STATEMENT OF WORK (SOW)

FOR

FIRE & SMOKE ALARM SYSTEM

STATEMENT OF WORK (SOW)

1.0 GENERAL

1.1 BACKGROUND

The United States Coast Guard (USCG) in support of the 175 (WLM) Major Maintenance

Availability (MMA) is looking to attain the (30) year designed service life of the Cutter Class.

The existing Fire & Smoke Alarm System is one of the systems requiring replacement. This

Statement of Work (SOW) and the Technical Specifications require the selection and procurement of new commercially available Fire & Smoke Alarm System sets. This includes the design and components to fully integrate the new sets, address obsolescence and attain the service life of the 175 WLMs. Tentative delivery schedule would support prototype installations in FY24 and FY25 with MMA full rate production (FRP) of twelve (12) cutters between FY25 and FY34 for a maximum of fourteen (14) cutters by FY34.

1.2 SCOPE

Contractor shall provide all labor and material required to provide technical data and technical support to upgrade the Fire & Smoke Alarm System of the USCG 175 WLMs to include the following:

1.3 OBJECTIVE

This SOW describes the procurement of engineering services, technical data and technical support required to upgrade the Fire & Smoke Alarm System of the USCG 175 WLMs.

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE – INTEGRATED SYSTEM DESIGN

2.1.1 Integrated Master Schedule (IMS)

See Attachment C-2, CDRL: PP-002, Integrated Master Schedule (IMS).

2.1.1.1 The Contractor shall develop and maintain an IMS including the following minimum information: Data Submission Schedule, Meetings and Project Reviews, and Equipment Production and

Delivery.

2.1.1.2 The IMS shall be developed electronically and broken down into individual tasks showing the estimated completion dates for each phase of the design and procurement, and identifying the critical path.

2.1.1.3 The IMS shall include all elements covered under this contract. It shall also include a three (3) week review period after submission of each deliverable for USCG review and comment in accordance with Section 7.0.

2.1.1.4 The IMS initial draft shall be delivered prior to the Kick-Off Meeting. IMS updates shall be provided in accordance with Attachment C-2, CDRLs: PP-003 / FRP-001 IMS Updates.

2.1.2 Fire & Smoke Alarm System Design & Analysis

See Attachment C-2, CDRLs: PP-004 and -005, Integrated System Design: (Preliminary) and

(Final).

2.1.2.1 The Contractor shall provide a design package that details the proposed Fire & Smoke Alarm

System. The package shall identify the proposed component sets and other components recommended for replacement. The package shall identify a list of components and other interferences planned for removal or installation.

2.1.2.2 A Weight Control Document shall be developed to support the design. The Contractor shall define the mass/weight changes to the ship in verifiable terms. The Contractor shall identify weights as being parametric estimates, calculated/derived estimate, or actual weight. Estimated weights shall include an explanation of the basis of estimate. For systems subject to weight change based on mode of operation

(e.g. fluid systems), the Contractor shall include weight estimates for all modes (e.g. wet and dry).

2.1.2.3 All drawings, diagrams, instructions, plans and any other documentation submitted as part of the work package are to be provided to the USCG for review, comment, and approval prior to final submittal.

2.1.2.4 All drawings shall be produced in two-dimensional (2D) computer aided design (CAD) in a format backwards compatible to AutoCAD® 2009 and furnished in AutoCAD® 2017 compatible (.dwg) file format. Drawings shall make reference to and be consistent with all other related drawings.

Drawings shall be produced to a commercial shipyard production level of detail. Drawings shall include weight reflecting all installed equipment and materials.

2.2 TASK TWO – WORK PACKAGE: FIRE & SMOKE ALARM SET

See Attachment C-2, CDRLs: PP-006 and -007, Work Package: (Preliminary) and (Final).

2.2.1 Fire & Smoke Alarm Set Drawings and Particulars

The Contractor shall provide the Fire & Smoke Alarm Drawings, Technical Specifications, Technical Publications and particulars to include at a minimum the following:

a) Description and diagrams of Fire & Smoke Alarm and on-Fire & Smoke Alarm systems (e.g. electrical, controls, e-stops, etc.)

b) General arrangement drawings

c) Design and Interface report

d) Fire & Smoke Alarm calculations

e) Control system diagram

f) Maintenance envelopes

2.2.2 Equipment Assembly Drawings. Drawings shall identify the major components and dimensions on the Fire & Smoke Alarm assemblies. Component drawings shall include weights and dimensions so centers of gravity of each can be calculated. All new and existing lifting pad-eyes on the new equipment shall be identified and specified. Identify and provide details for any special lifting devices that may be required.

