This document supersedes ELC-D-084-0481, Equipment Unit Preservation, Packaging and Marking, Standard Requirements for Auxiliary Machinery Branch, as issued by the Engineering Logistics Center. The update addresses revised marking requirements, updated requirements, and ISO Shipping Containers.
This document is intended for use with procurement contracts for Engineering Change Equipment Units, and the related End Items and Parts provided within the same contract.
1. SCOPE
1.1 This specification describes the general preservation, packing and marking requirements for
Engineering Change Equipment Unit procurement contracts, and for related End Items and Parts procured under the same contract.
2. APPLICABLE DOCUMENTS
2.1 ORDER OF PRECEDENCE – In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence.

3. REQUIREMENTS
3.1 DEFINITIONS: Within the context of this document, the following terms are defined:
3.1.1 EQUIPMENT UNIT - shall be defined as a complete equipment system as intended for installation as part of an Engineering Change (E/C) or equivalent. Includes ancillary parts and documentation relevant to installation of the equipment. Not normally a stocked assembly.
Example: A skid mounted fire pump system with electric motor, motor controller and cut-out valves required for installation is an Equipment Unit intended for use in an Engineering Change. If the Equipment Unit is stored in a warehouse, it is there only on an interim basis until the Engineering Change is completed.
3.1.2 PARTS – shall be defined as replacement end items, repair parts, parts kits, On-Board- Repair Parts, long supply parts, etc. which have been assigned National Stock Numbers or Activity Control Numbers for storage, either in a warehouse or onboard a cutter, or both.
3.1.2.1 END ITEM – shall be defined as a subset of Parts which is a complete replacement assembly which is supported by the government.
Example: A fire pump assembly (by itself) is an end item which is stored in a warehouse.
3.1.2.2 REPAIR PARTS - shall be defined as a subset of parts used for repairs.
Example: A Pump Impeller is a repair part normally stored in a warehouse.
3.1.2.3 ON-BOARD-REPAIR-PARTS – shall be defined as a subset of all Parts. These parts will be specifically stored on-board the cutter for repairs. The initial OBRP are recommended by the contractor. The final OBRP will be determined by the government based on an RCM analysis.
Example: Pump Seal kits and other consumable items stored on the cutter are
OBRP.
3.1.3 NATIONAL STOCK NUMBERS (NSN) – a 13 digit tracking number used by the Federal Government for tracking packages and parts, and inventory control. Activity Control Numbers (ACN) - the equivalent of a temporary stock number created for a limited period of time, handled as an NSN. ACNs do not have stock system visibility outside of the agency.
3.1.3.1 All Parts in the government warehouse have an NSN or ACN.
3.1.3.2 The Equipment Unit may be assigned an ACN for tracking purposes, particularly if temporarily stored in a warehouse for distribution. At the completion of the installation program, the ACN may be cancelled.
3.1.3.3 All OBRP shall have an NSN or ACN. - The exception may be Parts which are provided as part of the “initial” or first Equipment Unit distribution (only), which may be distributed prior to the government assigning NSNs and ACNs to the respective parts.
3.1.4 EQUIPMENT UNIT MARKING PLAN – The Contractor’s Plan for marking of Equipment Units, End Items, Parts and On-Board-Repair Parts for shipment. Includes Stock Number (NSN (National Stock Number) or ACN (Acquisition Control Number), Item Name, Part Number, Serial Number, Contract Number, Delivery Order, Shipping Weight, Condition Code, Quantity of Issue, USCG-SFLC Material, and “Bar Code” labeling.
3.1.4.1 SHIPPING CONTAINER – A box, crate, pallet with cover, or metal container used for shipping materials. May also be used as a storage container.
3.1.4.2 RE-USABLE SHIPPING CONTAINER – A shipping container that can be reused without impairment of its protective function, and that can be repaired or retrofitted to prolong its service life.
