RFI 1_Capability Packages and General Questions COSMOS

MARKET RESEARCH

Commercial and Military Satellite Communications Operations Support (COSMOS)

RFI No. 1 – Request for Capabilities Packages and Initial Questionnaire

THIS NOTICE IS ISSUED AS A RFI ANNOUNCEMENT FOR INFORMATION PURPOSES.

This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB), or solicitation, nor does it represent any commitment by the Government. Since this is a RFI announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. SpOC/SAIO will not accept or acknowledge emails over 5MB, brochures, samples, catalogs, and any other marketing solicitation information.

INTRODUCTION.

This RFI is for market research and planning purposes only. Information received will assist the United States Space Force’s (USSF) Space Acquisitions and Integration Office (SAIO) in determining the best acquisition strategy for award consideration of continued non-commercial, non-personal services for the Commercial and Military Satellite Communications Operations Support (COSMOS) requirement.

The current contract, Wideband Satellite Communication Operation and Technical Support II (WSOTS II), performance is forecasted to end 31 Jan 2027. The current contract’s Procurement Instrument Identifier is W9126019C0001. North American Industry Classification System (NAICS) for this requirement is 517919 - All Other Telecommunications and Product Service Code (PSC) is D399 – IT and Telecom – Other IT and Telecommunications.

PURPOSE.

The Government requests interested parties submit their capability packages and a response to the attached Microsoft Excel Spreadsheet Questionnaire, by no later than 18 Nov 2024 at 1000

MDT.

Limit your capability package to not more than fifteen (15) single-sided pages (maximum) to the POCs listed under Government Points of Contact.

Please include in your Capability Package:

Name, address, point of contact (telephone number and email address), CAGE Code, and UEI.

Specify your business type based upon NAICS Code 517810 – All Other Telecommunications, PSC Code DG11 It and Telecom - Network: Satellite Communications and Telecom Access Services

, Size Std - $40M. Specify all that apply.

Provide your responses to the Government questions listed under the attached Microsoft Excel Spreadsheet called COSMOS_RFI1_Atch 3_ Vendor Response. NOTE: Your responses are not included in your page count for your capability package.

Attached is also the COSMOS_RFI 1_Atch 1_DRAFT WSOTS II PWS version 5.0 and COSMOS_RFI 1 _Atch 2_Appendix 2 for your review and questions. Note the follow-on contract to WSOTS II will be titled COSMOS and will have an updated PWS with matching title in the future. The Government will utilize the responses provided to determine the most appropriate acquisition approach and source selection strategy.

BACKGROUND.

Commercial and Military Satellite Communications (MILSATCOM) Operations Support (COSMOS) will be the follow-on contract for the Wideband Satellite Communications Operations and Technical Support II (WSOTS II) contract. COSMOS will retain the current WSOTS II efforts in providing support to Space Operations Command (SpOC), Space Delta 8 (DEL 8), 53rd Space Operations Squadron (53 SOPS) and the Satellite Communications Office (SATCOM Office).

DEL 8: Mission is focused on Satellite Communications (SATCOM) and is the focal point for U.S.

protected and assured Military Satellite Communications (MILSATCOM).

53 SOPS: Provides mission assurance and continuous operations support through real-time correlated monitoring, control and management of MILSATCOM through five (5) geographically separated Wideband SATCOM Operations Centers (WSOCs). The WSOCs are the first line of defense for assigned satellites, terminals and users, and provides access to DoD Wideband

SATCOM.

SATCOM Office: Provides operational SATCOM payload management and planning through Consolidated SATCOM Systems Experts (C-SSE) and Regional SATCOM Support Centers (RSSC).

COSMOS provides services including system administration, operations support, training, database management, and network analysis of the Wideband Global Satellite System (WGS) and Defense Satellite Communication System (DSCS) constellations.

The COSMOS contract provides DoD organizations with systems administration support and maintenance services associated with the Wideband SATCOM Operations Management System (WSOMS) which enables payload control on the WGS and DSCS satellites. Services provided include on-site and technical assistance at worldwide locations including 5 WSOCs, 4 RSSCs, 3 DISA management sites, and International Partners. See WSOTS II PWS, Appendix 2.

These services include but are not limited to 24/7 maintenance coverage and technical assistance, fly-away technical support, depot and supply services, training services, logistics services, communications analysis, hardware maintenance services, software, firmware, and database support services, IA support services, computer system, network and security administration, system adaption and sustaining engineering services.

SATCOM Office support includes but is not limited to Commercial SATCOM Management and Integration Support (planning support, technical analysis, constellation monitoring, resiliency analysis, documentation analysis and reviews); SATCOM Operations support (technical and engineering services) and WGS International Partner Support at RSSCs.

The DRAFT WSOTS II PWS and Appendix 2 include Export Control, Controlled Unclassified Information (CUI), Controlled Technical Data, and other sensitive documents. Therefore, the Defense Logistics Agency (DLA) requires Contractors to have an active Joint Certification Program (JCP) and an approved DD2345 on file to gain access to these documents.

How to Gain Access to DRAFT WSOTS II PWS (predecessor contract) and Appendix 2.

The Contractor’s shall:

1. Provide Offerors current JCP status and DD2345 via email to both Program Manager (PM) Ms. Carol Rogers at carol.rogers.3@spaceforce.mil and Procuring Contracting Officer (PCO) Christina Ming at christina.ming.2@spaceforce.mil.

2. Make an “Explicit Access Request” on https://sam.gov/content/home under this source sought.

3. Once SpOC SAIO receives both your current JCP status and Explicit Access Request, the information will be validated and if found to have an “Active” JCP and DD2345, your company will be approved to access the secured documents in the sources sought.

NOTE: If a Vendor / Offeror determines to team/partner/subcontract with a foreign contractor, that company must submit the necessary documentation to the COSMOS Procuring Contracting Officer and Program Manager showing the foreign contractor has the appropriate United States Clearance to receive such documentation. This can include but not limited to a specific licensing from the US Department of State (ITAR) and the US Department of Commerce, appropriate approval from a Government Foreign Disclosure Office, etc. The restricted documentation cannot be released to a foreign teaming/partner/subcontractor without the appropriate approval first from the Government.

If you are not in the JCP Database or Your Company’s DD2345 has expired

An expired DD2345 or failure to have a record in the system will result in denial of access to view the WSOTS II PWS and Appendix 2.

If your organization does not have an active DD2345 or it has expired, Contractors shall:

Go to https://www.dla.mil/Logistics-Operations/Services/JCP/, follow the instructions for filling out the JCP form. When you have approval, please re-submit your request for access for DRAF WSOTS II PWS to the COSMOS Procuring Contracting Officer with supporting documentation via email.