2.2.3 Equipment Arrangement and Maintenance Access Requirements Drawing. Provide scaled drawing showing the Fire & Smoke Alarm sets in plan view, end view(s), and elevation view with overall

2 May 2023 rev01 PAGE 3/16 dimensions identified. Additionally in the respective views show the required offsets/access areas for maintenance of the Fire & Smoke Alarm sets.

2.2.4 Shipboard Electrical Wiring and Controls Interface Drawing. A detailed drawing to include all power and control wiring to integrate the Fire & Smoke Alarm sets into the shipboard electrical system.

Drawing shall include all wiring connections with the existing shipboard electrical system. Show all components, interconnections and interfaces with other systems. Drawing shall clearly identify existing shipboard wiring and connection with new wiring. Drawing shall clearly identify wiring size, rating and type.

2.3 TASK THREE – WORK PACKAGE: COAST GUARD MACHINERY CONTROL SYSTEM

(MCS) INTERFACE DESIGN DOCUMENT (IDD)

See Attachment C-2, CDRLs: PP-006 and -007, Work Package: (Preliminary) and (Final).

2.3.1 The Contractor shall provide an Interface Design Document (IDD) for the Coast Guard

Machinery Control System (CGMCS). The IDD shall provide information in sufficient detail to allow the remote control and monitoring of the contractor provided system by the (CGMCS). The IDD shall provide a summary of the parameters, controls and signals being provided to the CGMCS from the Fire &

Smoke Alarm System. The list of parameters, controls and signals required to/from CGMCS, as well as communications protocols, are identified in ATTACHMENT C-1. In addition to identifying the parameter/control, the IDD shall include all system Inputs and Outputs (I/O) and shall describe the physical, electrical and data properties of the I/O. Development of the IDD will require close coordination between the Contractor and the USCG to ensure accurate communications between the Contractor provided equipment and the CGMCS.

2.4 TASK FOUR – WORK PACKAGE: HUMAN MACHINE INTERFACE (HMI)

REQUIREMENTS

See Attachment C-2, CDRLs: PP-006 and -007, Work Package: (Preliminary) and (Final).

2.4.1 The Contractor shall provide an HMI requirements or drawings that show the various screen layouts of local control panels for the Fire & Smoke Alarm System sets. The requirements or drawings should also show any HMI interfaces. Interfaces shall meet requirements of ASTM F1166-07.

2.5 TASK FIVE – QUALITY ASSURANCE, FACTORY TESTS, AND INSPECTION PLAN

2.5.1 Quality Assurance Plan - The Contractor shall provide and maintain an inspection system which shall ensure each item offered to the USCG for acceptance conforms to the contract requirements. The system shall be documented, available for USCG review, and meet the requirements of ANSI/ASQC

Q9001, and Attachment C-2, CDRL: PP-008, Quality Assurance Plan.

2.5.1.1 Conformance - The Contractor shall provide complete dimensional and technical data and criteria

(including material composition certifications) with detailed parameters and min/max tolerances for use by the QA representative in verifying conformance to OEM standards, specifications and drawings. As proof of conformance, the Contractor shall provide all Objective Quality Evidence (OQE) documenting that parameters at delivery are within manufactures’ tolerances for each item offered to the USCG for acceptance. Examples of this data include installation/dimensional drawings, testing pass/fail criteria and measurements, installation pass/fail criteria and measurements, baseline measurements for condition monitoring and trending, FAT testing results, ABS SVR certifications and OEM QA testing results.

2.5.1.2 Calibration System - The contractor, as well as any subcontractors, shall maintain a test equipment calibration program in compliance with ANSI/NCSL Z540.3, for all equipment provided under this SOW. The program shall be documented and traceable to the National Institute of Standards

(NIST). The calibration system records shall be maintained for inspection for the duration of any contract referencing this SOW.

2.5.2 Factory Tests and Inspections - The inspections and/or tests required herein are the minimum necessary and are not intended to replace any controls, examination or tests normally employed by the

Contractor to assure the quality of the product.