3.1.4.2.1 LONG LIFE SHIPPING CONTAINER (1000 trips minimums.) – A shipping container that can be reused repeatedly. Includes purpose built metal shipping containers, and ISO Freight Containers. See Military Standard 2073.1E.
(a) ISO Freight Container – A shipping container meeting ISO Standard 1496- 1, and identified using ISO Standard 6346; used for international and land based shipping. Also known as intermodal container or Conex Box.
3.1.4.2.2 SHORT LIFE SHIPPING CONTAINER – (10 trip minimum) – A shipping container that can be used a limited number of times. Typically made of wood, plywood, or similar material with reasonable but limited life. See Military Standard 2073.1E. These containers permit opening of the container for inspection, and resealing.
3.1.4.3 SINGLE USE SHIPPING CONTAINER – Typically fiberboard over a pallet base, or standard cardboard box packaging. Single use containers do not typically permit opening of the container for inspection, and resealing the container.
Example: Major appliances (refrigerator, washer, etc) are typically packaged in single use shipping containers.
Example: Standard express mail packaging.
Example: Small parts, each packed in its own storage packaging, may be gathered and boxed together in standard packaging / a single use shipping container for shipping.
3.1.4.4 STORAGE PACKAGING – A cardboard box or bag for storage and protection smaller of parts, but not necessarily suitable as the exterior packaging for shipping.
3.2 GENERAL:
3.2.1 Equipment Unit deliverables provided under this contact shall be packaged, packed and marked in accordance with paragraph 3.3 herein, to commercial standards. A minimum number of Shipping Containers shall be used, to the extent reasonable and practicable, to retain all components, (especially serial numbered elements) together during transportation and storage.
Note: The introduction of multiple shipping containers under one ACN, particularly when multiple ship sets of Equipment Units are delivered at the same time, introduces a warehouse accountability issue.
3.2.2 End Items and Repair Parts provided under this contract and intended for warehouse storage and distribution, shall be packaged and packed in accordance with paragraph 3.4 to MIL-STD-2073 packaging standards. The parts shall be identified by their NSN / ACN designations. The End Items and Repair Parts will ultimately be packed in a shipping container for shipment; Large parts in their own shipping containers may be shipped independently or packed within a larger shipping container. The intent is to be able to store the end items and parts in the government warehouse system in a manner that they can be pulled from the shelf and shipped without re-preservation and packing.
3.2.3 End Items, Parts and On-Board-Repair-Parts included as part of the Equipment Unit shipment shall be packaged and packed in accordance with paragraph 3.4, except that items may be identified by the OEM part numbers, as NSN / ACNs may not yet be identified. Once the NSN/ACN identification has been assigned, subsequent shipments shall utilize the NSN/ACN numbers.
3.3 EQUIPMENT UNIT REQUIREMENTS
3.3.1 EQUIPMENT UNIT – SHIPPING CONTAINERS
3.3.1.1 Equipment Unit material shall be packed in an enclosed wood or metal shipping container or containers meeting ASTM D3951 or equivalent requirements, or better.
All shipping containers shall be suitable for use by the government for storage and then reshipment of Equipment Units to other activities for installation. The shipping containers shall be suitable for handling with a forklift truck or crane. The referencing contract may specify a specific type of Shipping Container, such as the use of an ISO Freight Container, or the use of Long Life Shipping Containers; where specified, the contract requirement shall prevail. If a minimum level of Shipping Container is not specified, the following guidance shall apply:
3.3.1.1.1 Equipment Units shall, as a minimum, be packed in a Short Life Reusable Shipping Container or Container(s).
(a) Shipping containers shall be suitable for being easily opened for inspection, and resealing for subsequent storage or shipment. Large shipping containers shall have doors, or have a demountable crate cover secured by lag screws to the base, or have a cover retained by screws, or be assembled with screws to permit easy access to the contents. Smaller shipping containers (cardboard boxes w/o skids, and standard packaging) shall be re-sealable with tape after inspection.
3.3.1.1.2 The Contractor may propose the use of higher grade Long Life Reusable Shipping Container, or more specifically an ISO Freight Container, to meet specific needs – such as equipment size and weight, or international shipping requirements.
