About this file
This document is an Emergency Purchase Statement from the Illinois Department of Natural Resources Office of Realty & Capital Planning. The existing 30-ton chiller at the Vandalia State House State Historic Site has failed, and Culberston Heating & Cooling has been selected as the vendor to remove the failed chiller and purchase and install a new 30-ton unit. This is an emergency procurement to prevent further loss or damage to state property, as the historic building requires proper environmental controls to protect and preserve the artifacts and building components. The expected start date is August 13, 2019 and the expected end date is November 8, 2019, with a total estimated cost of $62,085.
Culberston Heating & Cooling is a local contractor and registered small business that has performed repair work at the Vandalia site previously, and is familiar with the existing piping and electrical connections layout for quick and efficient installation. This emergency procurement is necessary as the existing chiller can no longer be economically repaired, and the lack of proper cooling and humidity control poses risks of mold growth and damage to the historic building and artifacts. The procurement will be funded through state appropriated funds.

| ExplanationForSelectingVendor: Culberston Heating & Cooling is a local contractor and registered small business. They have performed repair work on at the Vandalia site on multiple occasions and are familiar with the existing piping and electrical connections layout for quick and efficient installation. |
| ExplanationSuppliesServices: The existing 30-ton chiller at Vandalia State House State Historic Site has failed. The unit has been repaired multiple times, but it is no longer economically feasible to make further repairs. |
To Protect against further loss or damage to State property:
The Vandalia State House is listed on the National Register of Historic Places. The chiller provides the proper environmentally controlled temperature and humidity levels within the building to protect and preserve historic artifacts and building components. The longer the building envelope is without proper cooling and humidity control, the greater the possibility for damages to occur. Additionally, without proper air conditioning, the potential for mold growth escalates posing other problems and increased expenses.
Threat to public health or safety:
The State house is open to the public and is staffed. Lack of proper temperature control/humidity controls could also have a detrimental impact to the well-being of visitors and employees.
Culberston Heating & Cooling will remove the failed chiller and purchase and install a new 30-ton unit.