2.5.2.1 Procedures - The inspections and/or tests required herein shall conform to all controls, examination or tests normally employed by the Contractor to assure the quality of the product and as required to comply with the Technical Specifications. The Contractor shall develop and submit the test procedures for all equipment identified in ATTACHMENT C-1 TECHNICAL SPECIFICATION. In the case of a failed part or component, the Contractor shall, repair or replace the failed part with KO approval, and continue testing, unless the KO or his representative requests a total retest. See Attachment

C-2, CDRLs: PP-014 / FRP-002, Factory Test and Inspection Procedures.

2.5.2.2 Reports - The Contractor shall provide reports for all tests and inspections and submit them to the

KO and COR for USCG review and approval. The reports shall include the description of test setup and procedure, photographs, logs of times for start and finish and all measurements taken during the test. See

Attachment C-2, CDRLs: PP-015 / FRP-003, Test Records and Test Reports.

2.6 TASK SIX – SHIPBOARD INTEGRATION TESTING PLAN

2.6.1 The Contractor shall develop shipboard integration testing specifications for use by the installing activity. The specifications shall fully address all features and capabilities of the Fire & Smoke Alarm

System and shall fully demonstrate the proper installation, startup, operation and shutdown of all equipment and subsystems including but not limited to:

- Demonstration of all alarming functions

- Demonstration of all output capabilities

- Demonstration of all control functions

- Demonstration of all power supply component operations

- Demonstration of all control panel display capabilities

Contractor will be required to provide preliminary documents for Government review. Revisions, if applicable, will be required after the installation of the first system. Final approval shall be provided by the Contracting Officer.

2.7 TASK SEVEN – PACKING, PERSERVATION, AND MARKING PLAN

2.7.1 Packaging, Preservation and Marking Plan - The Contractor shall prepare a Preservation, Packaging and Marking Plan. All machinery, equipment, and parts supplied under this contract shall be preserved, packaged and marked for shipping as Parts in accordance with USCG Specification D-084-

0481. The plan shall discuss the proposed preservation and packaging methods for the Fire & Smoke

Alarm System equipment and all parts. The plan shall also have draft samples of all proposed markings.

All components supplied under this contract shall be individually packaged for shipment. The approved

Packaging, Preservation, and Marking Plan shall be provided to the KO and COR prior to the preservation, packaging and marking of any equipment. See Attachment C-2 CDRL: PP-009 Packaging, Preservation, and Marking Plan.

2.8 TASK EIGHT – PROVISIONING TECHNICAL DATA

See Attachment C-2, CDRLs: PP-012 and -013, Provisioning Technical Data: (Preliminary) and (Final).

2.8.1 General Requirements

2.8.1.1 Supply and Distribution - Content for provisioning technical data (PTD) shall be provided as defined herein. The Contractor shall provide data rights for documentation that allows publication on the

Coast Guard Intranet and distribution to the Fleet (See Attachment C-1). The Contractor shall have provisions in lower-tier subcontracts and supply agreements requiring compliance with this contract. The documentation that the Coast Guard requires from the Contractor’s subcontractors must be provided by the Contractor.

2.8.1.2 Design Change Notice (DCN). The Contractor shall provide DCNs detailing actual or recommended changes to previously delivered PTD, including those resulting from Engineering Changes, obsolescence, and those as a result of manufacturer changes/updates to equipment. DCNs shall be provided within two (2) weeks of known change to the KO and COR. DCNs shall be provided in accordance with Attachment C-2, CDRLs: PP-019 / FRP-006 Design Change Notice.

2.8.2 Provisioning Technical Data (PTD)

2.8.2.1 The Contractor shall provide Data for Provisioning. The PTD shall include information to identify the end item, as well as, related components, subcomponents or assemblies, and related support equipment items. The Contractor shall provide PTD used to describe each part / equipment and consists of data such as specifications, standards, technical publications, technical manuals, drawings (general arrangement, assembly, detail, schematic, schematic diagrams, one line diagrams, wiring and cabling diagrams, etc.), photographs, sketches, written descriptions required to physically and electrically identify an item, indicate the location, form, fit and function of the item as defined in 2.8.2.3. The PTD shall include the OEM’s name and address, the OEM’s cage code, OEM part or assembly numbers, indenture, price and quantity used in each equipment, and shall be keyed to the provided drawings. All spare parts necessary for overhaul of a unit shall be identified in the technical documents supplied. The provisioning data shall include a parts list containing all of the installed parts with the below associated data elements included:

a) Logistics Control Number (LCN)

b) End Item Acronym

c) System End Item Identifier

d) Item Indenture Code

e) Item Nomenclature

f) Useable on Code

g) Unit Height

h) Unit Length

i) Unit Width

j) Unit Weight

k) Price Per Item

l) Item Quantity Per System & Subsystem

Contractor will be required to provide preliminary documents for Government review. Revisions, if applicable, will be required after the installation of the first system. Final approval shall be provided by the Contracting Officer.