(a) If the Contractor proposes the use of an ISO Freight Container belonging to a shipping agent, then when the Equipment Unit is delivered to its initial destination, it must be removed from the Freight Container so that the Freight Container can be returned to the shipping agent. In this case the Equipment Unit shall, as a minimum, be packaged as a series of smaller Shipping Containers within the Freight Container, to permit the Freight Container to be unloaded yet maintain adequate packaging protection for the Equipment Unit contents.
(b) If an ISO Freight Container is proposed, the Contractor shall offer to the government, as a separately priced option, the opportunity to purchase the ISO Freight Container, to permit the Container to be delivered to the government (as a separate CLIN) and contents held therein until desired.
3.3.1.2 Each Equipment Unit shall be packaged separately, to permit direct shipment to a Coast Guard activity, or permit temporary storage and then reshipment to a Coast Guard Activity, without breaking down packaging.
3.3.1.3 Within the primary shipping container, large items (length + girth of box greater than 130 inches) and items over 70 lbs shall also be packaged in skid mounted shipping containers, or bolted to skid foundations, all suitable for handling with a forklift.
3.3.1.4 Shipping containers shall be completely enclosed and structurally suitable for stacking at least two high, except as noted. Where open top containers are provided, there is an extreme weight imbalance, or elements protrude from the top of the shipping container, the container shall be marked DO NOT STACK.
3.3.1.5 Containers shall be suitable for interior or exterior (covered, weather) multi-year stowage, as specified by the contract. Where open, uncovered stowage is required, it shall be specified by the contract.
3.3.1.6 Purchased metallic containers may be provided painted by the OEM (original equipment manufacturer) with commercial undercoat and commercial painting systems, suitable for multi-year stowage without rust and degradation in a marine environment. The containers shall not have advertising; however the shipping agent, or manufacturer’s name or symbol may be displayed on the container.
3.3.1.7 Where metallic containers are fabricated for this contract, or where purchased metallic containers require recoating, they shall be painted in accordance with COMDTINST M10360.3C and the following. The container shall be coated with a polysiloxane or a high build epoxy based coating system.
3.3.1.7.1 Surfaces shall be abrasive blasted to “Near White” in accordance with SSPC-10, with angular abrasive to achieve a 1.5 to 2.5 mil anchor profile. Surfaces shall be primed with zinc rich polysiloxane undercoat, or inorganic zinc undercoat, to 3.0 to 4.0 mil DFT. A mist tie coat 1.0 to 2.0 mils DFT and then full color top coat
5.0 to 6.0 mils DFT of polysiloxane or a mist tie coat 1.0 to 2.0 mils DFT and then two top coats 5.0 to 6.0 mils DFT of high build epoxy paint shall be applied.
(a) Note: Acceptable polysiloxane coatings are Ameron PSX-700™ and Sherwin-Williams XLE-80™ HAPS Free. Acceptable high build epoxy coatings are available from Ameron, Hemple, International and Sherwin- Williams.
3.3.1.7.2 Unless otherwise directed by referencing contract, the finish or color coat of painting systems applied for this contract shall be aluminum, Light Gray - Fed Std 595 #26373, or Spar – Fed Std 595 #10371, or their commercial equivalent.
3.3.2 EQUIPMENT UNIT - PACKAGING
3.3.2.1 Loose components intended for use during installation shall be packaged together, labeled for their intended use, and included within the Equipment Unit shipping container(s).
3.3.2.2 OBRP which are being provided directly to the vessel as part of the Equipment Unit delivery, shall be individually packaged as Parts, then repackaged together and labeled as “On-Board-Repair-Parts”, and included within the Equipment Unit shipping container(s).
3.3.2.2.1 All OBRP shall be identified and accounted for by their National Stock Number and part number on the packing list.
3.3.2.2.2 Where OBRP have not yet been assigned National Stock Numbers, the notation “NSN Pending“shall be made on the packing list, after the OEM Part Number.
