Synopsis: Presolicitation & Industry Conference Notice

Commercial and Military Satellite Communications Operations Support (COSMOS)

The intent of this Notice is for informational purposes only and does not constitute a request for proposal. This notice is not a formal solicitation. The Government does not intend to award a contract on the basis of this notice, nor otherwise pay for information which is submitted as a result of this notice.

In accordance with FAR 5.201, the Government hereby publicizes a Notice of Proposed Contract Action for the Commercial and Military Satellite Communications Operations Support (COSMOS) solicitation. The current contract, Wideband Satellite Communications Operations and Technical Support II (WSOTS II) expires 31 Mar 2027. The contemplated contract type is a single award, Indefinite Delivery Indefinite Quantity (IDIQ) with task orders to be issued on a fixed price, cost reimbursable, or time and material/labor hour basis. The IDIQ is anticipated to be awarded for a five (5) year base ordering period and one (1) option ordering period for three (3) years. Task Order 1 is anticipated to be awarded off of the same solicitation as the IDIQ for a 90-day phase in period, one (1) year base period and four (4) one year option periods. Phase-in is expected to begin on or around 2 Jan 2027, with a projected contract performance start date of 1 Apr 2027.

Space Operations Command (SpOC) Space Acquisition and Integration Office (SAIO) intends to solicit competitive proposals for the COSMOS IDIQ and Task Order 1. The COSMOS IDIQ shall provide all non-personal services, administrative, financial, and managerial resources necessary on a continuous twenty-four hours-a-day/seven days-a-week (24/7) basis to support USSF MILSATCOM missions.

Task Order 1 shall provide operations, maintenance, and technical support services in support of Wideband Military Satellite Communications (SATCOM) missions and the Wideband SATCOM Operational Management System (WSOMS). WSOMS is utilized to control payloads on the Wideband Global SATCOM System (WGS) and Defense SATCOM System (DSCS) constellations.

Services also provide utilization support for Department of Defense leased or owned Commercial SATCOM bandwidth. The contractor shall provide on-site performance at nine Geographically Separated Units: Fort Meade, MD, Fort Detrick, MD, Fort Buckner, Japan, Landstuhl, Germany, Wahiawa, HI, Peterson, Space Force Base (SFB), CO, MacDill Air Force Base (AFB), FL, Vaihingen, Germany, Wheeler Army Airfield (AAF), HI. Performance also includes six Remote Monitoring Control Equipment (RMCE) locations which require fly-away (travel status) technical support only.

Task Order 1 will require 24 hour, 7 days-a-week, 365 days-a-year on-site support. In the event of a national emergency, to include declared or undeclared state-of-war, the contractor shall continue to provide all services. The contractor shall provide on-site monitoring, configuring, repairing and maintaining the WSOMS Network (WSOMSNET). The contractor shall provide depot, supply and logistics support; training, networking, communications analysis, hardware maintenance, software, firmware, and database support; and computer system administration and information assurance support. The contractor shall provide all facilities for a Contractor-Inventory Control Point (C-ICP), depot, warehousing and engineering support.

The North American Industrial Classification System (NAICS) Code is 517810 (All Other Telecommunications) with a $40M small-business size-standard.

The formal COSMOS solicitation and any amendments thereto, will be distributed through the SAM.gov website. The Government intends to issue the formal COSMOS solicitation in October 2025.

An Industry Conference is scheduled for 25 – 27 March 2025. Information regarding the Industry Conference is contained within this posting. Additional information will be posted to SAM.gov when it becomes available.

The draft COSMOS IDIQ PWS and draft Task Order 1 PWS will be available after 10 March 2025.

These documents are Controlled Unclassified Information and will require Contractors to have an active Joint Certification Program status and approved DD2345. Additional instructions required to request the PWSs will be posted to Sam.gov on or after 10 March 2025.