2.8.2.2 Engineering Data for Provisioning (EDFP) – EDFP (also known as supplemental PTD) shall be provided for each item appearing on a PTD submittal, first appearance only. The second line should be the description of EDFP. EDFP shall include information for unique identification for support needs, interchangeability reviews, allowance lists, descriptive characteristics needed to get National Stock

Number (NSN), item entry, management coding, and/or new procurements.

2.8.2.3 Definition of Form, Fit, and Function:

a) Form: the shape, size, dimensions, mass and/or other visual parameters which uniquely characterize an item and may include components that are different material than the replaced components but does not affect fit or function, item corrosion resistance, or create bi-metallic corrosion. Balance and center of mass are considerations in 'form'.

b) Fit: the ability of an item to physically interface or interconnect with, mount to, or become an integral part of another item or assembly. This relates to the associativity of the part in relation to the assembly, or to other parts, and includes tolerances.

c) Function: the action[s] that an item is designed to perform. This is the reason for the item's existence, which also includes secondary applications.

d) For computer software, "form, fit, and function" means data identifying source, functional characteristics, and performance requirements but specifically excludes the source code, algorithms, processes, formulas, and flow charts of the software.

2.8.3 Technical Manuals

2.8.3.1 The Contractor shall provide technical manuals for the Fire & Smoke Alarm System and for each component supplied under this contract. Technical manuals prepared and supplied for this contract by the

Contractor shall be in electronic format that allows imbedded text and graphics and shall be Microsoft®

Office Word format or Microsoft® Office Excel format (where applicable) that is compatible with

Microsoft® Windows 10. Any Commercial off the Shelf (COTS) manuals from vendors that cannot be in the above format shall be furnished in an unlocked Portable Document Format (PDF) file. The manuals shall include the right to publish and distribute as USCG Technical Publications with no royalty for the purposes of operating and maintaining the equipment supplied under this contract.

2.8.3.2 The technical manuals shall consist of commercial equipment manuals (including owner’s manuals and service manuals), primary OEM drawings, parts lists, and supplemental data for each equipment provided for installation on the ship. Further guidance for technical manuals can be found in

“Technical Documentation Specification Requirements and Standards”, D-086-0508, dated 04 April 08.

Information within the technical manuals shall include, at a minimum:

a) System Description – Identify and describe the purpose, interconnection, and functional operation of the system and all components.

b) Component Description – Include sufficient information to identify and describe all major system components.

c) Functional Description – Discuss the control philosophy used in the system design and provide a detailed description of the controls used.

d) Operating Procedures – Identify all system operations and evolutions, which involve personnel. Detailed step-by-step operating procedures for these operations and evolutions shall be provided.

e) Maintenance Procedures – Provide a list of required and recommended preventive maintenance procedures for all items provided for installation on the ship. Each procedure listed shall identify the equipment or component requiring maintenance, the maintenance to be performed, the reference to the technical manual, and the frequency of the procedure. Detailed step-by-step procedures for maintaining the system shall be provided.

f) Emergency Procedures – Identify conditions requiring emergency operations and provide procedures to be followed in the event of their occurrence. Emergency operation is defined as operation under conditions of system malfunction or failure such as loss of power, component failure, physical damage, or fire.

Detailed step-by-step procedures for dealing with emergencies shall be provided.

g) Troubleshooting Procedures – Identify and provide detailed step-by step troubleshooting procedures for determining causes of system failure.

h) System Limitations, Precautions, Set Points – Identify all system operational limitations. State all precautions to be taken during normal operation to preclude potentially unsafe conditions. List system operation set points, which represent the normal operation of the system.

i) Parts List – The parts list and illustrated parts breakdown (IPB) shall be included in the manual. The illustrated parts breakdown shall identify component parts and the relationship to the parts list.

j) Spare Parts – The spare parts list developed in accordance with Section 10.5 shall be included in the manual.

2.8.4 Software/Licenses

2.8.4.1 The contractor shall provide a list of the software versions required for accomplishing diagnostic testing, maintenance, troubleshooting, setup and adjustment of equipment, used to develop software specific to meeting requirements in this SOW. The USCG must be able to track and maintain version control and configuration management.