3.3.2.3 A packing list shall be prepared for each box or shipping container, identifying all items included in the box or container, including OBRP, and their National Stock Numbers (if known). Where the Equipment Unit is packaged in more than one shipping container, or the shipping container contains other boxes or shipping containers with packing lists, a Master Packing List shall be provided and include how many containers or boxes comprise one Equipment Unit.
3.3.2.3.1 A copy of the Packing List(s) and Master Packing List shall be electronically forwarded to the Contracting Officer for use as a check-off sheet by receiving personnel.
3.3.2.3.2 A copy of the list shall be posted inside a waterproof, clear plastic envelope or bag on the outside of one shipping container.
3.3.2.4 Documents and other enclosures shall be sealed in a zip lock or waterproof clear plastic envelope or bag, which shall be permanently affixed to the inside of the shipping container in a conspicuous location when the container is opened.
3.3.3 EQUIPMENT UNIT – PACKING:
3.3.3.1 Equipment Units, End Items, and Parts shall be packed for shipment and stowage.
Restraints, packing and support cribbing shall restrain and protect the Equipment Unit and all modules, enclosures and attachments from damage during shipment and the shifting of materials
3.3.3.1.1 Major components shall be bolted to the container floor or shipping crate framing system. Components with multiple feet or supports shall be bolted through all feet or supports. Large components shall be further restrained from movement within the container and between one another.
3.3.3.1.2 Loose components shall be intermediate boxed and shall be restrained within the shipping container.
3.3.3.1.3 Suitable cradles, cribbing and blocking shall be provided to prevent damage during shipment.
3.3.3.1.4 Protrusions, projections, corners, sharp edges and fragile areas shall be cushioned as required to protect the equipment and to prevent rupture of shrink-wrap materials a) during shipment, b) during loading and unloading, and c) from restraint systems.
3.3.3.1.5 Packing materials shall provide support to prevent unnecessary movement during transit, and cushioning to prevent damage. Excessive cushioning shall be avoided to minimize any unnecessary increase in tare weight.
3.3.3.1.6 The use of excelsior, newspaper, shredded paper, similar hydroscopic or non-neutral materials, and all types of loose fill materials for cushioning, fill, and stabilization is prohibited.
3.3.3.1.7 Exposed shafting and working machined surfaces, gear-trains, the inside of gearboxes, and other surfaces dependent on lubricant for preservation shall be lubricated or coated with an appropriate preservative suitable for protection of equipment stowed in an unheated warehouse for up to one year. Preservatives shall be compatible with the intended working lubricants. Special treatments should not be necessary to remove preservatives.
3.3.3.2 Major components shall be shrink-wrapped or otherwise covered and sealed to prevent water damage. To prevent adhesion between protective coverings and painted surfaces, protective coverings shall not be applied until the paint has cured.
3.3.3.3 Large assemblies and subassemblies which are disassembled for transport, shall be preserved, packaged and packed on skids and covered with shrink-wrap or shipping containers, as appropriate. Components shall be cradled, mounted and secured on a skid or skid type base to prevent deflection, shifting and damage. Disassembled components shall be match-marked to facilitate reassembly. Removed parts and hardware shall be preserved, tagged, and marked, and shall be packed and secured within the primary shipping container.
3.3.3.4 For large, unusually shaped or imbalanced items, the hook lift points, web sling lift points, and/or fork lift positions shall be clearly labeled in red paint noting the exact center of gravity and dual sling lifting points.
3.3.3.5 Piping systems and the inside of individual components shall not be exposed to contaminants during shipment or stowage. All piping interface points shall be sealed with commercial grade plastic or metallic caps, plastic or metallic plugs, mating blanked covers, or with blank flanges attached with Nylon or metal bolts, nuts, and washers. Plastic bags and duct tape are not acceptable.
3.3.3.6 Warning tags shall be attached to all gearboxes indicating that they have been drained, preserved with a specific product, and require filling with lubricant before equipment use. The warning shall be repeated in related installation instructions.
