bid on items listed as CAP in addition to the Installation and Integration of these items.

Answer 66: Yes, the requirement is for the CAP, installation and integration.

Question 67: Please clarify:

• The requirement for each Technical Evaluation factor, other than page count.

• How does the government want the Cost information presented, separate volume, page count, and areas required?

• How does the government want the past performance information presented, separate volume, page count, and areas required?

Answer 67: The requirements for each Technical Evaluation Factor are stated in Attachment 1.

Cost information should be provided on the Standard Form 1449 and the Schedule for Supplies/Services. There is no template for how Past Performance information should be displayed; that is up to the discretion of the offeror. Please note that pursuant to Attachment 1, the Past Performance section of the offer is exempt from the page limitation.