2.8.4.2 The contractor shall provide a back-up or bootable copy of any software for operation of any microprocessor or PLC based control equipment.

2.8.4.3 Microprocessor or PLC system software shall be in accordance with IEC 61131-3, Programmable Controllers – Language, using Ladder Diagram (LD) or Functional Block Diagram (FBD) logic. All passwords shall be provided to the KO and COR. Logic not required if proprietary.

2.8.5 Maintenance and Reliability

2.8.5.1 Maintenance – The Contractor shall provide OEM maintenance recommendations for the equipment, including all maintenance activities that are required to keep the system operating properly.

Recommendations shall include hourly, daily, weekly, monthly, quarterly, semi-annual, annual and condition based checks, inspections, adjustments and parts replacements. Recommendations shall be in parallel to maintenance recommendations in the Technical Publications.

2.8.5.2 Reliability – The Contractor shall provide system and subsystem reliability data including Mean

Time Between Failure (MTBF), Mean Time Between Critical Failure (MTBCF) and Mean Time to

Repair (MTTR). Where possible, this data shall be based on proven shipboard operation and appropriate documentation shall be provided.

2.9 TASK NINE – TECHNICAL SUPPORT

2.9.1 General Requirements

2.9.1.1 Contractor Response

a) The Contractor shall have a Technical Representative available for response to questions either online or by telephone within 24 hours of being contacted by the KO or COR. Because this contract will incorporate equipment from multiple different vendors, the Contractor is responsible for coordinating the attendance of any necessary OEM Technical Representatives.

b) Technical support services for routine maintenance shall be scheduled at least fourteen (14) days in advance.

c) Dates of Technical Support on-site services shall be established in the

Delivery Order for these services, and may only be changed by modification of the Delivery Order approved by the KO.

2.9.1.2 Technical Representative Qualifications - Contractor and OEM Representatives provided under this contract shall be regularly in the business of providing technical support services and work directly for the OEM of the equipment or system requiring service. The Contractor shall warrant and certify that all Technical Representatives are fully qualified and have experience working on the installed systems.

2.9.1.3 Service Reports

See Attachment C-2, CDRLs: PP-016 / FRP-004, Technical Service Reports.

a) A written report of all work performed by an OEM Technical Representative, or under his supervision, shall be submitted to the Commanding Officer of the respective cutter and to the KO and COR within 48 hours of the completion of repair work. Note: Submission of this report via email is acceptable.

b) Results of an urgent nature shall be first transmitted to the KO and COR via phone or email, in order to speed up the decision process required.

c) Technical Representative Reports shall include the following information:

i. Technical Representative’s name and affiliation

ii. Telephone and/or email contacts

iii. Name and Hull Number of the Cutter involved

iv. Time and date of arrival and departure

v. Equipment model and serial number

vi. Conditions found

vii. Repairs required

viii. Parts required

ix. Parts expended

x. Likely cause of failure(s)

xi. Recommendations

xii. Expense report

2.9.1.4 Non-Warranty Technical Support

a) The Contractor may be requested to provide non-warranty technical support services over the duration of the contract. Upon request, the Contractor shall provide an OEM Technical Representative for onsite services which include troubleshooting, repairs, corrective and preventative maintenance, component removal, component installation, failure analysis, inspections, alignment and other technical services.

b) If the equipment can be repaired in place, an OEM Technical Representative shall assist ship’s force, a subcontractor, or those assigned by others to repair the equipment or components onsite.

c) If the equipment or components require removal, an OEM Technical

Representative may be required to assist with the removal and ensure that proper removal procedures are utilized.

d) An OEM Technical Representative may be required to assist in the installation of replacement equipment or subsystem components.

e) An OEM Technical Representative shall be capable of performing all alignment and testing procedures required for proper operation of the equipment.

f) An OEM Technical Representative shall provide technical oversight for all repairs, take critical readings, generate parts lists, and oversee post-repair testing.

g) An OEM Technical Representative shall provide all special tooling required, including components to accomplish the repairs. All measuring and test equipment shall be calibrated to industry standards.

h) In the event of problems arising in the availability of parts or logistical problems such as a shipyard, sub-contractor, or crane service availability, etc., an OEM Technical Representative may be requested to provide services in stages requiring additional travel, lodging, etc. The KO will provide direction.

i) Casualty Response: The Contractor shall have OEM Certified Technical

Representatives available to report to a ship and provide casualty response services:

i. CONUS: In any port within the Continental United States within 72 hours of a request by the KO.

ii. OCONUS: In any port outside of CONUS within 120 hours of a request by the KO.