3.3.4 EQUIPMENT UNIT- MARKINGS:
3.3.4.1 Shipping containers shall have markings identifying the contents and owner.
Markings shall be in a dark or deep high contrast color (typically black). Markings shall be applied over a white painted and sealed surface, to avoid paint seepage and blurring, and to ensure contrast clarity. Markings directly on unpainted wood are not acceptable. Markings may be applied by paint (stenciling), application of adhesive characters or banners (with white background), or clear plastic sheeting over printed materials (ink) on paper. Markings shall be clearly legible after one year of exposure to weather and moisture.
3.3.4.2 SHIPPING CONTAINER IDENTIFICATION MARKING
3.3.4.2.1 Government Identification Markings shall be applied to all Shipping Containers, except as noted. A National Stock Number (NSN) (or equivalent Acquisition Control Number (ACN)) will be assigned to the Equipment Unit by the government for warehouse and shipment tracking purposes. Each Shipping Container shall be marked:
(a) General shipping containers on skids shall be marked on at least the upper left-hand corner of the two longest sides. Lettering shall be at least ½ inch high or 36 point type.
(b) Large shipping containers (length + girth greater than 130 inches) or tall containers (greater than 48 inches) shall be marked on all four sides.
Lettering shall be at least 3/4 inch high.
(c) Very large shipping containers such as trailer vans, ISO shipping containers or equivalent, shall be marked on both sides and on the in-active rear access door. Lettering shall be at least 1 inch high.
(d) Commercial shipping containers (ISO freight containers and trailers) which have been rented and are not government property shall be identified by BIC or NMFCA serial number for transit purposes. The container shall be marked at least once, in at least ¼ inch high or 18 point high lettering on a removable information plate or on a shipping visible document within a waterproof document bag, temporarily affixed to the rear access of the container.
(e) Small shipping containers (cardboard boxes w/o skids) shall be marked at least twice in at least ¼ inch high or 18 point high lettering on two opposing sides.
(f) Standard express packaging shall be marked on the face, and on the shipping documents enclosed within the packaging.
3.3.4.2.2 Equipment Unit shipping container marking shall include the following on separate lines, as appropriate:
(a) The text “U.S. GOVERNMENT PROPERTY”
(b) The NSN or ACN assigned to the Equipment Unit, in text. Duplicated in Bar Code format immediately above or below the text.
(c) The Engineering Change number (provided by the Contracting Officer.)
(d) The Equipment Descriptive – a simple one or two word descriptor.
(e) The DHS contract number and CLIN number.
(f) The number of containers and sequence number (if applicable).
(g) Gross shipping weight. (including the weight of the container)
(h) Government Condition Code – “A” is new.
(i) Quantity per container of Units. 1 Each or 1 Shipset
(j) The text “USCG SFLC MATERIAL:”

3.3.4.3 FREIGHT CONTAINER MARKING
3.3.4.3.1 ISO freight containers and trailers which are government property shall be marked with the ownership, serial number identification and tare weight in accordance with Bureau International des Containers (BIC) (international seagoing) or National Motor Freight Carrier Association (NMFCA) requirements, as appropriate. Markings shall be on all four sides, and both ends of the top.
3.3.4.3.2 In addition to the identification markings, the MAX GROSS weight, and TARE weight in both kilograms and pounds shall be identified on the inactive rear door, or as otherwise directed, in two inch high (50mm) block letters.
3.3.4.3.3 Directly below such markings, the container or trailer shall also be marked with the following in at least 1 inch high lettering. When the Equipment Unit is being shipped, the bar code for the empty container shall be covered with a removable patch.
(a) The text “U.S. GOVERNMENT PROPERTY”
(b) The NSN or ACN assigned to the Freight Container, in text, followed by the text “WHEN EMPTY”.. Duplicated number in Bar Code format immediately above or below the text.
