This Salient Characteristics document establishes the minimum technical requirements for the procurement of four (4) Mobile Surveillance Trailer Systems in support of the United States Department of Veterans Affairs (VA), Greater Los Angeles VA Healthcare System (GLAHCS), VA Police Service, Station 691. These trailers will be deployed to enhance physical security, force protection, and situational awareness across VA campuses, outlying clinics, and temporary event locations within the GLAHCS area of responsibility.

The baseline reference standard for this procurement is the Mobile Pro Systems (MPS) Commander 3400. In accordance with Federal Acquisition Regulation (FAR) 11.104, this requirement is issued on a "brand name or equal" basis. Any manufacturer may compete for award provided the proposed product meets or exceeds every salient characteristic identified herein. The burden of proof of equivalence or superiority rests solely with the offeror.

All specifications below are written generically. Named part numbers (e.g., AXIS camera models) are provided for reference as baseline examples; any functionally equivalent component meeting or exceeding the stated specification is acceptable.

2.0 SALIENT CHARACTERISTICS

For each requirement below, the Government has identified: (a) the characteristic, (b) the minimum acceptable standard, and (c) the rationale supporting the requirement. An offeror must address each item individually in the Compliance Matrix located at Section 4.0 of this document.

SECTION 1 — TRAILER STRUCTURE AND MOBILITY

1.1 Travel Dimensions

Minimum Standard: Maximum 64 inches width × 194 inches length × 72 inches height (in travel/stowed configuration).

Rationale: Compliance with standard U.S. Department of Transportation (DOT) road transport envelopes ensures the trailer may be towed on public roadways without oversize/overweight permits, enabling rapid deployment between VA facilities.

1.2 Deployed Footprint

Minimum Standard: Minimum 90 inches width when outriggers are fully extended.

Rationale: An expanded stance is required to provide the lateral stability necessary to safely support a 33-foot telescoping mast with cameras and lighting without tipping or oscillation.

1.3 Gross Vehicle Weight Rating (GVWR)

Minimum Standard: Minimum 3,000 pounds GVWR; the trailer shall be towable by standard law-enforcement-class vehicle platforms (e.g., full-size SUV or 1/2-ton pickup).

Rationale: VA Police Service operates standard law-enforcement tow vehicles. A GVWR within this range preserves operational flexibility and eliminates the need to acquire dedicated heavy-duty tow assets.

1.4 Stabilization

Minimum Standard: A minimum of five (5) independent jack stands with adjustable outriggers capable of leveling the unit on uneven terrain.

Rationale: VA deployment sites frequently include parking lots, graded lots, and unimproved surfaces. Independently adjustable stabilization is essential for safe mast deployment and to preserve video image quality.

1.5 Construction

Minimum Standard: Heavy-duty, all-weather steel frame construction engineered for continuous outdoor deployment.

Rationale: Southern California operating conditions include sustained high heat, intense ultraviolet exposure, coastal salt air, and occasional heavy rain. The frame must endure long-duration outdoor deployment without corrosion-related failure.

SECTION 2 — MAST SYSTEM

2.1 Mast Height

Minimum Standard: Minimum 28 feet fully extended, telescoping design.

Rationale: Elevated sensor placement extends the camera field of view beyond fencing, parked vehicles, and vegetation, significantly increasing the effective surveillance footprint per trailer.

2.2 Mast Type

Minimum Standard: Stabilized telescoping style incorporating vibration-dampening or vibration-proof technology; must maintain usable video quality in sustained wind conditions up to 45 mph.

Rationale: Santa Ana and coastal wind events regularly exceed 35 mph in the GLAHCS area of responsibility. Camera oscillation degrades identification and evidentiary value of recorded video, so vibration mitigation is mandatory.

2.3 Rotation