2.9.1.5 Installation ,Commissioning, and Testing

a) The Contractor shall provide the services of a field service engineer/technician to assist during initial set-up, testing, commissioning, light-off, and adjustment for optimum performance of the equipment and system. Installation and commissioning support is intended to be performed at the USCG Yard at Baltimore, MD.

b) The USCG will schedule commissioning a minimum of thirty (30) days prior to work being performed.

c) The Contractor shall provide an onsite Technical Representative for an anticipated timeframe of up to five (5) days of support during installation of the Fire & Smoke Alarm System and for up to five (5) days of support during commissioning, dock trials, and sea trials. Future warranty work will be performed as needed in accordance with the Contract.

d) The Contractor shall prepare and sign a statement regarding the completion or waiver of commissioning services. The COR shall obtain a release signature before departure of the Contractor or his representative from the field service site. The Contractor shall forward a copy of the signed release

Report.

2.9.1.6 Training

a) Onboard Training - The Contractor shall provide onboard training of the ship’s personnel for the complete Fire & Smoke Alarm System after system installation and commissioning. Training is intended to be accomplished over a period of time at the USCG Yard in Baltimore, MD. Training will be performed after successful commissioning and shall include technical/functional, operation and maintenance of the new equipment.

Training shall include all procedures that USCG personnel will be responsible to complete both before and after warranty expiration. The training shall include but is not limited to:

i. Review of maintenance documentation

ii. Review of start-up and operational procedures

iii. Safety

iv. Settings and adjustments

v. Checking and replacing detectors and alarming devices

vi. Utilizing the control panel display

vii. Silencing and manually resetting alarms

viii. Updating display data

ix. Interpretation of displayed sensor data

x. Emergency procedures

xi. Troubleshooting

b) Training Plan and Training Materials - The Contractor shall provide a training plan, which shall include a training outline, learning objectives, and level 1 reaction and level 2 learning evaluation criteria in accordance with industry standard practice for Kirkpatrick’s levels of learning. The

Contractor shall provide training materials which shall include the onboard technical documentation provided for the new equipment plus any additional training documents which will be provided by the Contractor and included in the training. See Attachment C-2, CDRLs: PP-018, Training Plan and

Training Materials.

i. The training plan and all training material shall be submitted to the

KO and COR for review and approval.

ii. The training materials shall be formatted in a way such that training can be repeated without internet connection, and without USB storage devices (Note: Coast Guard electronic security policy restricts (bans) the use of portable media devices such as USB memory stick media).

xii. The USCG shall have permanent access to the repository of training materials provided by the Contractor.

e) Training Completion - The Contractor shall prepare and sign a statement regarding the completion of training services. The COR or his representative shall verify that training was conducted, level two evaluation criteria completed and obtain a release signature before departure of the Contractor or his representative. The Contractor shall forward a copy of the signed release document to the KO and COR.

2.10 TASK TEN – WARRANTY

2.10.1 Offerors shall attach a copy of the warranty terms with their offer. If the items required in the

Contract resulting from this Solicitation are customarily awarded in the trade by a standard commercial warranty, such warranty shall be incorporated into this Contract and thereby provided to the Government at no additional cost. Any standard commercial warranty provided shall be identical to the standard commercial warranty normally offered by the Contractor to the Contractor's most favored customer. The

Contractor shall provide documentation that clearly identifies and defines the warranty terms and conditions.

2.10.2 Warranty Service Reports

See Attachment C-2, CDRLs: PP-017 / FRP-005, Warranty Service Reports.

2.10.2.1 A written report of all warranty work shall be submitted to the Commanding Officer of the respective cutter and to the KO and COR within 48 hours of the completion of warranty work. Note:

Submission of this report via email is acceptable.

2.10.2.2 Warranty Service Reports shall include at a minimum the following information:

a) Technical Representative’s name and affiliation

b) Telephone and/or email contacts

c) Name and Hull Number of the cutter involve

d) Time and date of arrival and departure

e) Equipment model and serial number

f) Conditions found

g) Repairs required

h) Parts required

i) Parts expended

j) Likely cause of failure(s)

k) Recommendations

3.0 CONTRACTOR PERSONNEL

3.1 QUALIFIED PERSONNEL

The Contractor shall provide qualified personnel to perform all requirements specified in this SOW.