(c) The text “U.S. COAST GUARD SFLC-ALD CONTAINER”
3.3.4.3.4 Example:

3.3.4.3.5 The primary container marking shall be an abbreviated form of paragraph
3.3.4.2.2 requirements, applied elsewhere on the container. The full information (3.3.4.2.2) shall be on accompanying hard copy documentation.

3.3.4.4 BAR CODE LABELING: All shipping containers shall have a bar code label of the National Stock Number applied, or incorporated into the packaging label. Bar Code labels shall be in accordance with SFLC specification D-000-0100-H.
3.3.4.5 SPECIAL MARKINGS:
3.3.4.5.1 Shipping containers intended for re-use shall be marked “REUSABLE CONTAINER” and “HANDLE WITH CARE” on the container.
3.3.4.5.2 Demountable crates assembled with lag bolts shall be conspicuously marked with the words “REMOVE LAG BOLTS BEFORE OPENING”.
3.3.4.5.3 Shipping containers with special packing / unpacking instructions shall be marked “CAUTION – THIS EQUIPMENT MAY BE SERIOUSLY DAMAGED
UNLESS UNPACKING INSTRUCTIONS ARE FOLLOWED CAREFULLY.”
Followed by a notation of the location of the instructions.
3.3.4.5.4 Shipping containers which have been rented for the delivery of the Equipment Unit, and are not government property, shall be marked “UNPACK IMMEDIATELY AND RETURN TO SHIPPING AGENT”. Container painting requirements do not apply.
3.3.4.5.5 Shipping containers fitted with special lifting lugs or which are intended to be lifted with straps shall be marked “LIFT”, or similar notation, at the appropriate locations.
3.3.4.5.6 Shipping containers containing hazardous materials shall be marked in accordance with the HAZ-MAT handling requirements of MIL-STD-129P.
3.4 PARTS REQUIREMENTS:
3.4.1 Parts Packaging and Containers shall be suitable for long term storage in a warehouse, and subsequent shipment to the cutter or boat unit as a part of a larger shipment. Larger part packaging shall be suitable for double duty as a storage container and a shipping container. The following requirements are applicable to End Items, Parts and On-Board- Repair-Parts provided by this contact for warehouse storage and distribution or for use on cutters and boats. These items may be included within the Equipment Unit packaging, or subsequent shipment to the government as directed.
3.4.2 PARTS - PACKAGING:
3.4.2.1 Each Part [End Item, Part or On-Board-Repair Part] shall be packaged separately, or in its designated unit quantity.
3.4.2.2 All parts shall be identified and accounted for by their NSN on the packing list.
3.4.2.3 Parts shall be packaged in accordance with MIL-STD-2073-1E based on MIL-STD- 2073 Figure 1, Military Packaging Requirements Development Decision Tree. Key issues include hazardous materials, fragility, weight and dimensions, the need for preservatives or waterproofing, and standard packaging for the item. In general, parts shall not be packaged “loose”. Some form of packaging (box or bag) shall be provided and the packaging shall be marked and bar coded for identification.
3.4.2.4 Electrostatic discharge sensitive items shall be specially packaged to counteract such forces; see MIL-STD-2073 table J-Ia, Code “GX:.
3.4.2.5 Rubber or synthetic rubber items unit packed in quantities of two or more shall be separated by kraft paper or plastic film.
3.4.2.6 Where specific methods require using a bag or container, preliminary wrapping, or cushioning shall be applied as necessary to protect the item, the bag, and the container from projections or sharp edges, as well as to restrict movement within final packaging.
3.4.2.7 When flexible bags are used, entrapped air shall be kept to a minimum.
3.4.2.8 Items with movable external parts that might be damaged by shock forces or vibration shall have these parts secured by blocking, bracing, tiedowns, or other techniques.
3.4.2.9 Flexible coiled items, such as wire rope, belts and door seals, having a diameter of 14 inches or more shall be looped so as not to damage the item. Coils may be loosely tied with tape or twist ties. Wire rope shall be packaged in accordance with Method 30, and then secured within a box or on a pallet.
