About this file

This document is an Emergency Purchase Statement from the State of Illinois Chief Procurement Office. It details the emergency procurement of a replacement 30-ton chiller unit for the Vandalia Statehouse State Historic Site. The existing chiller had failed, and the replacement was necessary to maintain proper temperature and humidity controls to protect the historic artifacts and building components. Alpha Controls & Service was selected as the sole-source vendor due to their expertise with the existing Barber-Colman building automation system. The emergency contract has an estimated start date of August 13, 2019 and an estimated end date of November 8, 2019, with a total estimated cost of $10,170.

The document also indicates that this emergency procurement was necessary to prevent further damage to state property and protect public health and safety, as the Vandalia Statehouse is open to the public. The replacement chiller and controls upgrades will be funded through state appropriated funds. No federal, grant, or other funding sources are mentioned.

ExplanationForSelectingVendor: The current building management system at the Vandalia Statehouse State Historic Site uses the Barber-Colman Network 8000 system, a product of the Schneider Electric products. Alpha Controls & Service is the authorized partner for the territory. Alpha Controls & Services is the only company within the region that can leverage the existing installed BAS infrastructure, allowing them to not only use the installed system but enhance its performance for improved operational and energy efficiency.
ExplanationSuppliesServices: The existing 30-ton chiller at Vandalia State House State Historic Site has failed. The unit has been repaired multiple times, but it is no longer economically feasible to make further repairs.

To Protect against further loss or damage to State property:

The Vandalia State House is listed on the National Register of Historic Places. The chiller provided the proper environmentally controlled temperature and humidity levels within the building to protect and preserve historic artifacts and building components. The longer the building envelope is without proper cooling and humidity control, the greater the possibility for damages to occur. Additionally, without proper air conditioning, the potential for mold growth escalates posing other problems and increased expenses.

Threat to public health or safety:

The State house is open to the public and is staffed. Lack of proper temperature control/humidity controls could also have a detrimental impact to the well-being of visitors and employees.

Alpha Controls & Service will upgrade the failed Barber Colman Network 8000 Global Control Module to be compatible with the new 30-ton chiller unit.