3.2 EMPLOYEE IDENTIFICATION

Contractor employees visiting Government facilities shall wear an identification badge that, at a minimum, displays the Contractor name, the employee’s photo, name, clearance-level and badge expiration date. Visiting Contractor employees shall comply with all Government escort rules and requirements. All Contractor employees shall identify themselves as Contractors when their status is not readily apparent and display all identification and visitor badges in plain view above the waist at all times.

3.3 EMPLOYEE CONDUCT

Contractor’s employees shall comply with all applicable Government regulations, policies and procedures

(e.g., fire, safety, sanitation, environmental protection, security, “off limits” areas, wearing of parts of

DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The

Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The

Project Manager shall ensure Contractor employees understand and abide by Department of Homeland

Security established rules, regulations and policies concerning safety and security.

3.4 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS

The Government may, at its sole discretion (via the Contracting Officer), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract.

The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee.

4.0 OTHER APPLICABLE CONDITIONS

4.1 PERIOD OF PERFORMANCE

The period of performance for this contract is a one-year base period with nine one-year option periods.

4.2 PLACE OF PERFORMANCE

The primary place of performance will be a combination of the Contractor’s facilities and the United

States Coast Guard at Baltimore, MD.

4.3 HOURS OF OPERATION

Contractor employees shall generally perform all work between the hours of 0700 and 1700 EST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this SOW.

4.4 TRAVEL

Contractor travel shall be required to support this requirement. All travel required by the Government outside the local commuting area(s) will be reimbursed to the Contractor in accordance with the Federal

Travel Regulations. The Contractor shall be responsible for obtaining COR approval (electronic mail is acceptable) for all reimbursable travel in advance of each travel event.

4.5 POST AWARD CONFERENCE/KICK OFF MEETING

The Contractor shall attend a Post Award Conference/Kick Off Meeting with the Contracting Officer and the COR no later than 14 business days after the date of award. The purpose of the Post Award

Conference/Kick Off Meeting, which will be chaired by the Contracting Officer, is to discuss technical and contracting objectives of this contract and review the Contractor's draft project plan. The Post Award

Conference will be held at the Government’s facility, located at USCG/SFLC/ESD 707 East Ordinance

Road, Baltimore, MD 21226 or via teleconference. The Contractor shall create a set of meeting minutes reflecting all issues discussed during the meeting along with a list of any action items which are to be delivered electronically within five (5) business days of the kick-off meeting. See Attachment C-2, CDRLs: PP-001, Kick Off Meeting Minutes.

4.6 PROJECT REPORTS

The Project Manager shall provide a monthly progress report to the Contracting Officer and COR via electronic mail. This report shall include a summary of all Contractor work performed, including an assessment of technical progress, schedule status, any travel conducted and any Contractor concerns or recommendations for the previous reporting period.

4.7 PROGRESS MEETING

The Project Manager shall meet with the COR on a monthly basis to discuss progress, exchange information and resolve emergent technical problems and issues. These meetings shall take place via teleconference.

4.8 GENERAL REPORT REQUIREMENTS

The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with DHS workstations (Microsoft Office Applications).

4.9 INTELLECTUAL PROPERTY

Final deliverables shall be provided with data rights as outlined in Attachment C-2, CDRLs.

4.10 SECTION 508 COMPLIANCE

The contractor shall ensure compliance with all Section 508 Accessibility Requirements. Accessibility

Requirements (Section 508). Section 508 of the Rehabilitation Act, as amended by the Workforce

Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use electronic and information technology (EIT), they must ensure that it is accessible to people with disabilities. Federal employees and members of the public who have disabilities must have equal access to and use of information and data that is comparable to that enjoyed by non-disabled Federal employees and members of the public. All EIT deliverables within this work statement shall comply with the applicable technical and functional performance criteria of Section 508 unless exempt. Specifically, the following applicable EIT accessibility standards have been identified:

4.10.1 Section 508 Applicable EIT Accessibility Standards. 36 CFR 1194.21 Software Applications and

Operating Systems, applies to all EIT software applications and operating systems procured or developed under this work statement including but not limited to GOTS and COTS software. In addition, this standard is to be applied to Web-based applications when needed to fulfill the functional performance criteria. This standard also applies to some Web based applications as described within 36 CFR 1194.22.

