2. CONTRACT TITLE

2.1 Greater Los Angeles VA Police Department — Mobile Surveillance Trailer Procurement.

3. BACKGROUND

3.1 The Greater Los Angeles VA Healthcare System (GLAHCS) VA Police Service is one of the largest federal law enforcement organizations within the Veterans Health Administration (VHA). The Service delivers continuous, 24-hour police, physical security, and emergency response operations across multiple campuses and outpatient sites throughout the Greater Los Angeles area, including the West Los Angeles VA Medical Center, the VA Sepulveda Ambulatory Care Center, the VA Downtown Los Angeles Clinic, and numerous community-based outpatient clinics.

3.2 Fixed camera infrastructure currently deployed across GLAHCS does not provide coverage for all locations, outdoor perimeters, parking structures, encampment response zones, construction areas, and temporary assembly areas that require surveillance. These coverage gaps limit the VA Police Service’s ability to monitor high-priority areas, respond to emergent incidents, investigate criminal activity, and protect patients, visitors, employees, and Government property.

3.3 Mobile surveillance trailers provide a proven law enforcement force-multiplier that enables rapid deployment of high-definition video, audio, and deterrent capability to any area identified as a priority by command staff. Mobile platforms can be repositioned as operational priorities shift, deployed to outdoor perimeters and remote areas without fixed camera access, and used to provide temporary surveillance coverage for planned events, high-profile visits, protests, and construction projects.

3.4 The Executive Order establishing the National Center for Warrior Independence (NCWI) has expanded VA Police staffing at GLAHCS by seventy-three (73) authorized Full-Time Equivalent Employees (FTEEs). The expansion of the police force, coupled with an expanded security mission across the West Los Angeles campus, has materially increased the demand for reliable, mobile, continuously operating surveillance capability that complements, but does not replace, existing fixed camera systems.

3.5 The trailer systems procured under this SOW are designed to support prolonged deployments of up to thirty (30) days between refueling events, with minimal human intervention required. Each system is configurable to the specific mission, terrain, power source, and threat profile of the deployment location, and is capable of independent operation using onboard battery, solar, and generator power.

4. SCOPE

4.1 The contractor shall furnish all equipment, materials, labor, delivery, rigging, on-site setup support, demonstration, and documentation required to deliver four (4) fully operational mobile surveillance trailer systems to the GLAHCS VA Police Service. The required systems are the Wanco WCTS-MM-4A-1500H Solar/Hybrid Integrator, or equal, configured with the components and accessories identified in Section 5.1 of this SOW.

4.2 All items shall be new, current production, first-quality, and free of defects in material and workmanship. Delivery, rigging, freight, and any setup and demonstration services required to place each trailer in a fully operational condition at the designated place of performance shall be included in the contract price.

4.3 The contractor shall ensure that all components are properly packaged and protected for shipment, labeled with the Purchase Order (PO) number, and delivered to the designated place of performance accompanied by complete receiving documentation, including a packing list, bill of lading, and any required manufacturer certifications.

5. SPECIFIC TASKS

5.1 Procurement and Delivery of Trailer Systems

5.3 Demonstration and Operational Verification

5.3.1 Prior to final acceptance, the contractor shall conduct an on-site operational demonstration of each trailer system at the designated place of performance. The demonstration shall verify, at a minimum, mast deployment and retraction, camera field-of-view and image quality (day and night), PTZ control, two-way audio, strobe and flood lighting functionality, solar, battery, and generator power operation, cellular connectivity, video streaming to the Customer-Supplied Video Management System (VMS), and manufacturer's remote monitoring system connectivity.

5.3.2 The contractor shall provide a minimum of one (1) training session per delivery site, delivered to VA Police Service personnel identified by the COR, covering system startup and shutdown, routine operation, basic troubleshooting, and safe deployment practices.

5.4 Warranty Services

5.4.1 The contractor shall provide a one (1) year factory warranty on all hardware components, beginning on the date of final Government acceptance of each trailer system. The warranty shall cover all defects in material and workmanship and shall include parts, labor, and any return shipping necessary to effect warranty repairs.

5.4.2 The contractor shall provide a second-year extension under the manufacturer's second-year remote monitoring and technical support program [confirm exact Wanco program name/model], which shall include interactive remote dashboard monitoring, technical support, and extended parts coverage for an additional twelve (12) months following the expiration of the factory warranty.

5.5 Technical Support

5.5.1 The contractor shall provide the COR with written technical support contact information, including a toll-free telephone number, email address, web portal, and documented escalation and response procedures. Technical support shall be available during normal business hours at a minimum, with after-hours emergency support procedures clearly identified.

6. PERFORMANCE MONITORING

6.1 The COR shall conduct inspections of delivered equipment and documentation, monitor contractor performance, and verify that all tasks under this SOW are executed in accordance with the stated requirements.

6.2 The contractor shall be responsible for resolving system defects and deficiencies identified by the COR within fourteen (14) business days of written notice. Resolution shall include diagnosis, repair or replacement of affected components, and verification that the system has been restored to full operational capability.

6.3 Any equipment that cannot be repaired within thirty (30) calendar days from the date of written notice shall be replaced by the contractor at no additional cost to the Government. Replacement equipment shall be fully operational at the place of performance within ninety (90) calendar days from the date of written notice.