3.4.2.10 Large parts shall be shrink-wrapped or otherwise covered and sealed to prevent water damage. Small parts shall be enclosed in clear plastic packaging.
3.4.2.11 Multiple identical parts may be repackaged in designated quantity units (box lot, case lot, pair, etc) for shipping purposes. The packaging shall be identified by the words MULTI-PACK and the quantity per package.
3.4.2.12 Documents and other enclosures shall be sealed in a waterproof plastic bag, which shall be permanently affixed to the inside of the shipping container in a conspicuous location. The last line of the package label shall contain the words “DOCUMENTS
ENCLOSED”
3.4.2.13 Where Pull Test Certificates or other required certifications are attached directly to the Part, (versus loose and enclosed), the last line of the package label shall contain the words “CERTIFICATION ATTACHED.”
3.4.3 PARTS - CONTAINERS: Parts shall be packed in containers meeting ASTM D3951 and the requirements herein.
3.4.3.1 Large Items:
3.4.3.1.1 Large items (length + girth of box greater than 130 inches) and items over 70 lbs shall be packaged in skid mounted shipping containers, suitable for handling with a forklift. The requirements of 3.3 apply, except that the Shipping Container contains only one part.
3.4.3.1.2 Containers shall be completely enclosed and structurally suitable for stacking at least 2-high. The containers shall be suitable for inside covered stowage.
Containers shall be assembled with screws to permit ease of removal of the cover or lid from the base.
3.4.3.1.3 Major components shall be bolted to the framing system.
3.4.3.1.4 Containers intended for re-use shall be stenciled “REUSABLE CONTAINER” and
“HANDLE WITH CARE”.
3.4.3.1.5 Containers with special packing / unpacking instructions shall be stenciled
“CAUTION – THIS ITEM MAY BE SERIOUSLY DAMAGED UNLESS
UNPACKING INSTRUCTIONS ARE FOLLOWED CAREFULLY.”, followed by a notation of the location of instructions.
3.4.3.2 General Items:
3.4.3.2.1 General components weighing less than 70 lbs may be packaged in commercial reinforced cardboard packaging, or its equivalent, or packaged in a skid mounted shipping container. If packaged in a skid mounted shipping container, 3.4.2.1 above applies.
3.4.3.2.2 Reinforced cardboard packaging shall be sealed, but shall be suitable for being opened (without total packaging destruction) for inspection, resealing and subsequent shipment to the fleet.
3.4.3.2.3 The reinforced cardboard packaging shall be completely enclosed and suitable for stacking. The packaging shall be suitable for long-term inside storage in a warehouse.
3.4.3.3 Small Items:
3.4.3.3.1 Small items which can fit into express carrier standard packaging (maximum 17.5 in x 12.5 in x 3 in box, or 38 x 6 x 6 x 6 triangular tube) for shipment with appropriate cushioning may be sealed in clear plastic packaging, or packaged in a commercial reinforced cardboard packaging. If packaged in a cardboard package, 3.4.2.2 above applies.
3.4.3.3.2 Plastic packaging shall be 6 mil thickness, and sufficiently clear for part inspection. Plastic packaging shall have provision for breathing to prevent condensation, unless the packaging provides a hermetic seal.
3.4.4 PARTS – PACKING AND CRIBBING:
3.4.4.1 Restraints, packing and cribbing shall restrain and protect the Parts within their packaging from damage during shipment and storage:
3.4.4.1.1 Major components shall be bolted to the container floor or shipping crate framing system. Components with multiple feet or supports shall be bolted through all feet or supports. Large components shall be further restrained from movement within the container and between one another.
3.4.4.1.2 Loose components shall be intermediate boxed and shall be restrained within the shipping container.
3.4.4.1.3 Suitable cradles, cribbing and blocking shall be provided to prevent damage during shipment.
3.4.4.1.4 Protrusions, projections, corners, sharp edges and fragile areas shall be cushioned as required to protect the equipment and to prevent rupture of shrink-wrap materials a) during shipment, b) during loading and unloading, and c) from restraint systems.
