Amendment Number A00001

14B. This amendment is issued to respond to questions submitted as follows:

QUESTION: Statement of Work, Section 2.1.2.2 – can vendors take exception to this?

ANSWER: Requesting weight of each individual component per OEM cutsheet or other means as described including an estimation of the weight with an explanation of the basis of estimate.

QUESTION: Statement of Work, Section 2.2.2 – Center of gravity calculations for central can be done but will be quite expensive. Can vendors opt out of this requirement?

ANSWER: Drawings shall identify the major components and dimensions on the Fire & Smoke

Alarm assemblies. Component drawings shall include weights and dimensions so centers of gravity of each can be calculated per the attached revised Statement of Work.

QUESTION: Statement of Work, Section 2.8.5.2 – This requirement will be time consuming and may require R&D involvement. Can vendors opt out of this requirement?

ANSWER: Offerors shall provide overall system reliability data.

QUESTION: Specification, Section 3.1 – Can EU standards be substituted for UL standards?

ANSWER: Proposed systems shall be Coast Guard approved and/or UL standards as listed in

Section 3.1.

QUESTION: Specification, Section 3.6, Vibration – other systems have been tested up to 33HZ.

Can we deviate tests and use cargo system?

ANSWER: Up to and including 50HZ remains the requirement as listed in the specification.

QUESTION: Specification, Section 4.2.2, Smoke Detectors – Ion detectors have not been in use for years. Replacement would be photoelectric. Can vendors deviate from the spec?

ANSWER: If Ion detectors are unavailable and/or obsolete, offerors proposals must identify address this and identify substitutions.

QUESTION: Specification, Section 4.8, Enclosures - NAVY system does not have USCG approved cabinet if we need to fulfill Vibration standards. We want to use the standard, USCG approved enclosures. These are not NEMA type 12. Can we deviate from the specs?

ANSWER: USCG approved enclosure override other specification requirements, if conflicted.

QUESTION: Specification, Section 5.1.1, Control Unit – depth requirement.

ANSWER: The attached revised specification states maximum depth shall be 7”.

QUESTION: Specification, Section 5.1.2, Audible/Visible Alarms – none of the audio/video visual alarms are addressable.

ANSWER: The control unit provides addressability of all devices. Offerors proposal shall include identification of location for each audible/visible alarm. Section 3.1 explains consideration for non-addressable devices incorporating addressable modules.

QUESTION: Specification, Section 5.1.6, calls for battery back for 24 hours. Section 5.4.1.1 calls for batteries to operate 30 minutes. Would this mean 24-hours in normal operating condition, and 30-minutes in alarm?

ANSWER: The requirement is 24 hours for full power loss and 30 minute capacity for change over from one of the two sources of power described in Section 5.4 per the attached revised specification.

QUESTION: Specification, Section 5.2.3 – VDC range.

ANSWER: System range shall be up to 37 VDC per the attached revised specification.

QUESTION: Specification, Section 5.4.4.3, the old systems had volt meters and amp meters, the new system is self-monitored and internally tested. This is not normally used in any specification or requirement. Can we deviate from the specs?

ANSWER: Requirement includes a display of the battery supplying power and voltage for the battery on charge. Proposed system shall provide displays as noted for battery voltages, currents, and alarms for low voltage battery & low voltage battery charger output.

QUESTION: Can you provide the RS-485 protocol needed for integration?

ANSWER: Offerors shall propose recommended communication protocol which shall be coordinated with the new Machinery Control System replacing the existing MPCMS system.

QUESTION: Specification, Section 5.9.1, this calls for a great deal of information for “each” device. Reading this, would we have to put this placard with every detector, pull station, and alarm? This falls outside of a typical requirement.

ANSWER: The Government is not looking for a placard, rather a printed label with the information stated in the specification as long as information can be obtained by removal of device to assist operators in replacement of devices if required.

14C. The due date for receipt of quotations is extended until 2:00 PM EST on May 12, 2023.

14D. Offerors are required to sign and return one (1) copy of this Amendment with their proposal. Failure to return a signed copy may render the proposal unacceptable and the proposal may be eliminated from further consideration.