4.10.2 36 CFR 1194.22 Web-based Intranet and Internet Information and Applications, applies to all

Web-based deliverables, including documentation and reports procured or developed under this work statement. When any Web application uses a dynamic (non-static) interface, embeds custom user control(s), embeds video or multimedia, uses proprietary or technical approaches such as, but not limited to, Flash or Asynchronous Javascript and XML (AJAX) then 1194.21 Software standards also apply to fulfill functional performance criteria.

4.10.3 36 CFR 1194.24 Video and Multimedia Products, applies to all video and multimedia products that are procured or developed under this work statement. Any video or multimedia presentation shall also comply with the software standards (1194.21) when the presentation is through the use of a Web or

Software application interface having user controls available.

4.10.4 36 CFR 1194.31 Functional Performance Criteria, applies to all EIT deliverables regardless of delivery method. All EIT deliverable shall use technical standards, regardless of technology, to fulfill the functional performance criteria.

4.10.5 36 CFR 1194.41 Information Documentation and Support applies to all documents, reports, as well as help and support services. To ensure that documents and reports fulfill the required 1194.31

Functional Performance Criteria, they shall comply with the technical standard associated with Web-based Intranet and Internet Information and Applications at a minimum. In addition, any help or support provided in this work statement that offer telephone support, such as, but not limited to, a help desk shall have the ability to transmit and receive messages using TTY.

4.10.6 Section 508 Applicable Exceptions. Exceptions for this work statement have been determined by

DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the COR and determination will be made in accordance with DHS MD 4010.2. DHS has identified the following exceptions that may apply: 36 CFR 1194.3(b) Incidental to Contract, all EIT that is exclusively owned and used by the contractor to fulfill this work statement does not require compliance with Section 508. This exception does not apply to any EIT deliverable, service or item that will be used by any Federal employee(s) or member(s) of the public. This exception only applies to those contractors assigned to fulfill the obligations of this work statement and for the purposes of this requirement, are not considered members of the public.

4.10.7 Section 508 Compliance Requirements. 36 CFR 1194.2(b) (COTS/GOTS products), When procuring a product, each agency shall procure products which comply with the provisions in this part when such products are available in the commercial marketplace or when such products are developed in response to a Government solicitation. Agencies cannot claim a product as a whole is not commercially available because no product in the marketplace meets all the standards. If products are commercially available that meets some but not all of the standards, the agency must procure the product that best meets the standards. When applying this standard, all procurements of EIT shall have documentation of market research that identify a list of products or services that first meet the agency business needs, and from that list of products or services, an analysis that the selected product met more of the accessibility requirements than the non-selected products as required by FAR 39.2. Any selection of a product or service that meets less accessibility standards due to a significant difficulty or expense shall only be permitted under an undue burden claim and requires authorization from the DHS Office of Accessible

Systems and Technology (OAST) in accordance with DHS MD 4010.2.

4.10.8 All tasks for testing of functional and/or technical requirements shall include specific testing for

Section 508 compliance, and must use DHS Office of Accessible Systems and Technology approved testing methods and tools. For information about approved testing methods and tools send an email to accessibility@ dhs.gov.

5.0 GOVERNMENT FURNISHED RESOURCES

The Government will not furnish any resources to the Contractor in support of this contract.

6.0 CONTRACTOR FURNISHED PROPERTY

The Contractor shall furnish all materials, equipment and services necessary to fulfill the requirements of this contract, except for the Government Furnished Resources specified in SOW 2.0 and SOW 5.0.

7.0 GOVERNMENT ACCEPTANCE PERIOD

The COR will review deliverables prior to acceptance and provide the contractor with an e-mail that provides documented reasons for non-acceptance. If the deliverable is acceptable, the COR will send an e-mail to the Contractor notifying it that the deliverable has been accepted.

7.1 The COR will have the right to reject or require correction of any deficiencies found in the deliverables that are contrary to the information contained in the Contractor’s accepted proposal. In the event of a rejected deliverable, the Contractor will be notified in writing by the COR of the specific reasons for rejection. The Contractor may have an opportunity to correct the rejected deliverable and return it per delivery instructions.

7.2 The COR will have 3 weeks to review deliverables and make comments. The Contractor shall have 5 business days to make corrections and redeliver.

7.3 All other review times and schedules for deliverables shall be agreed upon by the parties based on the final approved Project Plan. The Contractor shall be responsible for timely delivery to Government personnel in the agreed upon review chain, at each stage of the review. The Contractor shall work with personnel reviewing the deliverables to assure that the established schedule is maintained.
