This document is a Request for Information (RFI) for the Commercial and Military Satellite Communications Operations Support (COSMOS) requirement, which will be a follow-on contract to the Wideband Satellite Communications Operations and Technical Support II (WSOTS II) contract.

The RFI seeks information from vendors to assist the United States Space Force's (USSF) Space Acquisitions and Integration Office (SAIO) in determining the best acquisition strategy for the COSMOS requirement. The RFI includes a draft Performance Work Statement (PWS) for the WSOTS II contract and questions for vendors to respond to regarding their capabilities, experience, and recommendations for the COSMOS requirement. Vendors are requested to provide responses to the questions in the attached Microsoft Excel questionnaire and may also submit comments on the draft PWS. The government will provide all questions and answers to the RFI by December 23, 2024 via SAM.gov. This RFI is for market research and planning purposes only, and no evaluation or award will result from the responses.

In reference to the DRAFT Performance Work Statement (PWS), please answer the questions below. In addition,

2. Currently, WSOTS II is a Cost Plus Fixed Fee for Labor and Cost Reimbursable for Travel and ODC. What contract type would you recommend for this requirement? Why?
3. Would you recommend different contract types for specific requirements listed in the PWS? Why?
4. The current WSOTS II has a period of performance of one year based period, plus, seven (7) one-year options. Provide your recommendation and rational for ideal performance period for a follow-on contract and why?
5. Assuming full contractor responsibility and support on 1 Feb 2027, provide your recommended transition period length for this effort. Would you recommend different lengths for specific PWS paragraphs and why?
6. What data would you like to see in the bidder's library?
7. What sites would you need to visit in order to propose?
8. Currently, WSOTS II is a "C" Type contract. Would you recommend a different contract type? Please explain.
9. What barriers or limitations do you foresee which hinder you from proposing on this requirement?

If you intend to compete as a prime contractor and/or you want to provide context for the Government's market research inclusion, please provide the anticipated subcontractor information for large and small business subcontractors including: a description of supplies/services/functional areas to be performed, identification of business size (i.e. LB, SB, SDB, WOSB, VOSB, SDVOSB, HUBZone, ) the applicable NAICS code associated with the work, t and the anticipated percent of the total contract value to be subcontracted to each business size/type based on the DRAFT PWS provided. As needed, add additional ROWS to provide your response.

*NOTE: You should assign the NAICS code to each potential subcontract based on the nature of work being subcontracted. Be advised, that the contracting officer established NAICS 517810 for the basic contract. You are not bound to use this NAICS when reporting your small business subcontracting possibilities if the work you are subcontracting is not similar in nature to this NAICS. For example, if small business subcontracting opportunities exist for Environmental Consulting Services (NAICS 541620), use this NAICS code to report the small business subcontracting opportunities, and not NAICS 517810. In all cases, to qualify as a small business, subcontractors must meet the size standard (see 13 CFR 121) for the NAICS code of the subcontract.