7. SECURITY REQUIREMENTS

7.1 General Security

7.1.1 The contractor and all contractor personnel performing work under this SOW shall comply with all applicable VA information security and privacy requirements, including those set forth in VA Handbook 6500, VA Directive 6500, and VA Handbook 6500.6 (Contract Security), and with all applicable Federal laws, regulations, and Executive Orders governing the protection of Government information and information systems.

7.1.2 The contractor shall ensure that contractor personnel performing any work on VA premises comply with VA physical security requirements, sign in and out at designated VA Police Service checkpoints, display Government-issued or contractor-issued identification at all times, and comply with the lawful direction of VA Police personnel.

7.1.3 The trailer systems procured under this SOW operate on an isolated, self-contained network that does not connect to the VA enterprise network or to any VA information system that processes, stores, or transmits VA sensitive information. Accordingly, formal Certification and Accreditation (C&A) requirements do not apply to this acquisition, and a Security Accreditation Package is not required. This determination does not relieve the contractor of any of its other obligations under this Section 7.

7.2 Access to VA Information and VA Information Systems

7.2.1 Contractor personnel shall not be granted access to VA information or VA information systems except as expressly authorized in writing by the Contracting Officer. Where such access is authorized, contractor personnel shall be subject to all applicable background investigation, suitability, and identity-proofing requirements imposed by VA policy and Federal regulation.

7.2.2 The contractor shall not copy, remove, transmit, or disclose any VA information to any person or entity except as expressly required for the performance of this contract and authorized in writing by the Contracting Officer or the COR.

7.2.3 Upon completion or termination of the contract, or at the direction of the Contracting Officer, the contractor shall return or destroy, as directed, all VA information in its possession and shall certify such return or destruction in writing.

7.3 Training

7.3.1 All contractor personnel who require access to VA information or VA information systems, or who perform work on VA premises in support of this contract, shall complete VA Privacy and Information Security Awareness and Rules of Behavior training prior to being granted such access, and annually thereafter for the duration of the contract. Evidence of training completion shall be provided to the COR upon request.

7.3.2 Additional role-based training shall be completed by contractor personnel as required by VA policy applicable to the functions performed by those personnel.

7.4 VA Information Custodial Language

7.4.1 Information made available to the contractor by VA for the performance or administration of this contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of the VA.

7.4.2 The contractor shall comply with all Federal and VA rules of behavior relating to VA information and information systems. The contractor shall safeguard VA information from unauthorized access, use, disclosure, modification, destruction, or loss.

7.4.3 The contractor shall not create, collect, process, store, or transmit VA sensitive information except as expressly required for the performance of this contract. VA sensitive information shall not be stored on any contractor-owned information system or removable media without the prior written authorization of the Contracting Officer.

7.5 Security Incident Investigation

7.5.1 The contractor shall immediately, and in no event later than one (1) hour after discovery, report to the VA Network and Security Operations Center (NSOC), the Contracting Officer, and the COR any known or suspected security incident involving VA information or VA information systems, including any actual, suspected, or attempted unauthorized access, use, disclosure, modification, or destruction of VA information, and any loss or theft of equipment or media containing VA information.

7.5.2 The contractor shall cooperate fully with any Government investigation of a security incident, including by providing prompt access to personnel, facilities, records, and affected systems, preserving all relevant evidence, and implementing any corrective actions directed by the Contracting Officer.

7.6 Liquidated Damages for Data Breach

7.6.1 In the event of a data breach involving VA sensitive personal information (SPI) in the possession of the contractor, the contractor shall be liable to the Government for liquidated damages in the amount of thirty-seven dollars and fifty cents ($37.50) per affected individual, consistent with 38 U.S.C. § 5725 and the implementing regulations and policies of the Department of Veterans Affairs.

7.6.2 The liquidated damages described in paragraph 7.6.1 are intended to cover the reasonably anticipated costs of required breach response activities, including, at a minimum, (a) written notification to each affected individual, (b) a minimum of one (1) year of credit monitoring services for each affected individual, and (c) identity theft insurance coverage of not less than twenty thousand dollars ($20,000) per affected individual.

7.6.3 Payment of liquidated damages under this section shall not be the exclusive remedy of the Government and shall not limit the Government’s ability to pursue other remedies available at law or in equity, including termination for default.

7.6.4 As noted in paragraph 7.1.3, the trailer systems operate on an isolated network and are not anticipated to process or store VA SPI. The requirements of this paragraph 7.6 apply only in the event that VA SPI is nonetheless placed in the possession of the contractor in the course of performance.

8. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION (GFE/GFI)

8.1 The Government shall furnish, at no cost to the contractor, the following items for integration with the delivered trailer systems:

9.b Conflict of Interest (COI) 9.b.1 No organizational or personal conflicts of interest have been identified in connection with this acquisition. The contractor shall promptly disclose to the Contracting Officer any actual, apparent, or potential conflict of interest that arises during performance.

9.c Non-Disclosure 9.c.1 A separate Non-Disclosure Agreement (NDA) is not required for performance under this SOW. This determination does not relieve the contractor of its obligations under Section 7 of this SOW, under VA Handbook 6500.6, or under any applicable Federal law governing the protection of Government information.