3.4.4.1.5 Packing materials shall provide support to prevent unnecessary movement during transit, and cushioning to prevent damage. Excessive cushioning shall be avoided to minimize any unnecessary increase in tare weight.
3.4.4.1.6 The use of excelsior, newspaper, shredded paper, similar hydroscopic or non-neutral materials, and all types of loose fill materials for cushioning, fill, and stabilization is prohibited.
3.4.4.1.7 Exposed shafting and working machined surfaces, gear-trains, the inside of gearboxes, and other surfaces dependent on lubricant for preservation shall be lubricated or coated with an appropriate preservative suitable for protection of equipment stowed in an unheated warehouse for up to one year. Preservatives shall be compatible with the intended working lubricants. Special treatments should not be necessary to remove preservatives.
3.4.5 PARTS - MARKING:
3.4.5.1 Each part or part container shall be marked to identify the contents and NSN.
Markings shall be in a dark or deep high contrast color (typically black). Markings shall be applied over a white painted and sealed surface, to avoid paint seepage and blurring, and to ensure contrast clarity. Markings directly on unpainted wood are not acceptable. Markings may be applied by paint (stenciling), application of adhesive characters or banners (with white background), or clear plastic sheeting over printed materials (ink) on paper. Markings shall be clear and legible after one year of exposure to weather and moisture.
3.4.5.1.1 Large part shipping container lettering shall be at least ½ inch high or 36 point.
3.4.5.1.2 General Packaging lettering shall be at least ¼ inch high or 18 point type.
3.4.5.1.3 Plastic Bag lettering may be 12 point lettering.
3.4.5.1.4 Standard express packaging shall be marked on the face, and on the shipping documents enclosed within the packaging.
3.4.5.2 Parts storage / shipping container markings shall include the following on separate lines, as appropriate:
3.4.5.2.1 The text “U.S. GOVERNMENT PROPERTY”
3.4.5.2.2 The NSN or ACN assigned to the Part, in text. Duplicated in Bar Code format immediately above or below the text.
3.4.5.2.3 The Part Descriptive – a simple one or two word descripton, and OEM Part No.
3.4.5.2.4 The DHS contract number and CLIN number.
3.4.5.2.5 The number of containers and sequence number (if applicable).Gross shipping weight.

4. QUALITY ASSURANCE (QA)
4.1 The Contractor shall prepare and maintain an Equipment Unit Packaging and Marking Plan, which shall be presented to the Coast Guard Quality Assurance (CGQA) inspector upon request. The Marking Plan shall include examples of the Equipment Unit shipping container markings, and examples of the Parts Container packaging markings, including bar codes.
4.2 The CGQA inspector may verify that acceptable bar code and Equipment Unit shipping container markings have been applied, or are included as part of the Equipment Unit Marking Plan. The CGQA inspector may also verify that the packaging, preserving, marking, and bar coding is acceptable for the parts being supplied to the Coast Guard. Parts identification markings have been applied to Parts packaged within the Equipment Unit shipment, or are included as part of the Equipment Unit Marking Plan.
4.3 Shipping containers may be opened by Coast Guard Quality Assurance inspectors to validate the correct items are in the container, the container is packed appropriately, and the condition of the part.
4.4 The contractor shall provide the Contracting Specialist with a 7 day notification that the items are packaged, preserved, and marked prior to shipment. The Coast Guard reserves the right to inspect any shipment.

6. NOTES:
6.1 ACQUISITION DOCUMENT REQUIREMENTS: Each procurement using this specification shall provide additional tailoring requirements as appropriate. Requirements shall include, but not be limited to:
6.1.1 Special preservation requirements,
6.1.2 Special packaging requirements,
6.1.3 Are “reusable” shipping containers required?
6.1.4 Is packaging for stowage in the weather (exterior, uncovered) required?
6.1.5 Are ISO Containers required or provided? (Have Freight Container NSN(s) been identified?)
